This enables those participating in the process to access benefits by the end of the 28 day move on period, either through their claim to legacy benefits being processed by day 28, or through the offer of an advance payment of benefit that is made at their work-focused interview if they are being considered for Universal Credit. New claimants can already receive an advance of up to 50% of their estimated entitlement and this will increase to 100% later this month. Refugees will have early access to the Work and Health Programme which will help people who face additional barriers find work. Legislation is already in place specifying the governance of ownership certificates and their use in support of planning applications. Applicants are legally required to notify the owners of a site when they submit their planning application, so that they have the opportunity to comment. An ownership certificate confirming that other owners have been appropriately notified must be signed when submitting a planning application. 	answer	answer is ministerial correction date of answer 06/02/2020 answer text <p>As announced in the Queen’s Speech we are introducing the Serious Violence Bill, which will put a duty on police, councils and health authorities to prevent and reduce serious violence. We have announced an additional £25 million of targeted investment to increase our efforts to tackle county lines, including expanding the National County Lines Co-ordination Centre.</p><p> </p><p>Through the Serious Violence Fund we have provided £100million in 2019/20 to the 18 police force areas worst affected by serious violence. A further £35 million was announced for Violence Reduction Units for 2020/21 on 29 December 2019.</p><p> </p><p>We have invested £220 million in early intervention and prevention initiatives to support children and young people at risk of exploitation and involvement in serious violence, through the £22 million Early Intervention Youth Fund and £200 million Youth Endowment Fund, and have put in place a landmark review into drug misuse. The first grant round of the Youth Endowment Fund took place in 2019-20. 23 successful projects located across England and Wales will share £17.1m over 2 years.</p><p><em> </em></p><p>This Government is also recruiting 20,000 more police officers over the next three years and increasing sentences for violent criminals. 	answer	answer is ministerial correction date of answer 01/07/2020 answer text <p>The Government recognises the importance of Personal Protective Equipment (PPE) for all of those on the frontline and has published guidance on appropriate PPE for emergency workers, including the police.</p><p> </p><p>The NPCC and the College of Policing have issued operational guidance to all forces on the use of PPE tailored to their unique role to ensure officers and staff are protected sufficiently.
