The Working Group is held up as an example of best practice internationally for cooperation between government and minority communities. Through the Working Group we have funded projects to highlight and counter antisemitism directed at women, and to combat the dissemination of antisemitic tropes in society.

We have also worked with the police to improve the recording of hate crime. This includes a requirement to record the targeted faith or belief in incidents of religiously motivated hate crime. The first set of statistics reflecting this new requirement with disaggregated figures for religiously motivated hate crime were published in October 2018. It is considered to be best practice to include a rent deposit deed, which is a document that sets how a landlord secures a commercial tenant's deposit.

Under the tenancy deposit protection legislation introduced in the Housing Act 2004, all landlords letting on residential assured shorthold tenancies are required to protect their tenants' deposits in a government-approved scheme within 30 days of taking the deposit. The landlord must also serve the tenant with certain prescribed information within the same thirty-day period. We do not currently have any plans to require the use of a tenancy deposit scheme for commercial tenancies.

Since 1 October 2014, it has been a legal requirement for lettings agents and property managers in England to join one of two government-approved redress schemes: the Property Ombudsman or the Property Redress Scheme. The letting agent or property manager should arbitrate any disputes between the landlord or tenant in the first instance. Should the letting agents or property managers be unable to arbitrate the dispute, then a complaint can be made to the redress scheme.

star this property answer text
The Government is not intending to bring forward legislation with respect to carbon dioxide alarms at this present time. It is, however, conducting a review to establish whether requirements to install carbon monoxide (CO) alarms in private rented properties should be extended to cover any fuel-burning appliance and whether the requirements should also extend to social housing. The findings of this review will be considered alongside responses to our social housing green paper and we plan to set out the Government response to this in due course.

The law already requires that private landlords install a carbon monoxide alarm in any room having a solid fuel heating appliance. Private landlords are also required to ensure that the alarms are in working order on the first day of the tenancy. Failure to comply with the regulations can result in a penalty of up to £5,000.
more like this

star this property answer text
Domestic abuse is an abhorrent crime that nobody should have to suffer. The Government is absolutely committed to protecting victims of domestic abuse and their families.

This is a devolved matter in Northern Ireland.

Since 2014 my Department has invested £33.5 million in accommodation-based services, including refuges. On 10 November 2018 we announced the allocation of a further £22 million fund to support victims of domestic abuse over 2018-2020. The fund will support 63 projects covering 254 local areas across England and will provide support to over 25,000 victims and their families, and more than 2,200 additional bed spaces in accommodation-based services, including refuges. Full details of the fund can be found at:

https://www.gov.uk/government/news/22-million-for-projects-to-support-domestic-abuse-survivors.

Additionally, since 2015 we have provided over £1 million to Women’s Aid for two projects, Routes to Support and No Woman Turned Away. Routes to Support (formerly UK Refuges Online) is part-funded by the Government and is a UK-wide online database containing information about domestic abuse and other violence against women services, including refuge. No Woman Turned Away provides additional caseworker support to women facing difficulties in accessing refuge, including victims with children. We are continuing to fund these vital projects to 2020.

My Department has carried out a review of how domestic abuse services are locally commissioned and funded across England. The Review has been informed by an audit, run by Ipsos MORI, of provision of domestic abuse services across England, which enables us to understand what impact services are having and to identify any gaps. We are working with the Domestic Abuse Sector and Local Authorities, drawing on their expertise and data, to develop future, sustainable delivery options for Domestic Abuse Services.
