star this property answer text <p>DFID already releases funding to local and national actors in humanitarian crises in line with the objectives in the Grand Bargain. In specific terms DFID continues to fund the START Fund, the Humanitarian Leadership Academy and the Disasters and Emergencies Preparedness Programme (DEPP) as part of its Grand Bargain commitments.</p><p>DFID is closely following the Grand Bargain workstream on localisation, led by the International Federation of Red Cross and Red Crescent Societies and the Swiss government. Currently discussions are ongoing on how best to track this commitment. Once an approach has been agreed, it is likely that an international mechanism will be used for assessing the commitment e.g. OCHA’s Financial Tracking System, which applies to all donors, not just the UK.</p> more like this

star this property answer text <p>I visited the Kasai Central, in the DRC, in November 2017 to see for myself the impact of the conflict and resulting food insecurity. 294,000 children are at risk of dying from malnutrition. UK bilateral aid is already supporting 25,800 children with lifesaving assistance. We recently announced the new allocation of £175 million for humanitarian support over the next five years (2017-2022) for DRC. This will support a further 220,000 children nationally under the age of 5 with vital nutrition.</p> more like this

SCOR has been established as a cross-HMG mechanism to ensure that UK’s ODA-funded science and research is coherent across HMG departments and is having maximum impact on international development objectives and outcomes in developing countries.</p><p>The Board’s first meeting was held on the 17 Nov 2017. DFID is represented on by Board through the departmental Chief Scientific Adviser who is also responsible for DFID research budget. The SCOR Board is planning to meet four times in 2018, starting in January.</p> more like this

star this property answer text <p>The crisis in the Lake Chad Basin that affects Nigeria, Northern Cameroon, Niger and Chad is a priority for my Department. In 2017, we are providing £100 million in humanitarian assistance to northern Nigeria and over £14 million to other regions bordering Lake Chad, which will for example provide food assistance to more than 1.5 million people and reach 120,000 children with life-saving treatment for severe acute malnutrition. The UK is also providing over £8 million for stabilisation in the Lake Chad Basin region, including helping communities better respond to and manage the effects of violent conflict.</p> more like this

star this property answer text <p>Through the Department for International Development, the UK is the largest contributor to the Sudan Humanitarian Fund (SHF), providing £16.5 million in 2017. The SHF provides lifesaving food, health, water, and other assistance to internally displaced people and vulnerable communities in Sudan, including Government controlled areas of the Nuba mountains region in South Kordofan.</p><p>The UK Government has welcomed the Government of Sudan’s acceptance of the US proposal to provide humanitarian aid to the Two Areas (South Kordofan and Blue Nile). We have continued to urge the Sudan People’s Liberation Movement – North (SPLM-N) to immediately agree to the US proposal, in order to enable humanitarian aid to reach those in rebel controlled locations in the Two Areas.</p><p>The implementation of the African Union High Level Implementation Panel (AUHIP) Roadmap Agreement is the only sustainable path to peace in the Two Areas, and we urge all sides to lose no further time in returning to the negotiating table.</p>

star this property answer text <p>The UK is the largest contributor to the Education Cannot Wait initiative, investing £30m between 2016 and 2018. Education Cannot Wait has committed US$3 million (£2.2 million) for Rohingya refugees in Bangladesh. Education Cannot Wait’s response will help cover more than 70 percent of the emergency educational needs of Rohingya refugee children until the end of 2017.</p><p>DFID is developing an ambitious new education policy to get some of the most marginalised children learning now. We are also reviewing options for further funding as part of its longer term response to the Rohingya refugee crisis. We are helping education experts and organisations to work with the Ministries of Education in Bangladesh and Burma, to agree on a curriculum and certification process for Rohingya children in Cox’s Bazar.</p> more like this

In addition, Cote D’Ivoire will have benefitted from funding from the United Nations, World Bank, IMF and African Development Bank, to which the UK provides core funding. UK aid has increased the efficiency and capacity of a major power plant near Abidjan which now provides 15% of the country’s electricity, and has also funded delivery of over 2 million treatments for schistosomiasis and soil transmitted helminths which will help prevent anaemia, stunting and developmental problems in children.</p> more like this

