star this property answer text <p>The Child Trafficking Protection Fund will be established later this year and further detail on the bidding process will be provided when the fund opens. The fund will have up to £3 million of Government funding initially available over the next three years. The fund has two main aims: to reduce the number of trafficked children from going missing and having contact with traffickers, and providing better support for children from states where we have seen consistently high numbers of trafficked children. The fund will support work at a local level, adding value to the existing provisions for child victims of trafficking. The fund will be open to organisations involved with child victims of trafficking and will be aimed at innovative projects that offer enhanced outcomes of care for victims, both nationally and internationally.</p> more like this

star this property answer text <p>The Independent Child Trafficking Advocate service (ICTA) went live in the three early adopter sites on 30 January 2017 and it is therefore too early to assess its effectiveness.</p><p>The Home Office is conducting an assessment of the ICTA service in the three sites with oversight from an Independent Expert Advisory Panel. The assessment will collect data to monitor outcomes for children who receive an ICTA and consider how the service was implemented.</p> more like this

We will consider carefully the evaluation of the early adopter sites which will assist us in ensuring the secondary legislation and statutory guidance provide for the most effective model to be rolled out.</p> more like this

star this property answer text <p>that will significantly improve the NRM decision making process. We will create a single, expert unit in the Home Office to make decisions about whether somebody is a victim of modern slavery; we will introduce an independent panel of experts to review all negative NRM decisions; we will build a new digital system to support referral and case-working; and we will consult on strengthening the First Responder role. These changes will improve the decision making process for both children and adults. In addition we are exploring how to make the NRM decision-making process more ‘child-friendly’, including looking at how we communicate NRM decisions to children.</p><p> </p><p>To continue improving the support that child victims receive, we have committed to rolling out Independent Child Trafficking Advocates (ICTAs) nationally, and continue testing innovative ways of supporting trafficked children through the £2.2m funding we granted as part of the Child Trafficking Protection Fund.</p><p> </p><p>We recognise that local authorities play a pivotal role in the safeguarding of all children in their care, regardless of their backgrounds or experiences. It is absolutely right that local authorities continue to make decisions about the placement and welfare of children, which includes assessing risks such as trafficking, and considering the need to refer to the NRM. To support this, in addition to the national rollout of ICTAs, we have revised statutory guidance on the care of unaccompanied children and child victims of modern slavery, funded training for foster carers and support workers and developed training for Independent Advocates.</p>

star this property answer text <p>The evaluation of the 2014/15 trial of Independent Child Trafficking Advocates was completed in September 2015 and the evaluation findings were published in December 2015. Following the trial, children with an advocate were provided support to transition into existing trafficking or other support services.</p><p>Independent Child Trafficking Advocates will be introduced in three early adopter sites. The Home Office will conduct an assessment through monitoring outcomes for children who receive an advocate and considering how the advocates were implemented in the three sites. This will be overseen and informed by an expert panel of independent individuals. The learning from the early adopter sites will be used to refine the model for Independent Child Trafficking Advocates to be rolled out across England and Wales.</p> more like this

star this property answer text <p>Modern Slavery remains a largely hidden crime and it is challenging to accurately assess its prevalence. The Government holds data on potential victims of trafficking referred to the National Referral Mechanism (NRM). star this property answer text <p>The recently announced package of reforms for the National Referral Mechanism (NRM) incorporated a number of measures that will improve the NRM process for children. These measures were informed by an evaluation of an 18 month pilot testing changes to the NRM process, including multi-agency decision-making, for both adult and child cases.</p><p>The creation of a single, expert unit within the Home Office, to make decisions about whether somebody is a victim of modern slavery, will replace the current case management units in the National Crime Agency and UK Visas and Immigration, and will be separate from the immigration system. A priority for the new unit will be to ensure that it has the right balance of diverse expertise to be able to make effective decisions.</p><p>The creation of an independent multi-agency panel to review all negative NRM decisions will not only increase confidence in the decision making process but will also significantly add to the scrutiny each case currently receives.</p><p>In addition, we will roll out Independent Child Trafficking Advocates (ICTAs) nationally, and continue testing innovative ways of supporting trafficked children through the £2.2m funding we granted as part of the Child Trafficking Protection Fund. We will also explore how to make the NRM decision-making process more ‘child-friendly’, including looking at how we communicate NRM decisions to children and considering how local authorities can contribute to the decision-making process in a more consistent and structured way.</p>

star this property answer text <p>Trafficked children are some of the most vulnerable children in the country.</p><p>It is in the best interests of the child that the social care professional responsible for making decisions relating to the care of the child, should be familiar with the area and able to access other local services, including those the local authority are already responsible for.</p><p>Keeping responsibility at a local level enables and empowers professionals from police, education, health, housing and special educational needs provision to work together to assess the child’s needs and regularly review the child’s care.</p><p>The Government has made improvements to the care and protection of trafficked children, including setting a clear expectation that placement decisions should take particular account of protecting the child from any continued risk from traffickers and from a heightened risk of going missing through statutory guidance, launching a Child Trafficking Protection Fund of up to £3m and committing to the roll out Independent Child Trafficking Advocates.</p>
