star this property answer text <p>This Government is committed to enabling young disabled people to fulfil their potential and achieve their aspirations. We provide a range of programmes and initiatives to support them, including:</p><p> </p><ul><li>Jobcentre support for schools, which targets young people that schools identify as being at risk of becoming NEET (not in employment, education or training), or who may otherwise be disadvantaged in the labour market – for example those with a health or disability issue.</li></ul><p> </p><ul><li>The Young Person’s Supported Work Experience programme, which offers a personally tailored supported work experience opportunity for young people (aged 18 – 24) to enable them to fully benefit from time in the work place. This proof of concept is being tested in five Jobcentre Plus districts.</li></ul><p> </p><ul><li>Tri-Work, a supported work experience proof of concept aimed at young people with special educational needs in years 10/11 in schools and special schools. This proof of concept is being tested in three local authorities.</li></ul><p> </p><ul><li>The Local Supported Employment (LSE) proof of concept ‘place and train’ model, which aims to move disabled people into real jobs, at the going rate of pay, with support for both the individual and employer. This is being tested in nine local authorities.</li></ul><p> </p><ul><li>Supported Internships, which all qualified post-16 education providers in England have been able to deliver Since September 2013. These are personalised study programmes, based primarily at a prospective employer, for young people with complex learning difficulties and/or disabilities.</li></ul><p> </p><ul><li>Access to Work, which already offers support to disabled people undertaking a number of opportunities that help them to prepare for paid employment, including work experience, apprenticeships, supported internships and traineeships.</li></ul>

star this property answer text <p>The Child Trafficking Protection Fund will be established later this year and further detail on the bidding process will be provided when the fund opens. The fund will have up to £3 million of Government funding initially available over the next three years. The fund has two main aims: to reduce the number of trafficked children from going missing and having contact with traffickers, and providing better support for children from states where we have seen consistently high numbers of trafficked children. The fund will support work at a local level, adding value to the existing provisions for child victims of trafficking. The fund will be open to organisations involved with child victims of trafficking and will be aimed at innovative projects that offer enhanced outcomes of care for victims, both nationally and internationally.</p> more like this

star this property answer text <p>Access to controlled drugs for legitimate medicinal (or exceptionally for industrial purposes) is permitted through the Misuse of Drugs Regulations 2001.</p><p> </p><p>There is a clear regime in place, administered by the Medicines and Healthcare products Regulatory Agency (MHRA), to enable medicines (including those containing controlled drugs such as cannabis) to be developed, licensed and made available for medicinal use to patients in the UK. For example, the cannabis-based medicine ‘sativex’ has been granted Marketing Authorisation in the UK by the MHRA for the treatment of spasticity due to multiple sclerosis. Sativex was rigorously tested for its safety and efficacy before receiving approval for this application.</p><p> </p><p>The MHRA is open to considering marketing approval applications for other medicinal cannabis products should a product be developed. As happened in the case of sativex, the Home Office will consider issuing a licence to enable trials of any new medicine providing it complies with appropriate ethical approvals.</p>

star this property answer text <p>In response to Q311, at the Treasury Committee on Monday 12 December, the Chancellor referenced the process for EU Structural Funds rather than for Horizon 2020</p><p>The Treasury will underwrite all successful bids for Horizon 2020 that are approved by the Commission, even when specific projects continue beyond the departure from the EU.</p><p>Government departments will not assess Horizon 2020 grant applications – Horizon 2020 is an EU programme, independent of the UK government, and grant funding is awarded by the Commission based on peer review. UK businesses and universities should continue to bid for competitive EU funds while we remain a member of the EU, and we will work with the Commission to ensure payment when funds are awarded.</p> more like this

star this property answer text <p>The Government laid a Written Ministerial Statement in both Houses on Wednesday 12 July, which conveyed the main findings of the Government’s review into the funding for Islamist extremist activity in the UK. The statement confirms that the Government will continue to raise issues of concern through our bilateral relationships where there is evidence of support for extremism in the UK. The Charity Commission will also be introducing a requirement on charities to declare overseas sources of funding to increase transparency in this area.</p><p>The Government’s Counter-Extremism Strategy sets out its commitment to tackling extremism in all its forms, including engaging internationally to support our efforts to defeat extremism in the UK. This includes countering the flow of extremism to the UK, whether money, people or ideology; building international partnerships with all those opposed to extremism; and disrupting extremists from entering the UK. The Government engages with a wide range of international partners on these issues and supports implementation of the UN Plan of Action to Prevent Violent Extremism and the UN Global CT Strategy. We will continue to work closely with our partners to give further momentum to the UN’s efforts.</p>

