The Treasury takes all issues into account when setting alcohol duty rates.</p><p> </p><p>At Budget 2018, we froze duty on beer, cider and spirits. It remains fully committed to a model of private ownership with strong independent economic regulation. These staff were predominantly non-payroll and mainly related to staff seconded in from other public bodies, but also include short term contract, agency and temporary staff.</p><p> </p><p>In the financial year 2017/18 HMRC spent £18,382,007 on non-payroll staff.
