star this property answer text <p><del class="ministerial">Data on expenditure per head of population aged 65 and over on adult social care services is not held centrally and could only be obtained at disproportionate cost. The attached table provides the net current expenditure per head of population who receive adult social care aged 65 and over, broken down by local authority and year. The last column shows the percentage change between 2009-10 and 2013-14.</del></p><p> </p><p><ins class="ministerial">Local authorities in England spent £6.7 billion on social care for people aged over 65 and over in 2013-14, compared with £7.4 billion in 2009-10. In 2013-14 the National Health Service transferred £859 million to social care but we are unable to include this investment in the overall spending figure as we do not hold information on how much of it was spent on people aged 65 and over.</ins></p><p><ins class="ministerial">The attached table provides a breakdown of expenditure on social care per head of population aged 65 and over broken down by local authority in 2009-10 and 2013-14. The table also details the percentage change and actual change between those two financial years. The figures do not include NHS transfer funding.</ins></p><p><ins class="ministerial"> <p> </p><p> </p><p /> <p> </p></ins></p><p> </p><p> </p><p> </p>

star this property answer text <p><em>Achieving Better Access to Mental Health Services by 2020</em> also announces the introduction of standard waiting times for Early Intervention in Psychosis services which will be of benefit to young people, and for the adult Improving Access to Psychological Therapies (IAPT) programme. It makes it clear that the waiting time standards announced are a first step. There will also be £30 million increased investment in liaison psychiatry to help people including young people presenting in accident and emergency departments with mental health problems. The vision is for comprehensive standards to be developed over the coming years for all ages, including for children and young people. Where adult IAPT services are commissioned to provide a service to 16 and 17 year olds, the new waiting time standard will apply.</p><p> </p><p> </p><p> </p><p>The Department and NHS England will work together with mental health system partners to set out how and when access and further waiting time standards could be introduced, subject to resourcing decisions following the next Spending Review.</p><p> </p><p> </p><p> </p><p>We have invested £54 million into the Children and Young people’s Improving Access to Psychological Therapies programme (CYP IAPT) over 2011-15/16, which is designed to improve access to evidence-based psychological therapies and collaboration with children, young people and families. The programme works with 82 Child and Adolescent Mental Health Service (CAMHS) partnerships and currently covers 60% of the 0-19 population. The Government’s aim is that all of England will be involved by 2018 reflected in the Mandate with NHS England.</p><p> </p><p> </p><p> </p><p>The Children and Young People’s Mental Health and Well-Being Taskforce is considering ways to improve access for children and young people and promote collaborative commissioning of services to reflect the needs of children and young people.</p><p> </p><p> </p><p> </p><p>On 2 December, the Deputy Prime Minister announced recurrent funding for the next 5 years of £30 million per year to improve services for young people with mental health problems. This investment places a particular emphasis on eating disorders and self-harm and it will deliver swifter access to evidence-based community treatment for children and young people with eating disorders.</p><p> </p><p> </p><p> </p><p>In response to NHS England’s <em>Child and Adolescent Mental Health Services Tier 4 Report, </em>published in July, NHS England are using £7 million to provide 50 extra CAMHS specialised Tier 4 beds for young patients in the areas with the least provision. 36 of the 50 planned new beds have opened - 27 in South Yorkshire and Bassetlaw, five in East Anglia and four in Somerset. NHS England continues to seek to build capacity in the areas with least provision.</p><p> </p><p> </p><p> </p>

star this property answer text <p><ins class="ministerial">The Health and Social Care Information Centre advise that the collection of data for the Child and Adolescent Mental Health Services dataset will start at the beginning of February 2016. The first submission period will cover January to March 2016. Statistical reports based on the initial data collection will be published in mid-2016.</ins></p><p> </p><p> </p><p> </p><p><del class="ministerial">The National Institute for Health and Care Excellence guidance <em>Multiple sclerosis: management of multiple sclerosis in primary and secondary care</em>, updated in October 2014, sets out best practice on the diagnosis, treatment, care and support of people with multiple sclerosis (MS). The guidance makes a range of recommendations on drug based treatments for MS, but also highlights the importance of involving professionals who can meet the needs of the patient in the best way, such as physiotherapists and occupational therapists. </del></p><p> </p><p> </p><p><ins class="ministerial"></ins></p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p><p><del class="ministerial">With regard to early diagnosis, MS is a difficult condition to diagnose as a number of the symptoms such as fatigue, depression or dizziness may be unrelated. The guidance sets out a number of initial presentations that clinicians should be aware of when looking for signs of MS. It also recommends a number of assessments a clinician should make, including testing of vision and blood tests before referral to a consultant neurologist, who can confirm or exclude a diagnosis of MS, subject to investigation.</del></p><p> </p>

star this property answer text <p><strong> </strong></p><p> </p><p>Improving access to psychological therapies for adults, children and young people is fundamental to the success of our drive to improve mental health services.</p><p> </p><p>The Department 2014-15 Mandate to NHS England makes clear that ‘everyone who needs it should have timely access to evidence based services’.</p><p> </p><p> </p><p> </p><p>The Mandate sets a clear objective for NHS England to deliver the key objectives of the Improving Access to Psychological Therapies programme, which is available for those aged 18+.</p><p> </p><p> </p><p> </p><p>Over £400 million is being invested over the spending review period to make a choice of psychological therapies available for those who need them in all parts of England.</p><p> </p><p>For children and young people, the Department is investing £54 million into the Children and Young people’s Improving Access to Psychological Therapies programme (CYP IAPT) over 2011-15/16, which is designed to improve access to evidence-based psychological therapies and collaboration with children, young people and families.</p><p> </p><p> </p><p> </p><p>The programme is working with 82 Child and Adolescent Mental Health Service (CAMHS) partnerships and currently covers 60% of the 0-19 population. The Government’s aim is that all of England will be involved by 2018 and this is reflected in the Mandate with NHS England.</p><p> </p><p> </p><p> </p><p>The CYP IAPT programme trains service leaders, supervisors and therapists with a combination of outreach continuing professional development and Postgraduate certificate and Masters Qualifications.</p><p> </p><p> </p><p> </p><p>Existing CAMHS therapists are trained to post graduate diploma level in one of four evidence based psychological treatments and approximately 73% of the budget spent to date supports backfill for existing staff to go on courses as well as training costs.</p><p> </p>

star this property answer text <p><strong> </strong></p><p> </p><p>The Department’s most recent estimate of the average waiting times for some mental health services is contained in the impact assessment dated 25 September 2014 which accompanies the Government’s new five-year plan for mental health, <em>Achieving Better Access to Mental Health Services by 2020</em> published on</p><p> </p><p>8 October 2014. <em>Achieving Better Access to Mental Health Services by 2020</em> sets out the immediate actions we will take this year and next to achieve better access and waiting times.</p><p> </p><p> </p><p> </p><p>£40 million in additional funding has been identified to enable change in the current financial year, and a further £80 million will be freed up for 2015-16 to support implementation of waiting times standards in mental health services.</p><p> </p><p> </p><p> </p><p>The Department and NHS England will work together with mental health system partners to develop detailed proposals for the introduction of further access and waiting time standards from 2016 onwards.</p><p> </p><p> </p><p> </p><p>Information on mean and median waiting times for the Improving Access to Psychological Therapy (IAPT) programme by clinical commissioning group in 2013-14 is attached.</p><p> </p><p> </p><p> </p><p>The IAPT dataset did not exist before April 2012 and reliable data became available from April 2013 onwards.</p><p> </p><p> </p><p> </p>
