star this property answer text <p>Between its launch in March 2012 to 31 March 2014, the Army has paid Capita £100.380 million for the Recruiting Partnering Project. The Recruiting Partnering Project remains within the overall agreed cost of £1.360 <ins class="ministerial">billion. </ins><del class="ministerial">million.</del><br /><br />My right hon. Friend the Secretary of State for Defence (Philip Hammond) set out on 14 January 2014 the cost of Capita providing a new Information Technology platform as part of the Recruiting Partnering Project (Official Report: column 716). At the time, these costs were expected to be around £47.7 million directly linked to the change of hosting provision. Since this statement, these costs have reduced to around £42.9 million. <br /><br />As previously stated by the Secretary of State on 14 January, there has been an additional cost of around £1 million per month to run the Capita system. This includes costs for additional manpower.</p> more like this

This includes the time taken by the candidate to provide the documents to their General Practitioner as well as the time taken by General Practitioners to process the forms. This has reduced from 37 days which was the average prior to the implementation of the improved medical process for recruits in February 2014.<br><br>As at 6 June 2014, 1,315 sets of Army Reserve medical declaration documents were outstanding.</p> more like this

star this property answer text <p> </p><p>All requests to Spanish authorities by any nation for a military over flight that has Gibraltar as a departure or arrival airfield, is routinely denied by Spanish authorities. We make clear to the Spanish government that this is not the sort of arrangement close allies should have to manage.<br><br>The military aircraft that routinely fly to Gibraltar are the Hercules C130 and C17 Globemaster. The difference in cost of a direct flight to Gibraltar from, for example, RAF Brize Norton and a route not overflying Spain is as follows.<br><br>C130 - £2,600 each way<br>C17 - £4,900 each way<br><br>It should be noted that Spanish authorities are swift and cooperative in allowing our military aircraft to pass through Spanish airspace to any other destination. The refusal to use their airspace to access Gibraltar is an irritant that we have managed since the 1980s, and is set against an otherwise productive defence relationship between our two countries.</p> more like this

star this property answer text <p>The Armed Forces Compensation Scheme (AFCS) provides compensation for members and former members of the Armed Forces who suffer injury or illness as a result of service from 6 April 2005. Where a discrete mental health disorder is present, a separate award may be payable. The AFCS is tariff based and awards for mental health disorders and does not depend on precise diagnosis but effect on function.<br><br>The legislation requires that mental disorders are diagnosed by a clinical psychologist or psychiatrist at consultant Grade. Each claimed injury or illness (including mental illness) is investigated to determine if it was predominantly caused by service. If so, it will be matched against the descriptors and corresponding awards in the Tariff. <br><br>The AFCS was preceded by the War Pensions Scheme (WPS), which provides no fault compensation to former service personnel and their dependants for injuries and death as a result of service. All decisions are certified by a Medical Adviser and once entitlement has been established, the war pensioner's degree of disablement due to service is assessed – normally as part of the medical certification process. The method of assessment is on an individual basis by comparison of the disabled person with a person of the same age and sex. <br><br>Members of the Armed Forces Pension Scheme (AFPS) 05, with a recognised diagnosis, will be entitled to an ill-health pension or a tax-free pension lump sum or both, providing they have completed two years qualifying service. The ill-health categories are split into three ill-health award levels and these are allocated by reference to the same tariff levels that are used for the AFCS. Trained lay decision-makers consider each case and will decide on the level of the award as per AFCS. <br><br>The AFCS05 was preceded by the AFPS75 which included provision of an occupational entitlement to a Service Invaliding Pension (SIP) calculated on length of reckonable service and the substantive rank held at discharge. Members with at least two years qualifying service have an entitlement to an ill-health award.<br><br>If the condition occurred before 6 April 2005 and is considered under the WPS to have been caused by service in the Armed Forces, and the degree of disability assessed as 20% or more, an additional entitlement under the provisions of the Armed Forces Attributable Benefit Scheme (AFAB) will also be considered. AFAB provides a minimum level of income and provides a top-up to the SIP.</p>

star this property answer text <p> </p><p>Well established processes are in place to ensure that members of the Armed Forces posted overseas are able to vote in all those elections for which they are eligible. <br><br>The MOD runs an annual information campaign on Electoral Registration which sets out the options for Armed Forces personnel and their families to register to vote. Where Armed Forces personnel are to be posted overseas they are encouraged to appoint a proxy as this removes any doubt about whether a postal vote can be received and returned in time before polls close. Some personnel prefer to cast their own vote and the Electoral Registration and Administration Act 2013 has extended the electoral timetable so that Returning Officers are able to send postal ballot papers out earlier than previously allowed. This will give Armed Forces Personnel more time to receive and return their ballots if they have chosen this option. <br><br>The MOD continues to work with the Electoral Commission and the British Forces Post Office, as it has done for previous elections, to ensure that postal ballot papers are identified and quickly processed through the mail system where operationally possible. <br><br>Information about complaints related to an inability to vote whilst overseas for the last ten years is not held centrally.</p>
