Since March 2011 we have consistently advised against all travel to Yemen and that any British Nationals in Yemen should leave. The UK’s priority was to secure cross-regional agreement on a text that would strengthen human rights in Yemen as we urge all parties to find a solution to the crisis. The Human Rights Council does not have a mandate to call for investigations in to International Humanitarian Law. The consensual UN resolution agreed has tasked the Office of the High Commissioner for Human Rights (OHCHR) to help Yemen investigate human rights abuses and violations. 	answer	answer is ministerial correction date of answer 13/10/2014 answer text <p>A UNSC resolution or the consent of a government are not the only potential bases in international law for the use of force. Other legal bases would include: individual or collective self-defence; and, in certain exceptional circumstances, in order to avert an overwhelming humanitarian catastrophe. ISIL continue to pose a direct threat to Iraq. They operate across the borders of Syria and Iraq, in a situation where the Government of Syria is unable or unwilling to take effective action to counter the threat posed by ISIL. Iraq has requested help to defend itself. The US have been clear that in carrying out military actions in Syria they are acting on the basis of both collective and individual self-defence. If the UK were to undertake military strikes in Syria we would only do so on a sound legal basis and that would depend on the facts on the ground at the time, for example in line with the US led international efforts in collective self defence pursuant to the Iraqi request of 20 September. The Prime Minister, my right hon. Friend the Member for Witney (Mr Cameron), has been clear that if the decision were made to take military action in Syria the government would return to the House of Commons. 	answer	answer is ministerial correction date of answer 10/12/2014 answer text <p>A very wide range of views was expressed by participants at the Conference, as reflected in the factual summary of the conference issued under the Chair’s authority. Some argued that the way to achieve the goal of a world without nuclear weapons was to ban weapons now, or to fix a timetable for their elimination. This approach fails to take account of the stability and security which nuclear weapons can help to secure. None of us would gain from a loss of that stability. The United Kingdom believes that the UN Disarmament Machinery and the Non-Proliferation Treaty provide the right forum for working towards a world without nuclear weapons. The UK Ambassador restated our concern at the humanitarian consequences which could result from the use of nuclear weapons. That is why the UK works extremely hard to prevent the use of nuclear weapons, to prevent the proliferation of nuclear weapons, and to keep our own nuclear weapons safe and secure. We are also committed to working towards a world without nuclear weapons. We shall, however, retain a credible, continuous and submarine-based deterrent for as long as the global security situation makes it necessary. The UK intervention at the conference has already been published on the gov.uk website. Friend the Member for Runnymead and Weybridge (Mr Hammond) made clear in his statement of 3 October, the UK deplores Israel’s decision to advance plans for settlement units in Givat Hamatos. Along with a number of EU counterparts, and the European External Action Service, he urged the Israeli authorities to reverse this decision. Discussions are continuing in Brussels on how the EU can best discourage settlement expansion including in Givat Hamatos, E1 and Har Homa, and plans to relocate Bedouin from E1. 	answer	answer is ministerial correction date of answer 24/03/2015 answer text <p>Al Qaeda in Yemen or Al Qaeda in the Arabian Peninsula (AQAP) has been operating in Yemen since 2009 and has murdered hundreds of Yemenis each year, including civilians and members of the police and security forces. AQAP also continues to pose a serious and direct threat to the UK and its interests, and remains intent on, and capable of, conducting external attacks. We currently assess that the gravest threat to the UK from AQAP comes from its ongoing ambition to strike international airliners and cause mass civilian casualties. We also have concerns that AQAP could cooperate and share its technical capability with other Al Qaeda (AQ)-aligned groups. Through their extremist propaganda (e.g. Inspire magazine) AQ and its affiliates also wish to radicalise Muslims and incite extremist violence.</p><p>Continued instability in Yemen, longer-term, increases the risk of opportunistic AQAP attacks and may allow AQAP to exploit the power vacuum to project violence beyond Yemen’s borders.
