star this property answer text <p>The design of the proposed ultra-low emission zone (ULEZ) in London is a matter for the Mayor of London.</p><p> </p><p>I understand that in designing the ULEZ Transport for London have taken into account new European legislation which will require that ultra-low emission vehicles are fitted with some form of artificial engine sound. This will help ensure that they can be heard by pedestrians and other road users, including people who are blind or partially sighted. The Mayor has said that, by the time the ULEZ is introduced in 2020, European legislation will have ensured that virtually all new electric and hybrid vehicles on sale are fitted with technology which ensures a minimum noise level when driving at low speeds.</p><p> </p> more like this

star this property answer text <p>In March, the Department for Transport published ‘<a href="https://www.gov.uk/government/publications/hs2-on-track" target="_blank">HS2: On track’</a>, which summarises the considerable progress made on the project since 2010 and sets out the next steps. HS2 remains on track, both in terms of Parliamentary process and in terms of practical preparations permitted under the High Speed Rail (Preparation) Act.</p><p> </p><p>The hybrid Bill for the first phase of HS2 is making good progress through Parliament. Of the 1,960 petitions received, over 500 have been dealt with so far during the Select Committee process, which began in July last year. This is approximately twice as many as were dealt with by the Crossrail Committee in 21 months of sittings.</p><p> </p><p>Ground Investigation works have begun at both ends of the Phase One route. These works will inform the design stage of the major civil works due to start in 2017/2018, for which the initial stages of procurement of the enabling works have already commenced.</p><p> </p><p>Following the close of the public consultation on the proposed route for Phase Two in January 2014, HS2 Ltd and the Department have been analysing route and station options as reflected in David Higgins’ reports of March and October 2014. The Government intends to announce the way forward on Phase Two later this year.</p><p> </p><p>The Government has previously said it will deliver HS2 in the north sooner by preparing a dedicated hybrid Bill to lay during this Parliament. This is with a view to bringing HS2 to Crewe sooner than planned, subject to further analysis and decisions on preferred route. We will also look at the case for accelerating the construction of the route between Leeds and Sheffield, and allowing it to be used by for fast regional train services.</p><p> </p><p> </p>

When Phase Two is complete HS2 trains will deliver Glasgow/Edinburgh to London journey times of 3hrs 38 minutes.</p><p> </p><p> </p><p> </p><p>Advice prepared by HS2 Ltd in conjunction with the Department for Transport, Transport Scotland and the Scotland Office on broad options for high speed and upgraded railways to the north of England and Scotland is currently being considered by Ministers and will be published in due course.</p><p> </p><p> </p><p> </p><p>We look forward to continued close co-operation with the Scottish Government to optimise the benefits that Scotland gets from a High Speed Britain.</p><p> </p> more like this

star this property answer text <p>The Department would like to see more children using sustainable ways to travel to school. To encourage more children to cycle we have extended our commitment to Bikeability cycle training to 2015/16 and have recently announced a new pilot scheme to enhance the Bikeability cycle training programme to provide additional training activities to schools and parents. As of March 2013, more than 1 million children have had Bikeability training, and in addition, between April 2013 and March 2015 we expect more than 616,000 further training places to be delivered.</p><p> </p><p>The Department is also providing £184,000 for the expansion of the Modeshift STARS school award scheme. The scheme supports increases in sustainable travel to school through a variety of different initiatives ultimately leading to the development of a sustainable school travel plan. In addition, almost two thirds of the projects featured in the Government’s £600m Local Sustainable Transport Fund programme feature the promotion of walking, cycling and / or scooting to schools. One scheme in particular is dedicated to walking to school. The scheme is led by Durham County Council in partnership with Living Streets, and received £4.791m to encourage an increase in walking in eleven local authorities across England.</p><p> </p><p>To help make our roads safer around schools we have made it easier for local authorities to implement 20 mile per hour zones and limits, and have provided around £15 million through the Community Linking Places Fund for traffic free and traffic calmed links in communities, including around schools.</p><p> </p><p>Furthermore, the Department’s draft Cycling Delivery Plan, published on 16 October, proposes an ambition to increase the percentage of school children aged 5-10 years walking to school to 55% by 2025.</p>

star this property answer text <p>For the Strategic Road Network (SRN), in 2014, two schemes that were specifically designed to improve provision for cyclists were built: 8.7 miles of cycleway in Hull and 0.3 miles on the A51111 Raynesway in Derby. Therefore, this gives a total of 9 miles for cycling-specific schemes for cyclists on the SRN in 2014. Cycle lanes that were included in both small improvements and major road projects will be additional to this, but we do not routinely keep a central record of these.</p><p> </p><p> </p><p> </p><p>In 2014 the government announced a £100 million investment over the next five years to improve the conditions for both cyclists and walkers travelling alongside and crossing the SRN, and so the number of cycle lanes will noticeably increase in the short to medium term.</p><p> </p><p> </p><p> </p><p>For other roads, local authorities are responsible for the delivery of cycle lanes on their highway network. The government does not keep a central record of how many miles were created.</p><p> </p>
