The Home Office Statistical Bulletin publishes data about convictions quarterly but does not distinguish those which relate to Syria and Daesh.</p><p>Although official figures do not show how many were Syria or Daesh related, Of the 105 persons charged with a terrorism-related offence in the year ending June 2017, 33 had been prosecuted (as at the time of data provision to the Home Office, 14 July 2017), 32 of which were found guilty. A further 68 were awaiting prosecution.</p> more like this

star this property answer text <p>On 14 April, the United Kingdom, together with our United States and French allies, took coordinated, limited and targeted action against the Assad regime’s chemical weapons capabilities to alleviate humanitarian suffering. At the UN Security Council and the International Syria Support Group we have continued to call on all parties to protect civilians in the Syrian conflict. Secretary of State Penny Mordaunt and I (Minister of State) attended the Supporting the Future of Syria and the Region Conference on 24-25 April in Brussels, where they focused on the need to protect civilians and aid workers in Syria, and called directly on the Assad regime and its backers to enable this.</p><p> </p><p>As the second largest bilateral donor to the humanitarian response in Syria since 2011, we are providing life-saving and life-changing support for millions of people. At the Brussels Conference, the UK pledged to provide at least £450 million this year, and £300 million next year, to alleviate extreme suffering in Syria and to provide vital support in neighbouring countries.</p>

star this property answer text <p>We are gravely concerned about escalating Syrian Regime and Russian military action and its humanitarian impact in Idlib. As of 6 February, the UN reports that 586,000 people have been displaced since 1 December 2019, and many more are at risk of imminent further displacement. This financial year DFID has already allocated £103 million to organisations delivering aid cross border from Turkey primarily into North West Syria, including Idlib. This has helped to provide hundreds of thousands of vulnerable people with food, clean water, shelter, and healthcare including psychosocial support.</p><p>Given the rapidly deteriorating conditions in North West Syria, we have put options in place to increase our funding further to address the pressing needs of those displaced by the conflict. We have provided funding to response partners including the UN to preposition essential supplies to support innocent families and civilians displaced by conflict and we are supporting all our partners to respond to this humanitarian crisis. The Minister for the Middle East and North Africa visited Turkey on 5-6 February and discussed the crisis in North West Syria with UN agencies and humanitarian NGOs, as well as with Turkish authorities. DFID partners on the ground are working tirelessly to provide aid to those affected by the military offensive.</p><p> </p>

Sites hosting internally displaced people and towns are severely overcrowded, and food, shelter and water are in short supply. We are deeply concerned by reports that the intensification of hostilities has displaced over 300,000 people within Idlib governorate since December 2017. An additional 50,000 people have arrived from Eastern Ghouta since mid-March, stretching scarce resources further.</p> more like this

star this property answer text <p>In the past two weeks the UN Security Council has held four sessions focused on Syria, where the UK has joined with other countries in calling on the Syrian regime and its backers, Russia and Iran, to uphold the de-escalation arrangements they have previously agreed in Idlib, and to respect international humanitarian law. We have expressed our support for the UN’s contingency planning, including ensuring it is fully funded: the UK has committed £42 million in new funding, and is urgently considering how further funding could be mobilised. We have also made clear that we will respond swiftly and appropriately if the Asad regime repeats its appalling use of chemical weapons.</p><p> </p><p>In January, we supported and lobbied for UNSCR 2393, which provides for humanitarian aid to be delivered cross-border into Syria. This has enabled our partners to provide approximately 572,000 people with access to clean drinking water, immunise 95,000 children under five, provide 500,000 medical consultations, provide safe spaces for over 29,000 women and girls, distribute over 23,000 food rations and support over 2,300 health facilities across Idlib governorate in 2018 so far. The UK also joined our close partners in mobilising the Security Council to demand a ceasefire across the whole of Syria and the immediate delivery of emergency aid to all those in need through UN Security Council Resolution 2401, which was unanimously adopted on 24 February.</p><p> </p><p>The UK continues to play an active role in the International Syria Support Group, where we routinely push issues of protection and access. Together with other countries, the UK has strongly advocated to focus targeting aid on those most in need, which led to a review of the prioritisation of the UN response plan for Syria. As a result, the $1.8 billion plan is now more focused on immediate humanitarian needs and the most vulnerable, including within Idilib.</p>

star this property answer text <p>UN Security Council Resolution 2401 has still not been implemented due largely to the regime and Russia’s failure to abide by its conditions. Pro-regime forces have continued to bomb eastern Ghouta. The UN estimate that around 1,700 people have been killed there since the resolution was passed on 24 February and thousands more have been injured. The UN has reported that around 95,000 people have left eastern Ghouta. Those remaining urgently require humanitarian assistance but the UN has reported that they are still waiting for the regime to sign facilitation letters to allow them to deliver aid. Pro-regime forces have also continued to bomb Idlib and southern Syria, in and around Dar’a city, causing numerous casualties.</p><p>The UK continues to exert diplomatic pressure, including through the UN Security Council, for full implementation of UNSCR 2401. On 7 March, the Security Council discussed the situation at the UK and France’s request. On 12 March, the UK organised an informal briefing on the situation for the Security Council by Syrian opposition and humanitarian actors. The Prime Minister has spoken to President Trump, Chancellor Merkel and President Macron to discuss the appalling situation in eastern Ghouta.</p><p> </p><p> </p><p> </p>

We have called on the regime and its backers to cease their campaign of violence, to protect civilians and allow rapid and unhindered humanitarian access. We have raised our concerns at the International Syria Support Group and in the UN Security Council. As the UN has, we call on all parties to protect civilians and allow for safe, sustained and unimpeded access to all those in need in Syria. We also supported UN Security Council resolution 2401, unanimously adopted on 24 February which calls for a 30-day ceasefire in Syria to allow for delivery of humanitarian aid and medical evacuations which are urgently needed across Syria, but particularly in Eastern Ghouta. Those with influence over the regime must now ensure the ceasefire is implemented in full.</p> more like this

star this property answer text <p>The UK strongly condemns the recent escalation of airstrikes and violence in Idleb governorate, where multiple and sustained airstrikes by pro-regime forces have killed scores of civilians. We are appalled by reports of airstrikes by pro-regime forces indiscriminately targeting medical facilities in the area and reports of use of chemical weapons. We are gravely concerned that the intensification of hostilities has reportedly displaced approximately 270,000 people within Idleb since 15 December 2017. UK officials raised our concerns regarding the situation at the weekly International Syria Support Group Humanitarian and Ceasefire Taskforces in Geneva, of which Russia, Turkey, Iran and the United States are all members, on 1 February. The UK’s Permanent Representative to the United Nations in New York also raised our concerns in the UN Security Council on 5 February. I issued statements on 16 January and 2 February calling for these attacks to stop and for the Asad regime to allow immediate, safe and unhindered access for humanitarian assistance.</p><p> </p><p> </p><p>​</p>

UN Security Council Resolution 2401, adopted in February 2018, was the latest to underline the obligation on all parties, particularly the Syrian regime, to allow unimpeded humanitarian access. The UK is the second largest bilateral donor to the humanitarian response inside Syria since 2011, and we target aid inside Syria on areas where needs are greatest.</p> more like this
