star this property answer text The government is committed to delivering a well-functioning and sustainable consumer credit market which is able to meet the needs of all consumers.<p> </p>In March, the government hosted the first meeting of the Financial Inclusion Policy Forum, a new key initiative bringing together government, regulators, industry and the third sector to coordinate action and provide leadership in tackling these challenges. The Forum’s mission is to ensure that individuals, regardless of their background or income, have access to useful and affordable financial products and services, including affordable credit.<p> </p><p>The government also supports credit unions, which provide an affordable alternative to high-cost credit. In the Autumn Budget 2017, the government announced its intention to help the sector expand by increasing the number of potential members of credit unions from two million to three million. In addition, from this year a greater proportion of funds recovered from illegal money lenders will be allocated to incentivise vulnerable people to join, save, and borrow with a credit union instead of turning to loan sharks.</p>

He called on the Burmese military to fulfil its duty to respect international humanitarian law, ensure access for humanitarian organisations and allow the 2,000 civilians trapped by the fighting to leave to safe areas. star this property answer text <p>‘Step up’ care (preventing unnecessary admissions to acute hospitals or long term care) and ‘step down’ care (receiving patients from acute care for rehabilitation and to support timely discharge from hospital) are considered to be intermediate care services.</p><p>Whilst these intermediate care services can be provided in a community hospital, it is also possible to provide them in a care home or home setting. It is for the local commissioners, whether they are in rural or urban areas, to determine the most appropriate location to provide these services for their local system based on local needs and issues. It is also important that this choice recognises that the principle that ‘home’ - a person’s usual place of residence – is generally the best place for people to be whenever possible.</p> more like this

star this property answer text <p>‘Preferred contractor status’ is not a recognised procurement term. Private sector companies bidding for individual National Health Service contracts have to follow a well-established procurement process which identifies and selects a shortlist of bidders and then a preferred bidder, which is awarded the contract after final due diligence. NHS England have advised that information on NHS contracts entered into by local commissioners is not held centrally.</p><p>It will be for the individual NHS organisations to assess the finances of any potential providers. During the procurement process, the finances of potential providers should be tested by finance professionals to assess the financial stability and ability to undertake the services to the required level of the contract. The Department recommends the use of a Standard Selection Questionnaire (first published in September 2016). Under the ‘Grounds for Mandatory Exclusion’, it states that the procuring authority reserves the right to use its discretion to exclude a provider where it can demonstrate by any appropriate means that the provider is in breach of its obligations relating to the non-payment of taxes or social security contributions.</p><p>After a contract is awarded to a provider the NHS organisation is under an obligation to oversee the delivery of services and assuming there are no concerns then the contractor will be paid as agreed under the contract. How the contractor manages their financial affairs is a matter for the contractor not the NHS commissioner, unless the commissioner becomes aware that the contractor is acting illegally, not paying taxes as an example, in which case there may be a duty to report this and act appropriately under the terms of the contract.</p>
