For example, from 2 March this year it is now an offence to drive with certain drugs in your body in excess of official limits.</p><p> </p><p>And measures in the deregulation bill will remove the driver’s right to demand a blood or urine test if they fail a breathalyser test.</p><p> </p><p>The Department issued revised guidance in January 2013 aimed mainly at local traffic authorities who are responsible for setting speed limits on local roads. It has also been designed to help explain to everyone why and how local speed limits are determined. This circular has been revised following full public consultation in summer 2012.</p><p> </p><p>Traffic authorities set local speed limits in situations where local needs and conditions suggest a speed limit which is lower than the national speed limit. Its latest published report (Q3 2014) includes data from Winter season 2006/07 up to and including Winter season 2013/14. Dispensations issued under section 78(4) of the Civil Aviation Act are categorised in the report as ‘not counted – delays’ or ‘not counted - emergency’. This follows the use of force, and the use of irregular security groups, to break up a peaceful protest in Rangoon on 5 March. These events have overshadowed the long period of disciplined policing in relation to these protests. <br><br>The exact circumstances leading to these clashes remain unclear, and the UK supports the EU’s call for a formal investigation to be initiated swiftly. The Government is driving <br>forward work to tackle hostility and hate crime. We have toughened up <br>sentencing and are working closely with the police and other agencies to <br>increase reporting, improve support and prevent these terrible crimes happening <br>in the first place. <br><br>We continue to work with our voluntary sector partners to raise awareness of <br>hate crime at local and national events, and explore opportunities to promote <br>the use of the True Vision web tool further, including through targeted social <br>media advertising with direct messages to specific groups.<br><br>The Government’s action plan on hate crime, published in 2012, and progress <br>report, published in May 2014, outline actions currently being taken by the <br>Government to tackle hate crime, as well as the many actions which have already <br>been completed. <br><br>The Home Office has collected information on the number of disability and <br>sexual orientation hate crimes recorded by the police at the police force area <br>level since 2011/12. Data are therefore available for the Metropolitan police <br>area and for England and Wales for the three years, 2011/12, 2012/13 and <br>2013/14. 	answer	answer is ministerial correction date of answer 17/03/2015 answer text <p>The Government is deeply concerned about the crisis in Syria, the suffering and <br>hardship it is causing for millions of displaced Syrians in the region, and the <br>strain it is placing on their host countries. That is why we launched the <br>Syrian Vulnerable Persons Relocation (VPR) scheme, offering protection in the <br>UK to some of the most vulnerable refugees, who cannot be supported effectively <br>in the region. The scheme is based on need rather than fulfilling a quota, but <br>we have said that we expect it to help several hundred people over three years, <br>and we remain on track to deliver that commitment. We therefore have no <br>current plans to change the way the scheme operates. However, we continue to <br>monitor the situation in Syria and the surrounding region and work closely with <br>the United Nations High Commissioner for Refugees (UNHCR) to identify the most <br>vulnerable people displaced by the conflict to ensure that the scheme remains <br>responsive to need.<br><br>However given the scale of the crisis, we believe the most effective way to <br>ensure the UK’s help has the greatest impact for displaced people and their <br>host countries is through substantial humanitarian aid and actively seeking an <br>end to the conflict so that refugees can return to their homes and livelihoods <br>safely. We have committed £800 million in response to the crisis, making us <br>the second largest bilateral donor in the world, and UK funding is helping to <br>support hundreds of thousands of displaced people in the region, providing <br>food, healthcare and essential supplies.
