star this property answer text There were no discussions between HMRC and the Government Race Disparity Audit Advisory Group in the last 12 months. Annually, HMRC publishes details of the diversity of its workforce, including ethnicity, in compliance with the public sector equality duties of the Equality Act 2010. The most recent report was published on GOV.UK on 31 January 2019 for the period 1 April 2017 to 31 March 2018.<p> </p><p>HMRC works closely with the Cabinet Office, particularly in tracking progress in increasing the proportion of BAME colleagues at Senior Civil Service level. HMRC’s wider work on race is well-established, with a staff Network, a bespoke talent programme for BAME staff, and an active Diversity Champion who is a member of the HMRC Executive Board.</p><p> </p> more like this

star this property answer text The government offers four tax advantaged employee share schemes: Enterprise Management Incentives, Company Share Option Plan, Save As You Earn and Share Incentive Plan. These enable employers and their employees to mutually benefit from generous Income Tax, National Insurance, and Capital Gains Tax reliefs when they participate. The government announced at Budget 2017 that employees on the Save As You Earn scheme who take maternity or parental leave will be able to pause their contributions for up to 12 months, from 6 months previously. There are no other changes currently planned, but the government keeps all areas of the tax system under review. more like this

star this property answer text The 2019 loan charge is targeted at artificial schemes where earnings were paid in the form of non-repayable loans made by an offshore third party (“disguised remuneration” schemes). It is unfair to ordinary taxpayers to let anybody benefit from contrived tax avoidance of this sort, and that is why this government has taken action to ensure that everybody pays the taxes they owe.<p> </p><p>The loan charge is not retrospective. It is a new charge arising on disguised remuneration loan balances that remain outstanding on 5 April 2019. Its announcement at Budget 2016 provided scheme users with a three year period to repay their loans, or to agree a settlement with HMRC before the charge takes effect. The government estimates that around 50,000 individuals are affected by this legislation.</p><p> </p><p>HMRC are able to help taxpayers who are not able to pay their taxes and will work with those who are in genuine difficulty to help them to get back on track.</p> more like this

HMRC is committed to tackling tax avoidance at all levels across all organisations, including public bodies. It works closely with public bodies to support them with their tax affairs and ensure they pay the right amount.<p> </p><p>It is possible for individuals to use disguised remuneration tax avoidance schemes without the participation or knowledge of the entity that engages them. Individuals, working for public bodies, identified in the course of HMRC’s compliance work as using a tax avoidance scheme would be investigated in the same way as any other scheme user.</p> more like this
