Nationally the Church has set a target that it will increase the overall number of people recommended for training by 50% over a five-year period. The Church is well on the way to deliver this and has already seen a 22% increase in those entering training since 2016. The Ministry Division of the Archbishops’ Council has developed programmes to support those who are being called to the priesthood from as wide a range of communities and backgrounds as possible. Members of the Crown Nominations Commission who are involved in the recruitment and discernment process for the most senior appointments also undergo unconscious bias training.</p><p>During 2018 the Church recommended 316 women for training, which was 54% of the total. This represents the highest proportion of women entering training that the Church has seen in the last ten years.</p><p>The most recent data from 2017 shows that around 6% of those entering training self-identify as being from a minority ethnic background. The Church responded by recruiting a National ME Vocations Officer to address this underrepresentation of minority ethnic clergy and through the “Turning up the Volume” programme is supporting future senior leaders. 	answer	answer is ministerial correction date of answer 14/09/2018 answer text <p>In 2010, Jon Venables was arrested and charged, under his new identity, with offences relating to the viewing of child pornography. On 21 June 2010, in the context of those criminal proceedings, Mr Justice Bean amended the Injunction so as to prohibit the publication of information revealed in proceedings in open court, insofar as such information would be likely to lead to the identification of (a) Venables’ then-current name; (b) the address at which he was living immediately before his recall to prison in February 2010; (c) the location at which he was, at that time, being held in custody; or (d) his then-current appearance.</p><p>Those amendments resulted from an application by Counsel for Jon Venables on the basis that revealing such information would be likely to lead to the identification of Jon Venables. I am unable to say how this application was funded because the variation was sought by a third party</p><p>At a hearing at the Central Criminal Court on 23 July 2010 Mr Justice Bean varied the order, on the application of media organisations, to permit disclosure of the county in which Venables was living before his recall to custody. The purpose of this was to enable identification of the relevant police force and probation service involved in his supervision. I am unable to say how this application was funded because the variation was not sought by this office. At the same time, an application by News Group and Mirror Group Newspapers, who opposed the continued prohibition of the publication of Jon Venables’ new name, was heard and rejected.</p><p>On 31 August 2012, on the application of the Secretary of State for Justice, the High Court amended the terms of the Injunction. This application would have been funded by central government. The amendment was made to ensure it prohibited any publication of a person purporting to be identified or depicted as Venables or Thompson.</p><p>On 7 February 2018, Venables was sentenced to three years and four months’ imprisonment for three offences of making indecent photographs of children and one offence of possession of a paedophile manual. On 7 February, on the application of Jon Venables, Mr Justice Edis amended the Injunction to permit reporting of information heard in public at the hearing, though the amendments were such that the Injunction continues to protect the new identity and appearance of Venables and certain information which might be used to identify him. I am unable to say how this application was funded beause the varation was not sought by this office</p><p>There is an application currently before the Family Court brought by Mr Ralph Stephen Bulger and Mr James Patrick Bulger to vary the Injunction. Various grounds have been provided in support of this application, and it is anticipated these grounds will be finalised in the applicants’ written submissions required to be filed in this case by 23 November 2018. This takes place both on a bilateral basis and through the European Migrant Smuggling Centre within Europol.</p><p>Through the multi-agency Organised Immigration Crime Taskforce, the government is improving the intelligence picture around OIC, modern slavery and human trafficking, undermining the criminal business model and building the capacity of upstream law enforcement partners to tackle the threat.</p><p>The police transformation program includes an analytical team, the Joint Slavery and Trafficking Analysis Centre (JSTAC) which is building and developing the strategic intelligence picture by improving data collection and focused analysis of the information gathered. Neighbourhood planning groups can access a range of free help, including financial support and planning expertise from trained professionals to guide them through the neighbourhood planning process.</p><p>The maximum grant available to communities has been increased since the previous programme by £2,000 to £17,000, with eligibility criteria for further professional support now more focussed on the complexity of the proposed plan being developed, rather than the composition of the group. Under the 2018-2022 support programme, specialist support is available to unparished groups to help local people build up knowledge and achieve designation as a Neighbourhood Forum. All groups can also be considered for specific ‘facilitation’ support to overcome some of the unique challenges they face as they progress their plan.</p><p>Over 2,400 communities across England have started the process of neighbourhood planning, with over 600 plans approved in local referendums. 	answer	answer is ministerial correction date of answer 19/09/2018 answer text <p>In October 2017, the Prime Minister announced an additional £2 billion funding for affordable housing, increasing the Affordable Homes Programme budget to over £9 billion to deliver a wide range of affordable housing, including social rent homes.</p><p>The £2 billion, together with £1.4 billion of funding announced in Autumn 2016 but not previously allocated, was split equally between the Greater London Authority and Homes England, with each receiving £1.67 billion. The Government has recently consulted on banning combustible materials in external wall systems and asked in that consultation if spandrel panels should be included in any such ban. The Government is currently considering the responses to the consultation. In December 2017 the Government issued an advice note for building owners with non-ACM cladding and considers the principles of the advice note to also be relevant to infill panels.
