A breakdown of that cost is provided in the report published by the Electoral Commission.</del></p><p> </p><p><del class="ministerial">The then Government undertook publicity on EU membership ahead of the referendum. This cost an additional £9.3 million.</del></p><p> </p><p><del class="ministerial">The total cost to taxpayers was thus £138.4 million</del></p><p> </p><p><ins class="ministerial">Electors who are registered to vote but will be travelling abroad during the time of an election are able to apply for a proxy vote for that particular poll or polls. The application must be made in writing, it must include specific information about the elector and their proxy, and the reason for applying for a proxy.</ins></p> more like this

star this property answer text <p><del class="ministerial">The consultation Protecting the Debate: Intimidation, Influence and Information was launched last</del><br /><del class="ministerial">year. We are currently reviewing the responses and we will issue a response in due course.</del></p><p><ins class="ministerial">The Electoral Commission is the independent regulatory body responsible for ensuring that elections and referendums are run effectively and in accordance with the law. Where it has reason to believe that electoral law has been breached it has the power to investigate, impose sanctions, or refer to the police. The Government has no involvement with Electoral Commission investigations. The Electoral Commission has produced recommendations on campaign finance which the Government is considering. These are not specific to individual cases but are about the wider system.</ins></p><p><ins class="ministerial"> </ins></p><p><ins class="ministerial">The Article 50 notification will not be withdrawn. The Government is committed to finding a way to fulfil the democratic decision of the referendum, deliver Brexit and move our country forward.</ins></p>

star this property answer text <p>The Government is fully committed to tightening up legislation so that foreign money cannot find its way into political campaigning and to tackle foreign lobbying. As such, Ministers and officials have been directed to consider the issue for consultation, which will be published in due course.</p><p><del class="ministerial">The public have a right to know who is funding campaigning and legislation in the context of Brexit.</del></p><p><ins class="ministerial">Ministers believe this to be particularly pertinent in light of public concerns raised about the funding of campaigning and legislation against Brexit.</ins></p><p><ins class="ministerial">I further refer the Hon. Member to a letter sent by the Cabinet Secretary to the Rt. Hon. Member for Beaconsfield (Dominic Grieve); a copy of this letter will be deposited in the library of both Houses.</ins></p><p><ins class="ministerial">I also refer him to the answer to the Hon. Member for the Isle of Wight (Bob Seely), of 1 November 2019, Official Report, PQ 4350, on the assessment being undertaken of the potential merits of bringing forward legislative proposals on foreign agents’ registration.</ins></p>

star this property answer text <p><del class="ministerial">It is our assessment that no legislation taken forward by the Northern Ireland Office since August 2014 has required the application of the Family Test by the UK Government.</del></p><p> </p><p><del class="ministerial">The Government is committed to supporting families. To achieve this, in 2014 we introduced the Family Test, which aims to ensure that impacts on family relationships and functioning are recognised early on during the process of policy development and help inform the policy decisions made by Ministers. The Family Test was not designed to be a ‘tick-box’ exercise, and as such there is no requirement for departments to publish the results of assessments made under the Family Test.</del></p><p> </p><p> </p><p><ins class="ministerial">Many of the policy areas linked to strengthening families in Northern Ireland are devolved matters. The UK Government is, though, helping families with the everyday cost of living by keeping taxes low, including taking 31,000 people in Northern Ireland out of paying income tax altogether (compared to 2015-16), freezing fuel duty for the eight successive year and increasing the National Living Wage again from April 2018, delivering a £600 annual pay-rise to full-time workers in Northern Ireland.</ins></p><p> </p><p> </p>

This represents 0.16% of the votes cast.</p><p>This reflects that such identification was a brand new requirement, and a few electors may not have read the publicity that they were sent about the pilots.</p><p><ins class="ministerial">However, the experience of Northern Ireland, where paper ID has been required since 1985 and photo ID since 2003, illustrates that there should be no issue with voters not knowing - once the requirement has become established.</ins></p><p><ins class="ministerial">The Electoral Commission is responsible for carrying out an independent, statutory evaluation of the pilot schemes and will publish its findings in the summer of 2018; this will be an opportunity to review how the publicity arrangements operated and could be improved. Whilst the individual totals of votes cast in each local authority were correct, the overall total was incorrectly summed. The previously quoted total of votes cast of 206,741 should have been 234,506. As a result, the percentage of people who did not return as a proportion of number of votes cast was overstated, incorrectly given as 0.16%. The correct figure is 0.14%. The attached table contains the correct data.</p><p> </p><p>As part of its planned evaluation, the Electoral Commission will continue to collect and analyse a wide range of data and information about the pilots, including public opinion surveys, data from polling stations, turnout and postal voting data, and polling station staff surveys. We will continue to work with the Electoral Commission and other partners to ensure that the emerging data gives an accurate picture of how ID pilots were delivered.</p><p> </p>

The Committee on the Grant of Honours, Decorations and Medals Committee (the “HD Committee”) is re-establishing the Advisory Military Sub-Committee, with an independent chair, to examine historic military medals claims. Any recommendation from that Sub-Committee will then go back to the HD Committee to advise Her Majesty the Queen. The Sub-Committee is expected to start work in 2019. star this property answer text <p>As part of the Suffrage Centenary programme, the Government has been leading on a number of projects designed to promote democratic engagement and electoral registration in secondary schools. This includes the Parliamentarian Toolkit and Secondary Schools Resource.</p><p>The Toolkit includes activities and worksheets that parliamentarians can use with pupils when visiting schools or engaging with young people at youth clubs or on social media. It has been designed to teach young people about their democratic rights today and the history of those who fought for these rights. Exercises will help generate discussion and encourage young people to think about the role of democracy in their lives.</p><p>The Government has also commissioned the Historical Association to develop a Schools Resource which will be launched later this year. The Resource will use a historical knowledge base to improve pupils’ understanding of UK democracy, democratic institutions and of how they can participate in our democratic processes today. While the funding is England-only, Devolved Administrations are welcome to utilise the materials.</p>

star this property answer text <p>The Government is committed to ensuring that everyone who is eligible to vote is able to do so. An integral part of this is having an electoral registration system that is efficient and meets the needs of the modern citizen.</p><p> </p><p>As part of our plans for reform of the annual canvass, the Government is currently consulting on a hybrid model based on the evidence from 23 canvass pilot projects. The consultation is being conducted jointly with the Scottish and Welsh Governments and will remain open until 30th November 2018.</p><p> </p><p>The pilots have provided us with a strong basis from which to evaluate and mitigate any risks. In developing the model, we have worked closely with stakeholders in the electoral community including the Electoral Commission, Association of Electoral Administrators and the Scottish Assessors Association. Throughout, we have considered how best to support citizens with protected characteristics to ensure our policy proposal for the reform of the annual canvass supports their participation in our country’s democratic events.</p><p> </p><p>We have engaged with organisations that represent their interests. This has included seeking the opinions of the Accessibility of Elections Working Group, whose membership includes leading charities, such as the Royal Mencap Society, RNIB and Scope. The proposals for the reform of the annual canvass were shared with this group on the 9th October.</p><p> </p><p>Our proposals for canvass reform do not affect the ability of individuals to register at any time during the year. The introduction of online registration has made it easier, simpler and faster to register to vote. This can be done online at <a href="http://www.gov.uk/register-to-vote" target="_blank">www.gov.uk/register-to-vote</a> <a href="http://www.gov.uk/register-to-vote" target="_blank"> </a>in as little as 5 minutes.</p><p> </p><p> </p><p> </p><p> </p>
