Such strength is demonstrated in Wales’s ability to attract globally recognised brands such as Aston Martin and Qatar Airways.</p><p> </p><p>As we leave the EU we are seeking to take advantage of all opportunities available to us. Once the outcome of trilogue negotiations between the Council of the European Union, the European Parliament and the Commission are complete, and the Regulation has been adopted, the liabilities will be further assessed. There will then follow a maximum implementation period of two years. 	answer	answer is ministerial correction date of answer 03/07/2017 answer text <p>Like previous Northern Ireland support packages, and City Deals in Wales and Scotland, this funding is a targeted intervention to address a specific set of unique challenges.</p><p>And as was the case for those previous interventions, this exceptional funding will be made outside of the normal, ongoing, Barnett funding system. It will therefore not attract Barnett consequentials. It will be allocated as an addition to the Northern Ireland Executive’s regular block grant.</p><p>This is not unprecedented and Wales will continue to receive direct investment from the UK Government to support growth. Since 2014, the UK Government has committed over £600m of investment in Wales through City Deals and the government is committed to further City Deals. The Wales Office maintains a reserve of around 5% of its annual Departmental Expenditure Limit (DEL), which represents our forecast underspend. This underspend can increase or decrease if planned expenditure is higher or lower than expected. In 2015-16, our DEL is £4.432m which includes the Departmental reserve of £0.222m. Our forecast of Annually Managed Expenditure (AME) is £-0.020m.</p><br /> <br /><p>The reserve stated above was also our forecast underspend at the time of the summer budget in 2015. The Department does not forecast underspends for the following financial year at the March budget.
