The Government continues to lobby all parties to facilitate rapid, safe and unhindered commercial and humanitarian access.</p><p>DFID is funding the UN Verification and Inspection Mechanism (UNVIM) to speed up the clearance process for shipments of essential food and fuel to Yemen. We are also funding the World Food Programme and the United Nations Children’s Fund (UNICEF) to deliver food and treat severe malnutrition. UK officials are in regular dialogue with Israel, the Palestinian Authority, the UN, World Bank, EU and other development actors on this issue. The UK continues to stress the urgent need for Israel to take immediate and practical measures to improve the current situation and ensure fair distribution of water in the West Bank and Gaza. The UK encourages both parties to find a swift resolution to this issue and to reconvene the Joint Water Committee to facilitate approval of projects that will improve Palestinian access to water.</p><p>The Department for International Development is funding a UNICEF programme to lead on developing and updating the Occupied Palestinian Territories (OPT) Water Sanitation and Hygiene Sector Contingency Plan at the national level. 	answer	answer is ministerial correction date of answer 03/02/2016 answer text <p>The Government’s position on the Stephen Shaw review was set out in the Written Ministerial Statement laid on 14 January 2016.</p><p>The Government accepts the broad thrust of Mr Shaw’s recommendations. In particular the Government accepts Mr Shaw’s recommendations to adopt a wider definition of those at risk, including victims of sexual violence, individuals with mental health issues, pregnant women, those with learning difficulties, post-traumatic stress disorder and elderly people, and to recognise the dynamic nature of vulnerabilities. We will introduce a new “adult at risk” concept into decision-making on immigration detention with a clear presumption that people who are at risk should not be detained, building on the existing legal framework.</p><p>A more detailed mental health needs assessment in immigration removal centres, using the expertise of the Centre for Mental Health, will be carried out and is expected to report in March 2016. NHS commissioners will use that assessment to consider and revisit current provision to ensure healthcare needs are being met appropriately. Visa liberalisation for Turkish citizens as referred to in the Statement of 7 March is in respect of the Schengen area only. In accordance with the Schengen Protocol (No.19), the UK does not participate in the Schengen acquis concerning visas. The UK is free to request to participate in some or all of the provisions of the Schengen acquis which it does not already participate in, but is explicitly not obliged to do so.
