answer text <p>The Small Business, Enterprise and Employment Bill, introduced to this House on 25 June 2014, does not include provision for mandatory free-of-tie. The Government recognises that some tenant groups and campaigners support this option, which might appear to offer a simple way of ensuring that tied tenants are no worse off than free-of-tie tenants. We looked carefully at this measure but have decided not to introduce it.</p><p>The responses to the Government's consultation on a Statutory Code and Adjudicator for the pubs sector raised concerns that mandatory free-of-tie would create uncertainty for pub-owning companies and have an unpredictable impact on the wider pubs sector which could even undermine the tied model. Even among the polarised views in the industry, there is strong support for the tie as a business model. What is important to the Government is that there are protections in place so that the tied model operates fairly. The reforms being taken forward in the Small Business, Enterprise and Employment Bill will rebalance the relationship between pub-owning companies and their tied tenants, without threatening the balance of the wider industry.</p>

This Department is carefully considering with Companies House and others what checks are necessary to ensure integrity of data and that the registration of company information in the UK remains quick, simple and inexpensive.</p><p>The current UK register is one of the most open in the world, and is accessed over 240 million times a year. This means the information is policed on a significant scale by the public, who report anomalies to Companies House for follow up.</p> more like this

answer text <p> </p><p>Under the new regulations, which were brought into force on the 30 June, all employees with 26 continuous weeks of service have the right to request flexible working from their employer. Individuals on zero hours contracts, and who are employees, can request a change in their contracts which could also include a request to move to a fixed hours contract.</p><p> </p><p> </p><p> </p><p>Individuals on zero hours contracts may be employees or workers, depending on the contract agreed between them and their employer. The Government does not keep records on the proportion of individual zero hours contracts workers on either employee or worker contracts.</p><p> </p><p> </p><p> </p><p>While individuals on zero hour contracts, and who are not employees, do not have a statutory right to request flexible working, they can make an informal request to their employer to vary their hours or their working pattern. answer text <p>The original Street Trading and Pedlary consultation was issued in November 2012 and covered the repeal of the Pedlars Acts 1871 and 1881 and other, incidental changes to the Local Government and Miscellaneous Provisions Act to ensure compliance with the EU Services Directive 2006/123/EC. The consultation had been extended in order for the Government to engage further with the UK's pedlar community and closed in April 2013. On average it has had 2 full-time equivalent staff working on it since then, comprising one team leader (Grade 7) and one Senior Executive Officer. Around £5,000 has been spent on events and publications to support the initiative. Significant support in kind has been received from supporting businesses and other organisations, including the Royal Bank of Scotland, CIPD, CMI, Opportunity Now, and others. More than 200 companies are now supporting <em>Think, Act, Report</em>, collectively employing over 2million people.</p> more like this
