	answer	answer is ministerial correction date of answer 03/11/2014 answer text <p>The Department has not conducted any recent research on the effect of treatment of staff on standards of care and on the relationship between levels of pay and quality of social care services.</p><p> </p><p> </p><p> </p><p>As part of the development of Caring for our Future white paper in 2011, the Department undertook extensive engagement with both service users and carers who highlighted a range of issues they felt needed addressing to ensure high quality care and support is available. In addressing this, the Department, working with the Sector Skills Council – Skills for Care – and other partners, has implemented a range of policies that has included setting out clear minimum training standards, recruiting more apprentices and supporting the transformation of the social work profession.</p><p> </p><p> </p><p> </p><p>There are a number of factors that determine the quality of care provided in the social care sector, including the way staff are treated. Pay is not the single most significant factor in delivering high quality services.</p><p> </p><p> </p><p> </p><p>The Department is clear however that care providers must abide by the law with regards to payment of the national minimum wage and is taking steps to ensure this happens. The Department is liaising with the Department for Business, Innovation and Skills to name and shame any social care providers who do not comply with the national minimum wage legislation and Her Majesty’s Revenue and Customs is continuing to carry out enforcement action in the social care sector and will investigate all complaints made by care workers that their employer is not paying them the national minimum wage. 	answer	answer is ministerial correction date of answer 29/10/2014 answer text <p>During the course of this year, officials from the Department of Health and the Department for Business, Innovation and Skills (BiS) have formally met once for policy discussions on the issue of non-compliance of social care employers with National Minimum Wage legislation. I have also recently written to the Parliamentary Under-Secretary for Employment Relations (Jo Swinson) on this subject.</p><p> </p><p> </p><p> </p><p>The new scheme making it easier to name and shame employers who do not comply with National Minimum Wage legislation came into effect from October 2013 and applies to investigations initiated after that date. HM Revenue and Customs leads on the conduct of investigations and makes recommendations to BiS Ministers on the issue of naming employers found to be in breach. 	answer	answer is ministerial correction date of answer 29/10/2014 answer text <p>Since April 1 2013 NHS England has been responsible for commissioning Alternative and Augmentative Communication (AAC) aids for patients with complex disability whose needs require specialised assessment, including for patients with motor neurone disease (MND). Commissioning of non-specialised AAC aids is the responsibility of local clinical commissioning groups.</p><p> </p><p> </p><p> </p><p>NHS England has published a service specification for specialised AAC aids that sets out what should be in place for providers to offer evidence-based, safe and effective services and supports equity of access to a nationally consistent, high quality service for patients across the country including in East Lancashire and the North West. The Department does however recognise the potential benefits of training doctors and nurses in mindfulness.</p><p> </p><p> </p><p> </p><p>The National Institute for Clinical Excellence guidance for the National Health Service has recommended Mindfulness-Based Cognitive Therapy (MBCT) for recurrent depression since 2004. MBCT is available through a number of Improving Access to Psychological Therapy services in England.</p><p> </p><p>Health Education England (HEE) supports the delivery of excellent healthcare and health improvement to the patients and public of England, by ensuring that we have the workforce in the right numbers, with the right skills, values and behaviours, at the right time and in the right place. HEE is developing the workforce to deliver compassionate, high quality care.</p><p> </p><p>HEE has established a Mental Health Advisory Group to promote and enhance mental health education and training across the professions and provide strategic professional advice and expertise on workforce planning and education development. 	answer	answer is ministerial correction date of answer 03/11/2014 answer text <p>Over the course of the current spending review, we are investing in excess of £400 million in England to give thousands of people access to National Institute for Health and Care Excellence-approved psychological therapies, including Mindfulness-Based Cognitive Therapy.</p><p> </p><p>The 2014-15 Mandate to NHS England makes clear that ‘everyone who needs it should have timely access to evidence based services’. The Mandate sets a clear objective for NHS England to deliver the key objectives of the Improving Access to Psychological Therapy (IAPT) programme – providing access to therapies to 15% of those eligible (around 900,000 people) per year by 2015.</p><p> </p><p> </p><p> </p><p>We are increasing the availability of IAPT services to cover children and young people and exploring extending services to people with long-term physical health problems and those with severe mental illness.</p><p> </p><p> </p><p> </p><p>We have invested £54 million over the period 2011 – 2015/16 in the Children and Young People’s Improving Access to Psychological Therapies (CYP IAPT) programme. The Programme works with services covering up to 60% of England’s 0-19 population, and will cover approximately 68% by the end of 2014-15. This is giving children and young people improved access to the best evidenced mental health care. NHS England is planning for a countrywide extension of the programme with Health Education England.</p><p> </p><p> </p><p> </p><p>The IAPT programme is working with a number of the Department’s Strategic Partners to promote wider access of the service to all sections of the community.
