This activity should include taking account of new research and developments in guidance, such as that produced by the National Institute for Health and Care Excellence, to ensure that they can continue to provide high quality care to all patients.</p><p>All United Kingdom registered doctors are expected to meet the professional standards set out in the General Medical Council’s (GMC’s) Good Medical Practice. In 2012 the GMC introduced revalidation which supports doctors in regularly reflecting on how they can develop or improve their practice, giving patients confidence doctors are up to date with their practice, and promoting improved quality of care by driving improvements in clinical governance. It is responsible for 80,000 deaths in the United Kingdom a year, and one in four of all UK cancer deaths. It costs our country £17 billion a year, £14 billion of which is through lost productivity alone. It puts huge pressure on the National Health Service and social care, costing over £3 billion a year. This is why the Government is committed to creating the first smokefree generation, ensuring no child born after 1 January 2009 will ever legally be sold tobacco.</p><p> </p><p>The tenth Conference of Parties (COP10) to the World Health Organisation Framework Convention on Tobacco control was an opportunity for the UK to showcase our international leadership on tobacco control. No decisions from COP10 will impact our plans to create the first smokefree generation, or our policies on vaping. That is why prevention, early detection, and timely treatment are essential. In England, over 12 million free National Health Service sight tests are provided annually. Diabetic retinopathy screening is also offered annually to individuals aged 12 years old or over, with diabetes. The Government also has well established programmes on reducing smoking and obesity, both long terms risk factors for sight loss.</p><p>NHS England’s transformation programme is considering how eye care services should be commissioned for the future, to improve access to care and patient outcomes. It puts huge pressure on the National Health Service and social care, costing over £3 billion a year.</p><p>The evidence is clear that there is no safe level of tobacco consumption, and all tobacco products are harmful. When smoked, tobacco kills up to two-thirds of its long-term users. Tobacco smoke has been classified as a group one carcinogen, and tobacco smoke from cigars leads to the same types of diseases as cigarette smoke.</p><p>The upcoming smokefree generation legislation proposes to align to existing age of sale legislation by applying it to any product containing tobacco, including cigars and pipe tobacco. It also costs our country £17 billion a year, and puts a huge burden on the National Health Service. That is why we have introduced the Tobacco and Vapes Bill to create the first smokefree generation, and enable us to further crack down on youth vaping. The Tobacco and Vapes Bill is available at the following link:</p><p><a href="https://bills.parliament.uk/bills/3703" target="_blank">https://bills.parliament.uk/bills/3703</a></p><p>On 12 February 2024 the Regulatory Policy Committee (RPC) gave opinion on the Tobacco and Vapes Bill impact assessment and rated it green (fit for purpose). However, on 19 March 2024, ahead of the introduction of the bill, a revised version was sent to the RPC for comment. This included changes to reflect the inclusion of Northern Ireland in the bill, following the formation of a Northern Ireland Executive, and a power in the bill to enable the current notification system for nicotine vapes to also cover non-nicotine vapes and other consumer nicotine products, for instance nicotine pouches. The RPC have publicly stated that they welcome the resubmission of the revised impact assessment, and we expect a revised opinion to be issued shortly.
