star this property answer text <p>This Government is committed to enabling young disabled people to fulfil their potential and achieve their aspirations. We provide a range of programmes and initiatives to support them, including:</p><p> </p><ul><li>Jobcentre support for schools, which targets young people that schools identify as being at risk of becoming NEET (not in employment, education or training), or who may otherwise be disadvantaged in the labour market – for example those with a health or disability issue.</li></ul><p> </p><ul><li>The Young Person’s Supported Work Experience programme, which offers a personally tailored supported work experience opportunity for young people (aged 18 – 24) to enable them to fully benefit from time in the work place. This proof of concept is being tested in five Jobcentre Plus districts.</li></ul><p> </p><ul><li>Tri-Work, a supported work experience proof of concept aimed at young people with special educational needs in years 10/11 in schools and special schools. This proof of concept is being tested in three local authorities.</li></ul><p> </p><ul><li>The Local Supported Employment (LSE) proof of concept ‘place and train’ model, which aims to move disabled people into real jobs, at the going rate of pay, with support for both the individual and employer. This is being tested in nine local authorities.</li></ul><p> </p><ul><li>Supported Internships, which all qualified post-16 education providers in England have been able to deliver Since September 2013. These are personalised study programmes, based primarily at a prospective employer, for young people with complex learning difficulties and/or disabilities.</li></ul><p> </p><ul><li>Access to Work, which already offers support to disabled people undertaking a number of opportunities that help them to prepare for paid employment, including work experience, apprenticeships, supported internships and traineeships.</li></ul>

star this property answer text <p>Community Partners and Disability Employment Advisors have been recruited to achieve the ambition set out in the Department’s paper, Improving Lives: The Future of Work, Health and Disability.</p><p>The Department is committed to recruiting around 200 Community Partners and is actively doing so. There are Community Partners in place in every Jobcentre Plus District. 116 Community Partners are currently in post and 38 others have accepted offers of employment. For all remaining posts recruitment is ongoing.</p><p> </p><p>The role of the Community Partner is to support work coaches with their experience and expertise in a full range of disabilities and health issues, including musculoskeletal conditions. Given that Districts are recruiting Community Partners with musculoskeletal expertise where they require it, the Department has no proposals to offer training to Community Partners on that subject.</p><p> </p><p>Each Jobcentre District has been asked to identify the most appropriate mix of Community Partner roles to address local circumstances. In around 10 Districts this has included musculoskeletal-specific Community Partners.</p><p> </p><p>Disability Employment Advisors (DEAs) have been recruited in every country and region of Great Britain. As at February 2018, there are 470 full time equivalent DEAs with an actual headcount above 500 when taking account of part time and dual role workers.</p><p> </p><p>The DEA role has also changed and in partnership with Community Partners and Work Psychologists they are working to improve the capability of all Work Coaches to better support claimants, including those with disabilities.</p><p> </p><p>Disability Employment Advisers have a tailored learning journey that equips them with the skills and knowledge to support work coaches and other DWP staff when they are working with customers with a wide range of health conditions. This includes researching local healthcare and disabled services organisations and identifying sources of support for claimants with physical health conditions.</p><p> </p>

star this property answer text <p>We have just published Improving Lives: The Future of Work, Health and Disability. This outlines the action taken over the past year, provides a comprehensive strategy and sets out plans over the next ten years, focusing in particular on the next steps planned over the next two to three years. This has been put together in partnership with stakeholders from across the work, health and disability spectrums and follows a thorough 15-week consultation via the Green Paper, which received around 6,000 responses. We have started building an extensive evidence base and are running a series of trials to build this further.</p><p> </p><p>Improving Lives includes plans for a broad programme of employment support for disabled people, with a mix of internal and external provision and pan-disability and specialist support. A range of specialist providers are involved, for example in the mental health area where we plan to: double the scale of Individual Placement and Support (IPS) for people with mental health conditions; trial IPS in new settings and for new population groups; and significantly increase the capacity of the Access to Work Mental Health Support Service. A proof of concept of local supported employment will work with experts in helping people with learning disabilities and autism into work. Specialist Employment Support includes providers with specialist expertise in sensory impairments. We have also progressed with roll-out of the Personal Support Package, a range of new measures and interventions designed to offer support which can be tailored to people’s individual needs.</p><p> </p><p>Implementation of the Work and Health Programme started at the end of November 2017. This will provide innovative support through local organisations for around 200,000 disabled people over the course of the programme, with the type of support personalised to the needs of each participant. Examples of the type of support available includes participants having a personal key worker with regular 1:1 face to face contact, mentoring and peer support, integrated access to specialist support networks at a local level including health and wellbeing professionals and support from dedicated employer experts with knowledge of the local labour market and job opportunities.</p>

In Northamptonshire the employment support available for young disabled people includes:</p><ul><li>Jobcentre Plus support for schools targets young people that schools identify as at risk of becoming NEET (not in employment, education or training), or who may otherwise be disadvantaged in the labour market, such as those with a health or disability issue.</li><li>Supported Internships, which all qualified post-16 education providers in England have delivered since September 2013, are personalised study programmes, based primarily at a prospective employer, for those with complex learning difficulties and/or disabilities.</li><li>Access to Work, which offers support to disabled people aged 16+ who are in or about to enter paid employment, or engaged in pre-work activities including work experience, apprenticeships, supported internships and traineeships.</li><li>The Work and Health Programme, which will provide innovative support through local organisations for around 200,000 disabled people over the course of the programme.</li><li>Specialist Employability Support (SES), which offers support to those with greatest needs and most complex situations, We are currently exploring the best policy options for continuing such support after the SES contracts come to an end in October 2018</li><li>Community Partners, who are working in partnership with work coaches to build disability understanding within Jobcentres and provide insight into the effect disability can have on employment.</li></ul><p> </p><p>b. In addition, in other parts of England the support outlined above is available plus some relevant test and learn initiatives which if successful may be extended further:</p><ul><li>Two proofs of concept offer voluntary supported work experience, with the aim of improving confidence, motivation and understanding of the labour market:</li></ul><p>o Tri-Work, an initiative for disabled young people in years 10/11 in schools and special schools, which targets those most in need of support.</p><p>o Young Persons Supported Work experience (YPSWE), for which 18-24 year olds in the Employment Support Allowance (Work Related Activity Group) in five JCP districts are eligible.</p><ul><li>The Local Supported Employment (LSE) proof of concept ‘place and train’ model, which aims to move disabled people, notably those with learning disability and autism, into real jobs at the going rate of pay, with support for both individual and employer.</li></ul>

star this property answer text <p>Disability Confident helps employers to improve in their ability to recruit, retain and develop disabled people. Over 5500 employers have joined the scheme to date. Disability Confident employers make specific commitments, offering a range of job opportunities, work experience, work trials, supported internships etc.</p><p> </p><p>As an example of its impact, since becoming Disability Confident, Fujitsu has significantly increased the number of people with disabilities on its graduate recruitment programme. 20% of the cohort last September had disabilities. Fujitsu has also seen an increase in the number of employees declaring they have a disability, which allows the company to better provide adjustments or support.</p><p> </p><p>The number of disabled people in work has increased by around 600,000 since 2013.</p> more like this
