As of 6 February, the UN reports that 586,000 people have been displaced since 1 December 2019, and many more are at risk of imminent further displacement. This financial year DFID has already allocated £103 million to organisations delivering aid cross border from Turkey primarily into North West Syria, including Idlib. This has helped to provide hundreds of thousands of vulnerable people with food, clean water, shelter, and healthcare including psychosocial support.</p><p>Given the rapidly deteriorating conditions in North West Syria, we have put options in place to increase our funding further to address the pressing needs of those displaced by the conflict. We have provided funding to response partners including the UN to preposition essential supplies to support innocent families and civilians displaced by conflict and we are supporting all our partners to respond to this humanitarian crisis. The Minister for the Middle East and North Africa visited Turkey on 5-6 February and discussed the crisis in North West Syria with UN agencies and humanitarian NGOs, as well as with Turkish authorities. 	answer	answer is ministerial correction date of answer 18/09/2018 answer text <p>In the past two weeks the UN Security Council has held four sessions focused on Syria, where the UK has joined with other countries in calling on the Syrian regime and its backers, Russia and Iran, to uphold the de-escalation arrangements they have previously agreed in Idlib, and to respect international humanitarian law. We have expressed our support for the UN’s contingency planning, including ensuring it is fully funded: the UK has committed £42 million in new funding, and is urgently considering how further funding could be mobilised. We have also made clear that we will respond swiftly and appropriately if the Asad regime repeats its appalling use of chemical weapons.</p><p> </p><p>In January, we supported and lobbied for UNSCR 2393, which provides for humanitarian aid to be delivered cross-border into Syria. This has enabled our partners to provide approximately 572,000 people with access to clean drinking water, immunise 95,000 children under five, provide 500,000 medical consultations, provide safe spaces for over 29,000 women and girls, distribute over 23,000 food rations and support over 2,300 health facilities across Idlib governorate in 2018 so far. The UK also joined our close partners in mobilising the Security Council to demand a ceasefire across the whole of Syria and the immediate delivery of emergency aid to all those in need through UN Security Council Resolution 2401, which was unanimously adopted on 24 February.</p><p> </p><p>The UK continues to play an active role in the International Syria Support Group, where we routinely push issues of protection and access. Together with other countries, the UK has strongly advocated to focus targeting aid on those most in need, which led to a review of the prioritisation of the UN response plan for Syria. In addition, the UK has announced an additional £32 million aid package to meet emergency humanitarian needs in Idlib and the surrounding areas.</p><p>We have also made clear, including at four emergency sessions of the UN Security Council, that attacks on hospitals and other civilian infrastructure are inexcusable. 	answer	answer is ministerial correction date of answer 11/02/2020 answer text <p>We are deeply concerned about the situation in Idlib, north-west Syria, as a result of the ongoing offensive by the Syrian regime and Russia. We are calling on all parties to adhere to previously agreed ceasefires and abide by their obligations under International Humanitarian Law and relevant UN Security Council resolutions, particularly UNSCR 2254, which calls for a nationwide ceasefire as part of a political process to end the conflict.</p><p>We have repeatedly raised the issue at the UN Security Council and called an emergency session on Idlib on 6 February. The Prime Minister discussed the situation in Idlib with President Erdogan, President Macron and Chancellor Merkel at their meeting on 3 December 2019. I discussed Idlib with Turkish counterparts during a visit to Turkey on 5-6 February and with Special Envoys of the Small Group on Syria (comprising Egypt, France, Germany, Jordan, Saudi Arabia, the United Kingdom and the United States) on 28 January. Officials have also raised our concerns with Russian counterparts. We have repeatedly condemned attacks on civilian infrastructure, including schools and medical facilities.
