	answer	answer is ministerial correction date of answer 05/09/2016 answer text <p>Forestry is a devolved matter and the answer refers to England only.</p><p><strong> </strong></p><p>We encourage tree planting by championing sector-led initiatives, such as Grown in Britain and the Roots to Prosperity strategy. Their work to grow demand for wood from ground level up is helping develop the woodland economy. We also support the Woodland Carbon Code to help to attract private investment in woodland creation.</p><p> </p><p>The window for Woodland Creation Grant applications for planting over the next two seasons, under the Rural Development Programme, closed on 31 March. We are continuing to process these applications and agreements are expected to be issued this month.</p><p> </p><p>The Forestry Commission plans to re-open the £1m Forestry Innovation Fund for Woodland Creation Planning Grants for new applications this month. Any amendments that may be required for existing Environmental Stewardship Schemes can be made earlier in this year than in previous years. The Rural Payments Agency has new systems for digitisation of land registration and parcel amendments to support smoother application processing. 	answer	answer is ministerial correction date of answer 22/07/2016 answer text <p>The Climate Change Risk Assessment Evidence Report published by the Committee on Climate Change on 12 July was commissioned by Defra to inform the Second UK Climate Change Risk Assessment Government Report that will be laid in Parliament in January 2017. The Government will subsequently respond to the new evidence in a second National Adaptation Programme report as soon as practicable thereafter.</p><p> </p><p>Defra ministers have met and will continue to meet with members of the Committee on Climate Change and the Adaptation Sub-Committee to discuss their work, including the Climate Change Risk Assessment Evidence Report. Officials also meet regularly with members of the Committee as part of formal governance arrangements. The Government is already taking a number of steps to support them in this role.</p><p><strong> </strong></p><p>The national air quality plan for nitrogen dioxide, published in December 2015, sets out a comprehensive approach for meeting air quality challenges by implementing a new programme of Clean Air Zones in five cities in England, one of which is Leeds. The Plan combines targeted local and national measures, forming part of a wider approach that exploits new and clean technologies, such as electric and ultra-low emission vehicles.</p><p> </p><p>We have allocated funding to help Leeds City Council implement the Clean Air Zone and are working closely with City officials on its development. Delivery of the Clean Air Zone will also take account of the need to work closely with related authorities and the West Yorkshire Combined Authority.</p><p><strong> </strong></p><p>Local authorities additionally have a duty to evaluate local air quality against standards set by the Government. They designate air quality management areas (AQMAs) at locations where these standards are not met and take remedial actions to improve air quality at these locations. Six local authorities in West Yorkshire - Bradford, Calderdale, Kirklees, Leeds, Wakefield and York - have declared AQMAs and are implementing remedial action plans to improve air quality in their areas.</p><p><strong> </strong></p><p>Defra introduced regulatory and guidance changes in 2015 to provide better and clearer guidance to local authorities on local air quality management to enable them to improve air quality in their areas and achieve better health and environmental outcomes.</p><p><strong> </strong></p><p>Defra supports local authorities through the Air Quality Grant Scheme, a competitive fund they can bid into to support local action to improve air quality. 	answer	answer is ministerial correction date of answer 05/09/2016 answer text <p>The Government takes air pollution seriously and is committed to improving the UK’s air quality, reducing health impacts, and fulfilling our legal obligations.</p><p> </p><p>Directive 2008/1/EC, the Integrated Pollution, Prevention and Control Directive (IPPCD) has been superseded by the Industrial Emissions Directive (IED, 2010/75/EU) which brought together seven related directives including the IPPCD and the Large Combustion Plant Directive.</p><p> </p><p>Until exit negotiations are concluded, the UK remains a full member of the European Union and all the rights and obligations of EU membership remain in force. During this period the Government will continue to negotiate, implement and apply EU legislation. Until we leave the EU, EU law continues to apply so current arrangements for farming, food and drink and our environment remain in place.</p><p> </p><p>Defra will continue to ensure the right policies are in place for a cleaner, healthier environment for everyone. It is also vital that British farming is profitable and remains competitive – it is the bedrock of the food and drink industry, Britain’s largest manufacturing sector.</p><p> </p><p>We are now preparing to negotiate our exit. Defra will be working with the Department for Exiting the EU on the UK’s withdrawal and future relationship, liaising closely with other key departments on future support for farmers, the food and drink industry and the environment.
