	answer	answer is ministerial correction date of answer 21/06/2019 answer text <p>The government recognises that learning English is essential in enabling refugee women to rebuild their lives. We are working across government to develop a new strategy for English for speakers of other languages (ESOL) in 2019, which will include addressing the needs of refugees.</p><p>The department funds ESOL through the Adult Education Budget, which is allocated to providers on an annual basis. Colleges and adult learning providers have the freedom and flexibility to determine how they use their Adult Education Budget allocation to meet the needs of their communities. This includes planning, with local partners, the ESOL courses that they will deliver locally. The Home Office and the Department for Education have provided £10 million to enable refugees resettled through the Vulnerable Persons Resettlement Scheme to access additional classes.</p><p>We know that there are many examples of good practice to overcome barriers for learners with childcare needs. Through the ESOL strategy, we will explore what else needs to be done to enable good local solutions and to support greater access to English language provision.</p><p>All 3 and 4 year olds in England are entitled to 570 hours a year of funded early education over no fewer than 38 weeks of the year (which equates to 15 hours a week for 38 weeks of the year) irrespective of the immigration status of the child or their parent(s).</p><p>Local authorities have a duty to provide information, advice and assistance for parents and prospective parents on the provision of childcare in their area. 	answer	answer is ministerial correction date of answer 19/01/2018 answer text <p>Following the announcement on 15 January 2018, regarding the collapse of Carillion, the Education and Skills Funding Agency (ESFA) have made contingency plans and identified The Construction Industry Training Board (CITB) as the best placed alternative provider. CITB are on the ESFA’s register of approved apprenticeship training providers and have delivered the frameworks/standards that current Carillion apprentices are studying. We understand that the CITB centres are situated within reasonable travelling distance for the apprentices and they have the capacity to take on the transferring apprentices and study programme learners.</p><p> </p><p>The ESFA contacted all affected apprentices on 15 January to notify them of the situation and the ‘Study Programme Learners’ will also be notified by letter on the 17 January. Affected learners have been provided with the details of a dedicated mailbox, <a href="mailto:Carillion.Construction@education.gov.uk" target="_blank">Carillion.Construction@education.gov.uk</a><strong>,</strong> where they can raise any issues or concerns.</p><p> </p><p>The CITB are already working with their established network of college partners to support all the apprentices and other learners to complete their programmes. They are also utilising their existing employer contacts in the sector and the grant incentives they have available to find alternative employers for the apprentices to complete their frameworks or standards. Additionally, CITB are making contact with Carillion supply chain companies and have reported that numerous employers have responded with offers of support.</p><p> </p><p>CITB have scheduled a series of workshops for learners, which will take place in the regions of the 11 Carillion Training Centres, providing advice on the next steps. The timings and locations of these events will be communicated by telephone and on their website. Additionally, they are utilising their existing employer contacts in the sector, in order to find and secure alternative employers for the apprentices to complete their frameworks or standards.</p><p>CITB has emailed 40,000 external contacts, the vast majority of whom are employers, encouraging them to take on Carillion apprentices and to highlight the incentives CITB have put in place to secure employment for affected learners.</p><p>The Education and Skills Funding Agency contacted all affected apprentices on 15 January 2018 to notify them of the situation and next steps. CITB confirmed that they contacted all learners on the 17 January 2018, via telephone, email and text message, to begin the transfer process, with a focus on minimising disruption to the learner and their learner journey.</p><p>CITB has established a dedicated helpline for apprentices seeking support and has also delivered a series of workshops for learners, which have taken place in the localities of the 11 Carillion Training Centres. These workshops provided advice on next steps and offer 1 to 1 support, as required. The timings and locations of these events were communicated to learners through telephone calls, email and a comprehensive social media campaign.</p><p>CITB has engaged directly with over 1,200 learners to date, has already secured new employment, with wages, for over 700 of the apprentices and is working progressively to find alternative employers for all those affected.
