On 1 October 2014 the Legislative Reform (Patents) Order 2014 and changes to patent law in the Intellectual Property Act 2014, and consequential amendments to the Patents Rules 2007, came into force. Ofcom expects to auction up to 190 MHz of additional spectrum at 2.3 GHz and 3.4 GHz in this financial year (2015/16).</p><p>The Productivity Plan published on 10 July announced that the Government had implemented a new model for the centralised management of public sector spectrum. 	answer	answer is ministerial correction date of answer 15/01/2016 answer text <p>The Ofcom Code of Pratice on Broadband Speeds, effective from October 2015, requires internet service providers (ISPs) to give customers clear and accurate information on home broadband speeds, including the maximum speeds they can achieve, the estimated speed on the customer’s line, and factors that may slow down the speed, such as any fair use or traffic management policies.</p>ISPs must have systems in place to find the cause of speed problems, take steps to fix any issue they are responsible for, and explain to customers if they can do anything to improve the situation. It noted that there were perceived economic benefits associated with mobile coverage and the value of this varied with the size of business in question. As a result of this legally binding obligation we also expect data coverage to improve. Furthermore, Telefonica has a licence obligation to deliver indoor 4G coverage to 98% of premises in the UK by 2017. Other MNOs have indicated that they will match this commitment. As part of the 800MHz spectrum auction Telefonica has a licence condition requiring them to deliver 4G coverage to 98% of UK premises (and a minimum of 95% of premises in Scotland, Wales and Northern Ireland) by 2017. Other mobile network operators have publicly stated an intention to match this coverage, so consumers should benefit from greater choice and greater coverage. Based on DCMS modelled estimates and current delivery plans, it is estimated that 94% of premises in the Cheltenham constituency will have access to superfast broadband as a result of commercial coverage. Almost 4 million homes and business now have access to superfast broadband for the first time thanks to the Superfast Broadband Programme. In addition, BT has recently announced an additional £179m of supplier funding for the programme under the contractual profit sharing arrangements.
