That is why we reformed the tools and powers available to tackle Anti-Social behaviour through the Anti-social Behaviour, Crime and Policing Act 2014.</del><del class="ministerial">In 2019/20 Lancashire Police are receiving £285.1 million of funding, an increase of £18.4 million, on 2018/19. Funding for 2020-21 for individual forces will be announced as part of the provisional police settlement later this year. Decisions about the allocation of police resources are for Chief Constables and democratically accountable Police and Crime Commissioners, who are best placed to meet the needs of their local community.</del></p><p><ins class="ministerial">The police and Crown Prosecution Services (CPS) are responsible for charging decisions with regards to county lines related criminality. The key is that prosecutions are brought, and the charges should cover the full range of criminality involved including Modern Slavery offences.We are working with the police and the CPS to take full advantage of powers in the Modern Slavery Act when making charging decisions against county line gang members. Member in the time available before Dissolution.</del></p><p><ins class="ministerial">The Government recognises that disabled people are likely to face greater costs when seeking elected office due to their disability. That is why we launched the EnAble Fund for Elected Office to help cover disability related expenses. As an interim fund it gave political parties the time to put in place measures to support disabled candidates.</ins></p><p><ins class="ministerial"> The Fund is time limited and was put in place for elections that had been planned. Therefore, funding has not been scheduled for this election. We are currently putting in place processes to ensure that those who have been affected receive a full back payment as soon as possible, and will set out how we plan to respond in due course, including our communications with all those affected.</p><p>We will work through the implications of this judgment in respect to our future approach to financial support. 	answer	answer is ministerial correction date of answer 07/02/2019 answer text <p>In local authorities where the Independent Child Trafficking Advocate (ICTA) service has been rolled out, all children that are potential victims of trafficking are eligible for support.</p><p><br>The ICTA service was rolled out in three early adopter sites in Greater Manchester, Hampshire and Wales in January 2017 with an additional £2m invested to expand the ICTA provision into West Midlands, East Midlands and Croydon. This will mean the service will be available in one third of all local authorities by April 2019.</p><p>Unaccompanied children are looked after by the relevant local authority and are entitled to the same services as any other looked after child. Under these arrangements, unaccompanied children will have a professional social worker and an independent reviewing officer to oversee their care arrangements. All unaccompanied asylum-seeking children in England are referred to the Refugee Council’s Children’s Panel and they are also entitled to legal assistance in pursuing their asylum claim. The Government believes that these arrangements ensure unaccompanied children are provided with the independent support and advice that they need.</p><p><br>Section 48 of the Modern Slavery Act 2015, which makes provisions for ICTAs, is being considered in the Independent Review of the Modern Slavery Act led by Frank Field, Baroness Butler-Sloss and Maria Miller. 	answer	answer is ministerial correction date of answer 28/03/2019 answer text <p>In April 2018, the Government published the Serious Violence Strategy which sets out a comprehensive set of 61 commitments and actions we are taking to tackle violent crime. This includes launching a £22m Early Intervention Youth Fund, which is already supporting 29 projects in England and Wales; a national knife crime media campaign: #knife free; a new National County Lines Coordination Centre and the Offensive Weapons Bill, which will strengthen legislation on firearms, knives and corrosive substances. <br>On 2 October 2018, the Home Secretary announced further important measures including a consultation on new legal duty to support a multi-agency approach to preventing and tackling serious violence, a new long term £200 million Youth Endowment Fund and an Independent Review of Drug Misuse.</p><p>Most recently, on 13 March, the Chancellor of the Exchequer announced an additional £100 million of funding for serious violence in 2019/20. This funding will directly support the police’s immediate response to the rise in serious knife crime, as well as supporting investment in Violence Reduction Units, which will bring together a range of agencies including health, education, social services and others to develop a multi-agency approach to preventing serious violence altogether. It is important that we recognise that greater law enforcement on its own will not reduce serious violence and that we must continue to focus on prevention.</p><p>With specific reference to Barnsley and the Sheffield City Region, we have awarded almost £1.25m from the Early Intervention Youth Fund to the Police and Crime Commissioner for South Yorkshire in support of two projects, one of which is working in Barnsley and the other in Sheffield. 	answer	answer is ministerial correction date of answer 08/04/2019 answer text <p>We are identifying more victims than ever before; 6,993 potential victims were referred into the NRM in 2018, a 36% increase on the 2017 referrals.</p><p><br>We are working to continue to improve identification. As part of the package of reforms to the National Referral Mechanism, the Home Office is leading a multi-agency review to determine how to strengthen training for First Responders on identifying and supporting victims.</p><p><br>Through the reform programme of the NRM we have already improved the support victims receive. In February 2019, we extended the move-on period of support. These assessments are used to evaluate what kind of support services an individual requires during their outreach support.</p><p>There is no assessment of eligibility as both accommodation and outreach are available to any individual referred into the NRM. 	answer	answer is ministerial correction date of answer 10/06/2019 answer text <p>In October 2017, the Government announced an ambitious package of reforms to the National Referral Mechanism (NRM), which were developed following the 2014 Oppenheim Review, an 18-month pilot testing alternative decision-making processes, and extensive stakeholder consultation.</p><p>Adults identified in the NRM can receive specialist and tailored support through the Victim Care Contract, where they can receive accommodation, financial support, assistance in accessing mental and physical health care including counselling, and access to legal support.</p><p>Through robust contract management we ensure the safeguarding of victims of modern slavery. The prime contractor for the Victim Care Contract, The Salvation Army, is responsible for ensuring that all subcontracted provision meets the needs of victims. The Salvation Army conducts regular safeguarding reviews and it has a duty to escalate to the Home Office any safeguarding concerns that it finds. The NRM - our system for identifying and supporting victims of modern slavery - operates as a bridge; it lifts someone out of a situation of exploitation, provides them with a period of intensive support, and then puts them on the road to recovery.</p><p>In October 2017, the Government announced an ambitious package of reforms to the NRM, which were developed following extensive stakeholder consultation. These reforms focus on ensuring the NRM is effective in delivering what victims want: quicker and more certain decision-making that stakeholders and victims have confidence in; improved support for adult victims before, during and after the NRM; improved identification of victims; and improved support to child victims of modern slavery. This will ensure that victims of modern slavery receive appropriate support and are effectively safeguarded while in the NRM. The proposals under consideration – including extending the reporting requirement to public sector organisations, requiring organisations to report on specific topics and introducing a new civil penalty regime – would require changes to primary legislation.
