Information is being shared through a series of live and virtual engagement events and communications detailing actions required. Online guidance is available on GOV.UK.</p><p> </p><p>The three-month period from 31 January 2024 will allow businesses time to familiarise themselves with the new requirements before full implementation on 30 April 2024. This will provide businesses and stakeholders with maximum certainty as we leave the EU.</p><p> </p><p>The Secretary of State currently has responsibility for ensuring progress towards the objectives of the Nagoya Protocol, including promoting best practices, and this will continue after EU exit. Best practices are one way for users of genetic resources to demonstrate compliance and, where recognised on the international level, to build confidence in our national regime. Recognition of best practices will therefore remain an important part of our implementation. The UK has one of the most open economies in the world through trade and financial channels. In particular, growth in the euro area – our largest trading partner – is weak and we have to expect that to dampen our own recovery.</p><p> </p><p> </p><p> </p><p>Since entering office, this Government has worked consistently towards a rebalancing of the UK economy and growing our trade with all parts of the world, including key emerging markets. Since 2010, for example, UKTI has increased the number of its overseas-based staff working outside the EU from 875 to 1060, reflecting the growing priority being given to non-EU markets; and, excluding aircraft, nearly all of the exports supported by UK Export Finance in recent years have been to markets outside the EU. Most currently choose to appoint a customs agent to make declarations for them, but they can also use commercial software to self-serve. Recognising business concerns, HMRC has introduced a number of temporary easements to help business and to maintain the flow of trade across borders.
