Since March 2011 we have consistently advised against all travel to Yemen and that any British Nationals in Yemen should leave. Other legal bases would include: individual or collective self-defence; and, in certain exceptional circumstances, in order to avert an overwhelming humanitarian catastrophe. ISIL continue to pose a direct threat to Iraq. They operate across the borders of Syria and Iraq, in a situation where the Government of Syria is unable or unwilling to take effective action to counter the threat posed by ISIL. Iraq has requested help to defend itself. The US have been clear that in carrying out military actions in Syria they are acting on the basis of both collective and individual self-defence. If the UK were to undertake military strikes in Syria we would only do so on a sound legal basis and that would depend on the facts on the ground at the time, for example in line with the US led international efforts in collective self defence pursuant to the Iraqi request of 20 September. The Prime Minister, my right hon. Friend the Member for Witney (Mr Cameron), has been clear that if the decision were made to take military action in Syria the government would return to the House of Commons. Some argued that the way to achieve the goal of a world without nuclear weapons was to ban weapons now, or to fix a timetable for their elimination. This approach fails to take account of the stability and security which nuclear weapons can help to secure. None of us would gain from a loss of that stability. The United Kingdom believes that the UN Disarmament Machinery and the Non-Proliferation Treaty provide the right forum for working towards a world without nuclear weapons. The UK Ambassador restated our concern at the humanitarian consequences which could result from the use of nuclear weapons. That is why the UK works extremely hard to prevent the use of nuclear weapons, to prevent the proliferation of nuclear weapons, and to keep our own nuclear weapons safe and secure. We are also committed to working towards a world without nuclear weapons. We shall, however, retain a credible, continuous and submarine-based deterrent for as long as the global security situation makes it necessary. The UK intervention at the conference has already been published on the gov.uk website. These should, in particular, address the designation of Marine Protected Areas (MPAs) and the fact that there is currently no universally accepted legal framework for the international recognition of MPAs in the high seas. 	answer	answer is ministerial correction date of answer 11/09/2014 answer text <p>As of 29 August, all of Syria’s declared chemical stockpile of 1,309.8 metric tonnes had been removed from Syria and thus put beyond use of the regime. 95.8%, or 1,254.8 metric tonnes had been destroyed either by incineration or neutralisation, including all of the Category 1 chemicals (those deemed most proliferation sensitive by the OPCW, plus isopropanol).</p><p>The destruction of some of the category 1 chemicals in the UK was completed on 5 August, three weeks after the arrival of the chemicals in the UK. A smaller quantity of Hydrogen Fluoride (a category 2 chemical) will be destroyed in the UK at the turn of the year. Other chemicals are being destroyed in Germany, Finland and the United States.</p><p>Syria was required to declare and destroy all stocks of chemical weapons and their precursors, and the facilities and equipment with which they were manufactured. The international community cannot have confidence that Syria’s declarations were complete while credible reports of the use of chemical weapons, such as chlorine, continue, and until all outstanding questions surrounding the declarations have been resolved.
