The UK welcomed the UN declaration which more accurately reflected the severity of the situation on the ground and brought much needed attention and resources from across the UN system to respond to the crisis.</p><p> </p><p> </p><p> </p><p>The UK has been closely monitoring the situation and has committed a total of £18 million in humanitarian funding to CAR in 2014 to help hundreds of thousands of people, along with £7 million in Cameroon and Chad to assist CAR refugees. The funds are going towards the protection of civilians, urgent medical assistance, and to food security and livelihoods assistance through UN agencies, the Red Cross and NGOs. In 2014, the UK is the third largest bilateral humanitarian donor to CAR after the USA (£87 million) and the EU (£39 million). Her Office’s investigation is ongoing and the Prosecutor will decide whether to bring any charges based on its findings. 	answer	answer is ministerial correction date of answer 05/11/2015 answer text <p>Disarmament, demobilisation and reintegration (DDR) is essential to create the conditions for stability and security in the Central African Republic (CAR). The UN peacekeeping force in CAR, the UN Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA), is the lead on DDR work in CAR. The UK works closely with MINUSCA to ensure it provides adequate support to CAR authorities to launch DDR in CAR.</p><p>MINUSCA has budgeted $28 million for a DDR programme aimed at what they expect will amount to 3,500 ex-Seleka fighters in total and 1,500-3,500 dependants. Through the UK’s contribution to MINUSCA, we support this vital work on pushing DDR forward in CAR.</p><p>MINUSCA is currently in the pre-DDR phase, preparing for the launch of DDR. The mission’s mandate includes a call for “support for the disarmament, demobilization and reintegration of former armed elements, with specific attention to children, and the repatriation of foreign elements, as well as community violence-reduction programmes”. Foreign and Commonwealth Office officials are monitoring MINUSCA’s progress on all areas of the mandate as the mission works to build up to full capacity; and are in close contact with Diane Corner (Deputy SRSG)on this. We have encouraged the UN to prioritise their efforts given the Mission is in early stages, and the operational challenges due to the surge in violence in CAR in recent weeks. Ensuring security is an essential first step in bringing peace and stability to CAR. High levels of violence continue across the country, and a million people have been displaced since December 2013. The security situation impacts not only communities but humanitarian workers. The Office for the Coordination of Humanitarian Affairs (OCHA) has reported 142 security incidents directed at humanitarian workers since January 2014 and 18 humanitarian workers killed. High levels of violence continue across the country, and huge numbers of the population have been displaced. The UN estimates that the whole population has been affected by this conflict in some way and that over 2.5 million people (more than half of the population) are in dire need of humanitarian assistance, including protection, food, health, water and sanitation and shelter.</p><p>Our immediate focus is on working with the international community to protect civilians from violence and providing humanitarian support. The UK’s support has included £23m humanitarian aid to CAR; logistical support to the French and EUFOR missions; and financial support to MISCA.