star this property answer text <p>On 17 October the Minister for Vulnerable Children and Families laid a Written Ministerial Statement reaffirming the Government’s commitment to the UN Convention on the Rights of the Child. It stated that both the UNCRC articles and the Committee’s recent Concluding Recommendations serve as a helpful and important guide to making sure that our policies – whether they hold direct or indirect consequences – consider children.</p><p>Home Office Ministers and Officials consider the rights, freedoms, and protections for children throughout the policy-making and legislative process. A recent example is the Modern Slavery Act 2015 which specifically provides additional protections for children. Cabinet Office guidance encourages all government departments to consider, and set out in summary, the anticipated effects of legislation on children and on the compatibility of draft legislation with the UNCRC. With our dedicated joint Foreign and Commonwealth Office (FCO) - Home Office led Forced Marriage Unit (FMU) leading efforts to combat it at home and abroad. We know that forced marriage can be a hidden crime, and we want to see more victims coming forward. That is why we have introduced lifelong anonymity for victims through the Policing and Crime Act 2017.</p><p>We are absolutely committed to ensuring that the police and other agencies understand this crime and respond effectively. The FMU operates a public helpline to provide advice and support to victims and professionals, and also carries out a comprehensive outreach programme of over 100 events a year for statutory agencies such as the police, as well as affected communities. In addition, the FMU has published statutory guidance and made available free e-learning which highlights that forced marriage can affect men and boys as well as women and girls, and that those with learning and other disabilities may be particularly vulnerable. In December 2016, the Crown Prosecution Service (CPS) and police published their first ever joint forced marriage investigation and prosecution protocol, to highlight the importance of working in partnership.</p><p>Cases involving very young children often involve the promise of a future marriage rather than an imminent marriage. Anyone with concerns about a potential victim of any age can contact the FMU for advice.</p><p>We know there is more to do and we will continue to work with the police, CPS and College of Policing to drive improvements in the enforcement response, including through the National Oversight Group chaired by the Home Secretary.</p><p>The Home Office works closely with the FCO on this issue. The Minister for Asia and the Pacific, Mr Sharma, met political and non-Governmental organisation (NGO) representatives from the British-Pakistani community on 4 January 2017. Their discussion focused on challenges of looking after the interests of British citizens who spend time in and have family ties with Pakistan, and included the subject of forced marriage.</p><p>Wider work to tackle forced marriage overseas includes the Department for International Development’s £39 million regional programme “Accelerating Action to End Child Marriage”, which supports UNICEF/UNFPA in 12 priority countries.</p>

star this property answer text <p>The Government's Violence against Women and Girls Strategy (VAWG) published in March 2016 committed increased funding of £80 million for VAWG services. A further £20 million was announced in the March 2017 Budget to support organisations that tackle domestic violence and abuse and work is ongoing to integrate this with the already announced funding.</p><p> </p><p>We have provided approximately £2 million of central funding for VAWG services in Yorkshire which has supported refuge provision, Independent Domestic Violence Advisers, Independent Sexual Violence Advisers and Rape Support Centres.</p><p> </p><p>We have also set out a clear blueprint for local action though our new National Statement of Expectations (NSE) and Commissioning Toolkit, which is available to local commissioning bodies and groups. Our move to support through the VAWG Service Transformation Fund will encourage better collaboration and new, joined-up approaches between local commissioners, and with specialist VAWG service providers. This will help promote better collaboration and joint leadership, encourage new approaches incorporating early intervention, and establish and embed the best ways to help victims, survivors and their families.</p><p> </p><p>In addition, we will shortly be announcing successful bids in our three year £15 million VAWG Service Transformation Fund.</p>

Those who commit hate crimes attack the fundamental values that underpin our diverse society, values of acceptance and respect for others. The cross Government hate crime action plan covers all five monitored strands of hate crime, race, religion, disability, sexual orientation and transgender status. Religion in this context includes people defined by reference to their religious belief or lack of religious belief.</p><p>This includes Muslims, Hindus, Sikhs and Christians, and different sects within a religion. It also includes people who have changed faith and people who do not hold any religious beliefs. We are working in partnership with a number of organisations including Streetwise and the Anne Frank Trust to raise awareness of hate crimes including religiously motivated hate crimes and the importance of reporting incidents. The Government does not currently collect data on crimes motivated by anti-apostasy.</p> more like this

The appointment of counsel to the inquiry is a matter for the inquiry chair. The only requirement under the Inquiry Rules 2006 is that counsel appointed by the chair should be ‘qualified lawyers,’ which means they must be a solicitor or barrister in England and Wales.</p> more like this