This has included a number of meetings at Permanent Secretary level with interested donors, formal presentations to EU counterparts at Director General level and a number of informal meetings at a technical level.</p><p> </p><p>The former Secretary of State, Rt. UK support that is already programmed will provide emergency food for 174,000 people, lifesaving nutritional support to more than 60,000 children under-five and over 21,000 pregnant and breastfeeding women, safe drinking water, emergency latrines and hygiene kits for more than 138,000 people, and emergency shelter for over 130,000 people.</p><p>The Secretary of State for International Development just returned from Bangladesh, where she urged Prime Minister Sheikh Hasina to plan for what looks certain to be a protracted crisis. star this property answer text <p>The UK continuously appraises the effectiveness of its programmes via a number of mechanisms. This includes Annual Reviews which contain analysis of value for money and to what extent programmes’ anticipated results are being achieved. Annual Reviews of the Global Partnership for Education (GPE) are publically available on the Dev Tracker website. In addition the UK has been pushing a reform agenda of GPE’s operational processes, which has seen the Partnership make significant progress in areas such as results reporting and risk management. Alice Albright, CEO of GPE, acknowledged DFID’s pivotal role in improving GPE’s operations in evidence to the <a href="https://publications.parliament.uk/pa/cm201719/cmselect/cmintdev/367/36710.htm" target="_blank">IDC</a>.</p><p> </p><p>The UK is strongly committed to girls education, as one of our four pillars in the Strategic Vision for Women and Girls. We support gender equitable education through our bilateral and central education programmes; our education research; and our international relationships with partners such as UNICEF and UNGEI. For example, the Girls Education Challenge programme is supporting up to one million marginalised girls benefit from a quality education.</p>

star this property answer text <p>South Sudan has been polio free since June 2009. The UK supports the eradication of polio globally through the Global Polio Eradication Initiative (GPEI), which has reduced polio cases by more than 99% since its launch in 1988. In preparation for the world to be certified polio-free and the corresponding ending of GPEI funding, GPEI is supporting countries to plan for this transition and ensure that investments made to eradicate polio contribute to future health goals. Given the fragile situation, South Sudan has been selected as one of 16 countries who are receiving additional in-country technical assistance for transition planning and the UK-led Health Pooled Fund, South Sudan’s largest health programme, is improving access to healthcare including routine immunisations for children. For South Sudan to remain polio-free, these efforts are focussing on increasing vaccination coverage and maintaining essential surveillance systems.</p> more like this

The figures for 2016 have just been released and those for 2017 will be released next year. Allocations for future years will be confirmed in due course. SID does not differentiate between DFID’s spend in the West Bank and Gaza.</p><p>The UK provided more than £17 million in immediate humanitarian assistance for those affected by the Gaza conflict in the summer of 2014. In October 2014, the UK pledged, and subsequently fully disbursed a further £20 million in early recovery assistance at the Gaza Reconstruction Conference in Cairo, including support for cash assistance to Palestinian refugees, mine removal and medical treatment. More recently the UK provided £1.9 million of humanitarian assistance to the United Nations Children’s Fund (UNICEF) in Gaza to address critical water, sanitation and hygiene needs, benefitting approximately 1 million people. In addition the UK is a long-term supporter of United Nations Relief and Works Agency for Palestine Refugees (UNRWA) which provides basic services to 1.3 million people in Gaza including basic health care, and we are supporting humanitarian access, enabling reconstruction efforts and investing in job creation in Gaza.</p><p> </p>

star this property answer text <p>UK funding in South Sudan is currently fully committed to 2020; this includes a four year programme (2016-2020) with International Medical Corps that includes a significant element for gender based violence (GBV) prevention and protection in South Sudan, and support to the Ceasefire and Transitional Security Arrangements Monitoring Mechanism (CTSAMM) in order to improve reporting on gender based violence. All programmes are subject to regular assessments of performance. star this property answer text <p>My colleague, the Minister for Africa, Rory Stewart visited Kasai Central, in the DRC, in November 2017 to see for himself the impact of the conflict. 294,000 children are at risk of dying from malnutrition. UK bilateral aid is already supporting 25,800 children with lifesaving assistance. Over the next 5 years we will support a further 220,000 children under the age of 5 with vital nutrition. We support the World Food Programme (WFP) operated humanitarian air service ensuring that vital aid is delivered to those in need. However, the humanitarian appeal in DRC remains chronically underfunded. This needs an urgent international response and the UK Government is actively lobbying the international community to increase its response to this forgotten crisis.</p> more like this

star this property answer text <p>The UK is deeply concerned by the serious deterioration of the humanitarian situation in Yemen. Even before the Saudi-led Coalition recently announced the temporary closure of all sea, land and air routes into Yemen, the country was the world’s largest humanitarian crisis with 21 million people in need of humanitarian assistance. The Coalition has since announced the reopening of ports and airports in areas controlled by the Government of Yemen, but these remain closed in areas not under government control - where 71% of Yemenis in severe humanitarian need live.</p><p>While the UK remains committed to supporting Saudi Arabia to address its legitimate security needs, it is absolutely vital that Yemen is kept open to humanitarian access and commercial supplies and personnel, upon which the Yemeni population depend. We are raising the importance of these points at the highest levels.</p><p>The UK continues to play a leading role in lobbying all sides to find a peaceful solution. As the pen-holder on Yemen at the UN Security Council the UK proposed and coordinated a UN Security Council Presidential Statement in June calling for an end to the conflict and the resumption of peace talks. The UK has since been pushing for a revived political process.</p>
