We recognise that applicants may lack documentary evidence for assorted reasons, we are committed to working flexibly with applicants to help them evidence their continuous residence in the UK by the best means available to them.</p><p>Caseworkers will be able to exercise discretion in favour of the applicants where appropriate, to avoid unnecessary administrative burdens and delays. If the declared status cannot be confirmed, we work with the applicant to ensure they obtain the leave under the scheme for which they qualify. To that end, insight and feedback are used continuously to improve our services. Where an application is made in the UK, customers can contact our in-country contact centre and are provided with information about the Immigration Rules and the requirements of the Points Based System.</p><p>In addition to the established contact system, since the commitments mentioned by the Hon. Member on 23<sup>rd</sup> April, several improved services have been introduced. This will enable them to continue their lives in the UK with the same entitlements to work, study and access public services and benefits. Evidence of this new UK immigration status will be given in digital form to EU citizens. This will provide them with a convenient way of evidencing their status to those who may need to see confirmation of it, such as an employer, landlord or other service provider. The Government also introduced the Immigration and Social Security Co-ordination (EU Withdrawal) Bill on 20 December 2018 which will end free movement and provide the legal basis for the future immigration system.</p><p>We will implement most of the future immigration arrangements in UK Immigration Rules as is the case now. This will be done through the EU Settlement Scheme.</p><p>EU citizens will need to provide evidence of their residence in the UK by 29 March 2019 in line with the requirements for the Scheme. Where possible, we will confirm it through automated checks of HMRC and DWP data. It will also be possible for applicants to submit a wide range of documentary evidence to prove their residence. Decisions on citizenship applications from minors are made taking into account the Home Office’s statutory obligations under Section 55 of the Borders, Citizenship and Immigration Act 2009 to have due regard to the best interests of the child.</p><p>Guidance for caseworkers considering applications for British citizenship is publicly available on Gov.uk.
