star this property answer text <p>The College of Policing issued advice on stalking or harassment crimes to police first responders in April 2019, which makes clear that Police Information Notices (PINs) will no longer be used in stalking or harassment cases.</p><p>In April and again in September 2019, Deputy Chief Constable Paul Mills, the National Police Chiefs’ Council Lead on Stalking or Harassment, wrote to all Chief Constables, inviting them, if they had not done so before, to consider withdrawing PINs within their policing area with immediate effect. He also asked them, once PINs had been withdrawn, to satisfy themselves that PINs or their equivalent were not still being used by officers when responding to stalking or harassment offences. I understand that all police forces have now stopped using PINs.</p><p>As PINs were a non-legislative tool, responsibility for any appeals process against previously issued PINs sits with individual Chief Constables.</p> more like this

star this property answer text <p>Racism, in any form, is abhorrent and has no place in our society.</p><p>In this country, the power of the police to fulfil their duties is wholly dependent on their ability to secure public support for their actions and behaviour and to maintain public respect. Police forces that reflect the communities they serve are crucial to tackling crime and maintaining public trust and confidence in a modern diverse society. The police have worked hard to improve equality and diversity in policing - the workforce is more diverse than ever before, but there is still much more to be done.</p><p>We continue to work with the College of Policing to support forces in their efforts to address under-representation in the recruitment, retention and progression of officers, including those from BAME backgrounds. Our drive to recruit 20,000 officers over the next three years gives us a significant opportunity to attract a wide range of people into a career in policing and support the police to achieve this aim.</p><p>We have also ensured that there is greater transparency and accountability in many areas of policing and continue the drive for improvements. If there is a death or serious injury following contact with the police, or if there are allegations of racially aggravated misconduct, these matters must be referred to the independent police “watchdog”, the Independent Office for Police Conduct (IOPC). In February of this year, the Government implemented reforms to provide the IOPC with a power to investigate serious police conduct matters on its own initiative.</p><p>However, we know that we cannot be complacent and we continue to work across policing to ensure that those we trust to protect us meet the high standards of professional conduct expected by the public.</p>

star this property answer text <p>People who have been convicted of one of the offences specified in Schedule 15 to the Criminal Justice Act 2003, including stalking involving fear of violence or serious alarm or distress, assault occasioning actual bodily harm, and wounding with intent to cause grievous bodily harm, and who have been sentenced to 12 months or more of imprisonment or youth detention or who have been detained under the Mental Health Act 1983, are automatically managed under Multi-Agency Public Protection Arrangements (MAPPA). Of those people, those who pose a higher risk of harm - where formal multi-agency meetings are held to inform the shared Risk Management Plan - are included on the ViSOR Dangerous Persons Database.</p><p> </p><p>People who do not meet those criteria, but who have been convicted or cautioned for, or reprimanded or warned about, an offence which indicates that they pose a risk of serious harm to the public, and who are considered by the MAPPA agencies to require the active involvement of several agencies via regular multi-agency public protection meetings, are also managed under MAPPA and included on ViSOR. Additionally, a person who has not been convicted of an offence, but whose behaviour gives reasonable grounds for believing that there is a likelihood of them committing an offence which will cause serious harm (known as a Potentially Dangerous Person), may also be included on ViSOR.</p><p> </p><p>The College of Policing has issued guidance to police forces on the ‘Identification, assessment and management of serial or potentially dangerous domestic abuse and stalking perpetrators’. The key principles set out that forces should have processes in place to identify serial or potentially dangerous domestic abuse or stalking perpetrators and ensure that information about the perpetrator is recorded on the Police National Computer, the Police National Database or ViSOR as appropriate.</p><p> </p><p>HM Prison and Probation Service has published a Domestic Abuse Policy Framework which sets out the arrangements for working with people whose convictions or behaviours include domestic abuse. The framework mandates adherence to the referral pathways for domestic abuse perpetrators and ensures that the expectations for its work in those cases is laid out clearly and comprehensively.</p><p> </p><p>In January 2020 the Government introduced Stalking Protection Orders, which allow magistrates’ courts to impose prohibitions and positive requirements on a person if they are necessary to protect another person from a risk associated with stalking. The Domestic Abuse Bill will introduce Domestic Abuse Protection Orders, which will include similar provisions, including specific provision for electronic tagging.</p>

star this property answer text <p>Whilst we do not comment on any future Home Office or UK Government Policy it is worth noting that the Marine, Maritime Organisation MMO), an executive agency of the Department for Environment Food and Rural Affairs is responsible for the enforcement of fishing and various marine environmental regulations in English waters.</p><p>Within UK Government, the Department for Transport has the overall responsibility for the establishment, operation and maintenance of an adequate and effective civil maritime and civil aeronautical search and rescue service. This is delegated to the Maritime and Coastguard Agency and delivered through HM Coastguard.</p> more like this

star this property answer text <p>The Youth Mobility Scheme is a cultural exchange programme, allowing young people aged 18 to 30 from participating countries and territories to experience life in the UK for up to two years.</p><p>We currently have schemes with Australia, Canada, Japan, Monaco, New Zealand, Hong Kong, Republic of Korea and Taiwan, and are open to discussing the introduction of other potential schemes, including with the EU or with individual member states within it if a collective agreement is not possible.</p> more like this
