	answer	answer is ministerial correction date of answer 04/04/2014 answer text <p>Referrals by the police to the National College for Teaching and Leadership (NCTL) are currently made under the Notifiable Occupations Scheme, which is the responsibility of the Home Office (Home Office Circular No. 6/2006). The scheme is currently under review with new provisions being considered by the Home Office to supersede the existing scheme.</p><p> </p><p>Officials at NCTL are in discussions with the Association of Chief Police Officers to ensure that the new scheme continues to provide consistent, timely and relevant information. 	answer	answer is ministerial correction date of answer 01/09/2014 answer text <p>From 1 April 2012 to 31 March 2014 the National College for Teaching and Leadership (NCTL) collected the information outlined below at the point of referral only and categorised as follows: state schools; academies and free schools; independent schools; Disclosure and Barring Service (DBS); police and public. At the point a case concluded at a panel hearing, cases were categorised by types of behaviour as follows: finance/dishonesty; drink/drugs related; exam misconduct; inappropriate relationships; inappropriate web access; violence; intolerance and other.</p><p> </p><p>From 1 April 2014 NCTL has continued to collect the source of referral. In addition it now collects information relating to types of behaviour at both the point of referral and the conclusion of the case. NCTL has revised the categorisation in light of experience over its first two years of operation. These included the allocation of £390 million extra schools funding to the least fairly funded local authorities, and some small improvements to the allocation of funds for pupils and students with special educational needs (SEN). The Department for Education consulted on how to allocate the additional funding, and carefully considered the impact of the funding distribution methodology on individual local authorities’ ability to meet the needs of such young people. No authority will be worse off as a result of the changes. 	answer	answer is ministerial correction date of answer 16/10/2014 answer text <p>All schools and colleges have a duty to safeguard and promote the welfare of children.</p><p>All schools are required to carry out mandatory ‘safer recruitment’ checks that help to identify individuals who are not suitable to work with pupils. The Department for Education’s statutory guidance on <em>‘Keeping children safe in education’</em>[1] makes clear that when appointing staff, schools must check police records, police intelligence and Disclosure and Barring Service (DBS) barring lists. Furthermore, anyone who is appointed to teach must not have been prohibited from being so appointed by the Secretary of State.</p><p>These checks ensure that individuals who are barred from working in regulated activity by the DBS are not employed to work with pupils in schools.
