Cabinet Office standards require all new grants to be subject to competition. star this property answer text <p>The Chartered Trading Standards Institute, commissioned by the Department, undertakes an annual survey to assess tobacco control activities carried out by councils across England, including relating to compliance with the Tobacco and Related Products Regulations 2016. Further detail about the levels of non-compliance and associated prosecutions can be found in the 2016/17 Tobacco Control Survey, published on the Trading Standards website.</p><p> </p><p>Throughout 2015/16, the Department, supported by the Chartered Trading Standards Institute, has delivered a comprehensive training package across nine English regions. This consisted of both face to face learning events as well as e-learning opportunities to support the implementation of the Tobacco Products Directive and the Standardised Packaging of Tobacco Products Regulations 2015.</p> more like this

As such there has been no formal communication with Action on Smoking and Health (ASH) or any other organisation on the proposed tender for tobacco control in England. We have informed ASH that the tender process was yet to commence, and reiterated that the grant will be competed for, in line with Cabinet Office standards for new grants. All interested applicants will need to follow the terms and conditions of the tender after the invitation for bids has been announced.</p> more like this

star this property answer text <p>The Single Departmental Plan published on 23 May 2018 is a concise summary of the highest level objectives for the financial year 2018-19 rather than a comprehensive account of all the activities the Department is planning to undertake. The fact that a commitment or activity has not been included in the summary does not imply that there is no intention to work on it.</p><p> </p><p>The Government is continuing to reduce harm caused by tobacco. Last year we published a new tobacco control plan to build on that success and on 7 June 2018 we published a delivery plan setting out actions for meeting the aims of the tobacco control plan and how progress will be monitored. star this property answer text <p>Public Health England (PHE) published its most recent evidence review on e-cigarettes and novel tobacco products on 6 February this year. It contains a chapter dedicated to heat not burn tobacco products, including suggestions for further research. PHE will publish further such evidence reviews on an annual basis.</p><p> </p><p>Heat not burn products continue to be regulated as tobacco products and their use and public awareness in the United Kingdom is low. The Department will review and consider where there are gaps in evidence for further independent research, and continues to collaborate and share knowledge both in the UK and internationally to help develop the research base and understanding of these products.</p> more like this

star this property answer text <p>The Department commissioned the Committee on Toxicity (CoT) to provide the Department with an independent assessment of the harms produced by heat not burn products. The CoT is a committee of independent experts that provides advice to the Government on matters concerning the toxicity of chemicals in food, consumer products and the environment. In taking forward this work, the CoT enlisted the expert advice of two other committees, namely the Committee on Mutagenicity and the Committee on Carcinogenicity of Chemicals in Food, Consumer Products and the Environment. On 12 December 2017, these Committees published their joint statement. The evidence suggests that heat not burn products still pose harm to users, but they are likely to be less harmful than conventional cigarette smoking. Data on impacts to human health is very limited. It is recommended that smokers quit completely rather than move to heat not burn products.</p><p> </p><p>Public Health England will continue to monitor the evidence base as it develops.</p>
