star this property answer text <p>99.81% of HMRC's staff are paid above the living wage.</p><p> </p><p>HM Treasury fully complies with <a href="http://en.wikipedia.org/wiki/EU" target="_blank">EU</a> procurement directives and awards contracts on the basis of the best value for money for the taxpayer. Nevertheless, we have encouraged contractors to commit to paying a living wage and expect all employers to pay at least the national minimum wage.</p><p>The Government supports businesses that choose to pay the Living Wage however the Government's main policy on wages is the National Minimum Wage, which has continued to protect the relative wages of the low paid. This is independently set by the <a href="http://en.wikipedia.org/wiki/Low_Pay_Commission" target="_blank">Low Pay Commission</a> at a level that maximises their wages without reducing employment prospect. It is for workers and employers to decide the level of wages above the minimum wage based on current circumstances. This includes the Government as a procurer and an employer. Over 95%, around 20 million employees earn above the minimum wage and the <a title="The term &quot;majority&quot; is used in two ways in Parliament. Firstly a Government..." href="http://www.theyworkforyou.com/glossary/?gl=37" target="_blank">majority</a> of public sector workers currently earn above the Living Wage.</p><p> </p><p>Under the Data Protection Act we are unable to provide a full table breaking down the proportion of staff in each constituency being paid below the Living Wage.</p><p> </p>

star this property answer text <p>Since 2010 the Government has introduced wide ranging reforms to tackle aggressive tax avoidance, including the General Anti-Abuse Rule in 2013 and numerous changes to tax law to close individual loopholes. Budget 2014 announced further measures to target the activities of high-risk promoters and to change the economics of avoidance through requiring taxpayers to pay disputed tax in advance up front.</p><p> </p><p>The Government is also reinvesting over £1 billion in HM Revenue and Customs (HMRC) over this Parliament to increase the level of compliance activity, including tackling aggressive tax avoidance. HMRC brought in £700 million in 2012-13 alone through its work to tackle marketed avoidance schemes. HMRC also litigates cases where necessary and is very successful in doing so, winning around 80% of avoidance cases taxpayers choose to take to court. Many more taxpayers settle before reaching court.</p><p> </p><p>The UK has also been taking a leading role in the work of the G20 and OECD to address base erosion and profit shifting by multinational companies. At the Budget we published a paper which sets out our priorities for the ongoing work with G20 and OECD partners, taking forward the 15 point Action Plan to counter Base Erosion and Profit Shifting (BEPS). This includes proposals for new international rules to address cross-border business structures or finance transactions and enhanced disclosure rules to help tackle tax avoidance in an international context.</p><p> </p>

In relation to a non-resident company, the corporation tax charge is limited to gains on disposals of assets held for the purposes of a trade carried on in the UK through a permanent establishment here.</p><p> </p><p>The question of ownership and taxation of former HMRC properties (now owned by Mapeley STEPS Ltd) is dealt with at paragraph 19 of the Public Accounts Committee Thirty Second report HM Revenue and Customs' estate private finance deal eight years on, which was published on 8 April 2010.</p><p> </p> more like this

star this property answer text <p>HMRC does not calculate the cost of individual tax evasion cases. The majority of such cases are dealt with using cost-effective civil settlement procedures. HMRC also has the power to investigate criminally those that seek to defraud the Exchequer, and it publishes its policy around when it will use this power.</p><p> </p><p>HMRC is not a prosecuting authority. Where cases do proceed to the criminal courts the prosecution is carried out by the relevant independent prosecuting authority. This is the Crown Prosecution Service (CPS) in England and Wales, the Crown Office and Procurator Fiscal Service (COPFS) in Scotland, and the Public Prosecution Service for Northern Ireland (PPSNI).</p><p> </p><p>Details of the total number of individuals convicted for tax offences are set out in the following table. No central record is kept of all monies subsequently recovered in relation to specific convictions and therefore this information would be available only through manual intervention at disproportionate cost.</p><p> </p>

star this property answer text <p><strong>The UK applies the standard rate of VAT to digital books and the zero rate of VAT to physical books. </strong></p><p> </p><p><strong>The application of VAT in the EU, including rates and flexibilities afforded to Member States in this regard, is governed by EU law. The sale of a digital book is classified as an electronic service and attracts the standard rate of VAT under EU law. </strong></p><p> </p><p><strong>Legal advice obtained by the Government indicates there is no scope to change the VAT treatment of the sale of digital book and similar products under EU law.
