In 2014, the Home Office estimated there were 10,000-13,000 potential victims of modern slavery in the UK in 2013. This estimate used a methodology known as Multiple Systems Estimation.</p><p>The data this estimate was based on is no longer collected in a manner that enables Multiple Systems Estimation to be repeated. However, our understanding of the scale of modern slavery is evolving as more victims are identified and following increased operational activity. 	answer	answer is ministerial correction date of answer 04/12/2017 answer text <p>We recognise the essential role local authorities play in the safeguarding of all children in their care, regardless of their backgrounds or experiences. It is absolutely right that local authorities continue to make decisions about the placement and welfare of children they have responsibility for, which includes assessing risks such as trafficking, and considering the need to refer them to the National Referral Mechanism (NRM).</p><p>The recently announced package of reforms to the NRM includes a number of measures that will improve the process for both adults and children. A single expert unit will be created in the Home Office to handle all cases referred from front line staff and to make decisions about whether somebody is a victim of modern slavery. This includes the adoption of the Human Trafficking Foundation’s Trafficking Survivor Care Standards as a minimum standard of victim support in all future contracts providing support to adult victims of modern slavery.</p><p> </p><p>The Government is working with key stakeholders to ensure the standards reflect current best practice and to look at options for monitoring compliance. These statistics includes the breakdown of referrals for children by nationality and primary exploitation type. The Home Office also publishes data on returns by nationality. 	answer	answer is ministerial correction date of answer 10/05/2018 answer text <p>The subsistence rates paid to adult potential victims of modern slavery who live in safe houses where food is provided is £35 per week, and is £65 per week for those who live in self-catered accommodation. Adults who have dependents in safe houses receive £20.50 per week for the first child, and £13.55 for each additional child.</p><p>If an adult is an asylum seeker, under the Asylum Support Regulations, if they are accessing section 95 support, their income is restricted to £37.75 per week regardless of where they live. Most asylum seeking potential victims of modern slavery do not live in safe houses, but live in asylum support accommodation, and therefore receive outreach support.</p><p>Alongside financial support, potential victims of modern slavery in the National Referral Mechanism receive dedicated and expert support, which is tailored to their unique needs as victims of modern slavery. 	answer	answer is ministerial correction date of answer 21/05/2018 answer text <p>The subsistence rates for victims of modern slavery are provided to cover the essential living needs of potential victims of modern slavery. It is essential that we target support to confirmed victims at the point they need it most. The overall amount of money available for victim support will not fall, but by making these changes more money is being made available to treble the period of “move on” support, which will help people leaving victim support with their transition to other arrangements.</p><p>When considering the level of these rates, the essential needs of potential victims were assessed to be comparable to the needs of asylum seekers. This is why the tested and established methodology that has been developed to measure the level of subsistence for asylum seekers will be adopted to measure the level of subsistence for potential victims of modern slavery. Where it has been identified that victims of slavery have needs above those of asylum seekers or have additional entitlements under the Council of Europe Convention Against Trafficking in Human Beings, these needs will continue to be met within the existing Adult Victims of Modern Slavery Care Contract.</p><p>Victims will continue to receive dedicated and expert support, which is tailored to their unique needs as victims of modern slavery. This includes access to legal aid, counselling, NHS medical and dental services.
