star this property answer text <p>The Gambling Commission is responsible for ensuring that the costs of applying for a Commission licence, and the regulatory burden of complying with it, are the minimum necessary to ensure compatibility with the licensing objectives.</p><p> </p><p>The Commission keeps its licensing arrangements and licence conditions and codes (LCCP) under review. Recently it consulted on improved licensing processes for moving to an online licence application process, and introducing a multi-jurisdictional form to reduce the costs for applicants applying for licences in more than one jurisdiction.</p><p> </p><p>In advance of the Gambling (Licensing and Advertising) Act 2014 coming into force on 1<sup>st</sup> October, the Commission has been working with operators and overseas regulators to avoid duplication and undue regulatory burden wherever possible – for example, minimising the need for operators to duplicate material or assurances that can be obtained from an operator's host nation regulator. These consultations have enabled the Commission to take into account the impact on the relative attractiveness of operating legally in a regulated market compared to the risks of operating illegally.</p>

Friend the Secretary of State for Health and his officials have had no discussions with other Government departments on the subject of a national gambling strategy.</p><p> </p><p> </p><p> </p><p>The Department has not made an assessment of the effects of gambling on mental health. We do not centrally hold information on the amount spent on counselling for people with a gambling addiction in the last 12 months.</p><p> </p><p> </p><p> </p><p>This Government has invested over £400 million in the Improving Access to Psychological Therapy programme over the spending review period to make a choice of psychological therapies available for those who need them in all parts of England. This includes people who experience mental ill health as a result of an addiction to gambling.</p><p> </p><p> </p><p> </p><p><em>Achieving Better Access to Mental Health Services by 2020,</em> published in October 2014, articulates our ambition and the immediate actions we are taking to achieve better access and waiting times in mental health services. It includes the Improving Access to Psychological Therapies commitment of treatment within six weeks for 75% of people with 95% of people being treated within 18 weeks.</p><p> </p>

Ensuring competent staff is the responsibility of local commissioners and providers.</p><p> </p><p>Public Health England (PHE) is working with the Royal College of Psychiatrists and the national gambling treatment service to identify how it can strengthen training, and are promoting the work of the Royal College of General Practitioners who have developed an online gambling diagnosis and treatment training resource that is available free to all health professionals.</p><p> </p><p>PHE promotes the Royal College of General Practitioners' online training resource among all health professionals. PHE has developed guidance for local authorities on gambling and is exploring what the local needs are and where evidence allows it to intervene. However, PHE does not wish to undermine the treatment available through the national provider GamCare until evidence emerges that this is not meeting current need.</p><p> </p><p>My Rt. hon. star this property answer text <p>DCMS officials and I hold regular discussions with the Gambling Commission on a range of matters including arrangements for enforcing the new licensing regime for remote gambling operators, which comes into force on 1 November 2014.</p><p>These enforcement arrangements include the disruption of illegal financial transactions. Companies such as MasterCard, Visa and PayPal are working with the Gambling Commission to ensure the termination of financial processing contracts with unlicensed gambling operators.</p><p>The Government and the Gambling Commission will assess the effectiveness of this approach, to enable Government to ensure that the Gambling Commission continues to have all of the enforcement tools that it needs.</p> more like this
