unstar this property answer text <p>There are <del class="ministerial">two</del> <ins class="ministerial">three </ins>human papilloma virus vaccines licensed in the European Union: Cervarix<ins class="ministerial">,</ins> <del class="ministerial">and</del> <ins class="ministerial">Gardasil and </ins>Gardasil 9. These products are licensed centrally throughout Europe by the European Commission via the European Medicines Agency (EMA). Applicants for centrally authorised products are required to submit all relevant supporting clinical trials data, whether published or not, to the EMA directly and not to the Medicines and Healthcare products Regulatory Agency.</p><p> </p><p>Under current medicines legislation, the EMA database registers all EU-approved clinical trials of investigational medicinal products. Since March 2011 this information has been publicly accessible through the EU Clinical Trials Register (except adult Phase 1 trials). The EU Clinical Trials Register includes all EU-conducted trials since May 2004 when the Clinical Trials Directive was implemented and can be found here:</p><p> </p><p><a href="https://www.clinicaltrialsregister.eu/ctr-search/search" target="_blank">https://www.clinicaltrialsregister.eu/ctr-search/search</a></p><p> </p><p>Furthermore since July 2014 clinical trial sponsors have been required to provide a summary of their trial results uploaded onto the EU Clinical Trials Register within one year of their trial completing. There is a two year programme of back-loading underway to provide summaries of trial results for all trials on the Register back to when the EudraCT database was initiated in May 2004.</p>

unstar this property answer text <p>Throughout the pre-election period, as in previous years, the National Institute for Health and Care Excellence (NICE) will continue the substantive work on the development of its guidance, including technology appraisals, such as evidence gathering and committee meetings, but will postpone publication of draft or final guidance until after the election. In the absence of NICE guidance on the use of a drug, commissioners should continue to make decisions on the availability of treatments based on an assessment of the available evidence. An absence of NICE guidance on a treatment alone is not an acceptable reason not to fund a treatment.</p><p> </p> more like this

NICE reviews its methods and processes periodically, including consultation with stakeholders, to ensure that they remain appropriate. unstar this property answer text <p>The Government has mandated Health Education England (HEE) to provide national leadership on education, training and workforce development in the National Health Service in England.</p><p> </p><p> </p><p> </p><p>In 2014-15 HEE commissioned 3,067 general practitioner (GP) specialty training posts, and 2,688 were filled.</p><p> </p><p> </p><p> </p><p>Our mandate to HEE requires them to ensure a minimum of 3,250 trainees per year are recruited to GP training programmes in England by 2016. There are now 36,294 full time equivalent GPs working and training in the NHS, an increase of over 1,000 since September 2010.</p><p> </p><p> </p><p> </p><p>In January, a £10 million investment was announced to kick start a new plan to expand the general practice workforce. The plan covers a wide range of measures to recruit more aspiring medical students to take up a career in general practice, retain those doctors already working there, and provide support for those GPs who have taken a career break to get back into work.</p><p> </p><p><strong> </strong></p><p> </p><p><strong> </strong></p><p> </p><p><strong> </strong></p><p> </p><p><strong> </strong></p><p> </p><p><strong> </strong></p><p> </p>

unstar this property answer text <p>Since the introduction of the revised GP contract in 2004, general practitioners (GPs) have been able to opt out of responsibility for providing out-of-hours care.</p><p> </p><p> </p><p> </p><p>GP practices who provide out-of-hours services must meet the quality requirements set out in “National Quality Standards in the Delivery of out-of-hours services.” In order to bring back greater GP responsibility for their patients, from April 2014, under the terms of their contracts, where GPs do not provide out-of-hours services the practice must monitor the quality of out-of-hours services which are offered or provided to their patients having regard to the above guidance, act upon any concerns arising and report any concerns that they may have about the quality of these services.</p><p> </p> more like this

unstar this property answer text <p>The Secretary of State for Health has received no correspondence or other written representations from Lord Carter on the possible links between quality of care, operational productivity and safe staffing levels. The Secretary of State met Lord Carter on 13 May 2015 and 18 May 2015 to discuss procurement. The Parliamentary Under-Secretary of State for NHS Productivity (Lord Prior) met with Lord Carter on 8 June 2015 and 1 July 2015 and had a telephone call with him on 21 May. In each case it was to receive an update on the work on improving operational productivity that Lord Carter is doing on behalf of the Department. I also met with Lord Carter very briefly on 29 June 2015 to discuss the work. On 11 June 2015 Lord Carter published his Interim report, <em><a href="https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/434202/carter-interim-report.pdf" target="_blank">Review of Operational Productivity in NHS providers</a></em>.</p><p> </p><p> </p><p> </p><p>The Secretary of State has received no correspondence or other written representations from Sir Robert Francis QC on the possible links between quality of care, operational productivity and safe staffing levels. The Secretary of State met Robert Francis on 19 January 2015 to discuss the <em><a href="https://freedomtospeakup.org.uk/wp-content/uploads/2014/07/F2SU_web.pdf" target="_blank">Freedom to Speak Up report</a></em> and on 9 February 2015 when the report was formally handed over.</p><p> </p><p> </p><p> </p><p>The Secretary of State and other Ministers regularly meet healthcare leaders and receive correspondence and other written representations on a wide range of issues, including safe staffing.</p><p> </p>

unstar this property answer text <p>NHS England has advised that it has a Standard Operating Procedure in place to support the development, consideration and implementation of individual schemes within its overall Commissioning through Evaluation programme. Potential schemes may come from a number of sources. All will need to demonstrate that they can generate valuable new data on a specialised treatment that is not routinely commissioned on the basis of currently available evidence on clinical and cost effectiveness, but nonetheless shows significant promise as a future treatment.</p><p> </p> more like this
