	answer	answer is ministerial correction date of answer 27/03/2018 answer text <p>Yemen has suffered from one of the worst cholera outbreaks ever recorded, at almost 1.1 million suspected cases. Although new cases have declined, cholera is likely to resurge during the upcoming rainy season. Estimates put 74% of districts (representing 22 million people) at risk.</p><p> </p><p>The reason that cholera, a treatable condition which stems from using contaminated water, is so difficult to control is because systems like public health and water and sanitation have broken down.</p><p> </p><p>DFID provided £8 million in the financial year 2017/18 to UNICEF and the International Organization for Migration for prevention, for example providing households with chlorine tablets for drinking water, and treatment for those who are affected. Humanitarian access remains restricted due to ongoing military activity and the presence of Daesh. The UN Relief and Works Agency for Palestine Refugees in the Near East (UNRWA), supported by DFID, has had no direct access to the camp since April 2015.</p><p> </p><p>We continue to call on all parties to protect civilians, and to allow humanitarian agencies unfettered access to provide aid to those most in need, including at the UN Security Council and the International Syria Support Group. The Government is committed to producing an inclusive, credible, and robust report which will be presented at the UN High Level Political Forum in July 2019. We expect to publish the report shortly before then.</p><p> </p><p>We are inviting input from a wide range of stakeholders, including representatives of civil society and businesses, to tell us how they are contributing to the Sustainable Development Goals via our Voluntary National Review website, <a href="http://www.,ov.uk/sustainabledevelopmentgoals" target="_blank">www.gov.uk/sustainabledevelopmentgoals</a>. We would also like to see all parties ease movement and access restrictions. This would make it easier for Gazans to sell their goods to Israel and other countries in the region; and for small businesses to grow and create jobs. DFID's new economic development programme will support all these activities.</p><p> </p><p>However, we are clear that a durable agreement is needed to address the underlying causes of the conflict and to transform the situation in Gaza. This is why the UK continues to support progress towards a two-state solution that permanently ends the Israeli-Palestinian conflict. Since the liberation of Ar-Raqqa from Da’esh, the UK has increased its response to meet the needs of those affected in the city and the rest of North Eastern Syria to help fund a range of activities including mine clearance; health provisions; protection; clean water; sanitation; education; food; and agricultural support. We have limited access to Ar-Raqqa at present due in part to extensive mine contamination from Da’esh’s previous occupation, which has hampered humanitarian efforts and poses a critical risk to civilians. As such, it is not possible at present to accurately assess the costs of reconstruction. Our contributions are helping to make sure reconstruction reduces future disaster risks, health facilities are more climate resilient and the economy is better managed and supported. DFID holds itself to the highest standards and UK Aid must be delivered at all times in ways which do no harm. We will not fund any organisation that does not meet our high standards on safeguarding. Evidence suggests that sexual exploitation and abuse increase during crises and we must never be complacent. This is a long-term agenda and DFID continues to drive work to tackle sexual exploitation and abuse and sexual harassment. The UK is taking significant steps to tackle uncontrolled migration by:</p><ul><li>Addressing the root causes of migration, through our targeted assistance for livelihoods, healthcare, education and economic development</li><li>Tackling modern slavery and organised immigration crime</li><li>Supporting enhanced border management</li><li>Providing critical humanitarian support and protection for vulnerable migrants, as well as offering voluntary return and vital reintegration support to those wishing to return home</li><li>Supporting refugees to stay in a first safe country through our humanitarian and development work in Africa, the Middle East and Asia</li></ul><p>The Global Compact for Migration is one way in which we are working to ensure that UK migration priorities are embedded throughout the international system. It is a step forward in international co-operation to tackle irregular migration and helpful framework to help us deliver our commitments under the Sustainable Development Goals.</p><p>The Compact is not legally binding. Instead, it creates a framework that will allow countries to work together to make migration more beneficial for everyone. It protects every State’s right to determine its own immigration policies, including in areas such as asylum, border controls and returns of illegal migrants.</p><p>We have worked closely with our EU colleagues throughout the process and will continue to do so as we approach the intergovernmental launch event in Marrakesh. My colleague the Rt Hon.
