The criteria for membership include the requirement to be a full sovereign state, and Somaliland is not internationally recognised. 	answer	answer is ministerial correction date of answer 30/05/2019 answer text <p><strong>Royal Navy</strong></p><p> </p><p>The Royal Navy continues to engage with universities in a myriad of ways as part of wider recruiting efforts but also to increase awareness amongst the graduate population as to the presence and purpose of the Navy. A University Royal Naval Unit (URNU) opened in Devon in 2017, making 15 URNUs in total, and the Navy continues to review opportunities to expand this footprint further. The Captain of Navy Recruiting (CNR) delivers three-day awareness packages at a variety of universities which last year resulted in 600 expressions of interest. CNR also runs the Undergraduate Leadership Programme, which this year will offer six-week long placements to 15 successful candidates from 900 initial applications. Lastly, changes to the way the Services recruit their engineers will mean that, under the new STEM Graduate Inflow Scheme, those individuals who have been selected to be Engineer Officers in the Royal Navy, and are sponsored through university as a result, will be able to attend any university, thus broadening even further the exposure of the wider university population to the Royal Navy.</p><p> </p><p><strong>Army</strong></p><p> </p><p>The Army has a total of 15 University Officers' Training Corps (UOTC) and two Officer Training Regiments (OTRs), which welcome enquiries from any individual enrolled in a higher education course at any university or college across the UK. Each training corps regularly engages with the higher education sector through Military Education Committees, the formal mechanism for engagement with affiliated universities. Additionally, the Royal Military Academy Sandhurst engages nationally on their behalf with the Council of Military Education Committees.</p><p>UOTCs are actively promoted by the Army online, through the use of the official Army website and via approved social media accounts run by each individual unit. More direct engagement activities are conducted by the UOTCs themselves, along with the Army's specialist engagement teams, within various higher education establishments, such as appearances at freshers' fairs, open evenings and through the delivery of leadership events. UOTCs are also promoted during school and cadet unit visits, to ensure that young people are aware of the opportunities available to them, should they go onto higher education.</p><p> </p><p><strong>Royal Air Force</strong></p><p> </p><p>The Royal Air Force (RAF) currently has 15 University Air Squadrons (UAS) comprising a membership of around 900 undergraduates, from 118 affiliated universities, throughout the UK. The UAS regularly liaise with Military Education Committees; they will also attend university freshers' fairs and use the internet to encourage university student participation. We are aware of media reporting that terrorist groups have an ambition to infiltrate migration and refugee routes. We work closely with our partners abroad to counter terrorism, including to strengthen border security against identified terrorists and terrorist suspects. A team of DfT aviation security experts travelled to Sharm el Shaikh on 4 November to assess security at the airport and ensure measures were in place to enable travellers to return safely to the UK. The FCO is also working with DfT and Egyptian counterparts to put in place a plan to ensure measures in place at Sharm el Sheikh are sustainable. We are using our diplomatic influence, practical programming assistance, training and capacity building to support other countries in the region to do this. Through the Conflict, Security and Stability Fund (CSSF), we are working to tackle conflict and support reforms to build more open and inclusive government. Middle East and North Africa’s £136m allocation (for FY 15-16) supports projects in areas such as conflict management, security sector reform and civil society capacity building. Our £6m (for FY 15-16) Arab Partnership Fund for Algeria, Mauritania, Morocco and Tunisia supports the development of legitimate and inclusive institutions, including civil society, parliaments, media and judiciaries. 	answer	answer is ministerial correction date of answer 23/10/2015 answer text <p>As stated in the Foreign and Commonwealth Office (FCO) Travel Advice for Egypt, in September 2015 Egyptian security forces mistakenly killed 12 members of a tour group, including 8 Mexicans, in the Western Desert area of Al-Wahat.</p><p>Before the incident, FCO Travel Advice already advised against all but essential travel to this area of the country. I welcome the courage of the Libyan forces who are fighting Daesh in Benghazi, Sirte, and elsewhere. The defeat of Daesh in Libya will have a positive impact on the long term stability of Libya and the region. I welcome Prime Minister Serraj’s calls for all legitimate military and security forces in Libya to unite to form a unified command under the Libyan Government of National Accord (GNA) to defeat Daesh.</p><p>But it is also important to consider what comes after the defeat of Daesh, in areas that they control. I welcome the courage of the Libyan forces who have faced them and are fighting Daesh in Benghazi, in Sirte, and elsewhere. This is a clear signal to Daesh from the Libyan people: Daesh is not wanted in Libya, they are not welcome, and they will be defeated.</p><p>The conflict in Sirte is not over and fighting there is continuing. After months of conflict the humanitarian situation in Sirte is expected to be serious, as it is across Libya. In addition to the humanitarian aid the UK is already providing to Libya, the UK has contributed $1m and a UK stabilisation adviser to the UNDP Stabilisation Facility, an initiative of the Libyan Government of National Accord (GNA), supported by UNDP and the international community. The Facility will support the Libyan GNA to restore critical infrastructure destroyed by conflict and improve basic service delivery. 	answer	answer is ministerial correction date of answer 22/12/2016 answer text <p>Her Majesty's Government is concerned by the violence that occurred in Kasese district in Uganda in November 2016, which resulted in the reported deaths of over 100 civilians and members of the security forces. We have raised the matter with the Government of Uganda and the Uganda Human Rights Commission. We support the EU local statement of 16 December relating to these matters.</p><p>We have urged the Government of Uganda to complete a timely and transparent investigation into these incidents, in accordance with due process, rule of law, international legal obligation and in line with the Commonwealth charter.</p><p>I visited Uganda in August 2016 and have followed this case. We continue to believe that a human rights compliant approach is the most effective way to secure long-term peace and stability. The British High Commission work closely with the Government of Uganda, civil society and human rights defenders to ensure human rights are respected in the country.
