star this property answer text <p>The Contracts for Difference (CfD) scheme is the Government’s main mechanism for supporting new low-carbon electricity generation projects in Great Britain. The fourth allocation round of the CfD scheme (AR4) opened on 13 December 2021 and aims to secure more low-carbon electricity capacity than the previous three rounds combined. AR4 is open to an expanded number of renewable technologies, including offshore wind, onshore wind, solar, tidal stream and floating offshore wind. In February, the Government also announced that the next CfD allocation round will be brought forward to March 2023, and future rounds will run annually, rather than every two years, thereafter. This will support renewable electricity producers and further drive deployment of renewable power.</p><p>In 2019 BEIS launched the Storage at Scale competition, which funded demonstration facilities for two innovative energy storage facilities. In 2021, BEIS launched a further programme, The Longer Duration Energy Storage competition. In February 2022, BEIS announced funding for 24 projects under this competition to perform engineering design or feasibility studies of their technologies. The Government is reviewing the responses to the Call for Evidence on large-scale, long-duration electricity storage, alongside analysis the Department commissioned on the role of this type of storage in the electricity system. The Government will publish a response in due course.</p>

star this property answer text <p>The Government reviews auction parameters, including Administrative Strike Prices (ASP) and the ASP methodology, ahead of every Contracts for Difference Allocation Round. Considering recent price volatility and that no offshore wind technologies were successful in Allocation Round 5, the Government has conducted a thorough review of its cost assumptions ahead of Allocation Round 6. The Government is committed to ensuring that it sets the parameters at a level that would allow sustainably priced projects in the pipeline to compete in the auction. The ASP methodology will be published alongside core parameters in November 2023.</p> more like this

star this property answer text <p>Under the Contracts for Difference (CfD) scheme, a generator is paid the difference between the ‘strike price’ – a price for electricity reflecting the cost of investing in a particular low carbon technology – and the ‘reference price’ – a cost measure of the average GB market price for electricity. Generators have to pay back the difference to the Low Carbon Contracts Company (LCCC) when market prices are higher than the strike price.</p> more like this

star this property answer text <p>The Government, through the Review of Electricity Market Arrangements (REMA) programme, is considering reforms needed to electricity market arrangements to drive the necessary investment and efficient operation of a secure, cost-effective, low-carbon electricity system. This includes Government schemes, such as the Renewable Obligation and Contract for Difference, that support the generation of renewable electricity.</p><p> </p><p>The Government will work with Ofgem, National Grid Electricity System Operator (ESO) and the Low Carbon Contracts Company (LCCC) to review and take appropriate steps, when necessary, to ensure that system costs associated with renewable generators' participation in the Balancing Mechanism offers the best value for money for consumers.</p> more like this

star this property answer text <p>Ofgem’s Targeted Charging Review is seeking to ensure all parties connected to the electricity network make a fair contribution to the fixed network costs. As was outlined in the ‘After the Trilemma’ speech of 15 November 2018, it is important that we develop an energy system that discourages free riding and ensures a fair distribution of costs.</p><p> </p><p>Network charging is a matter for Ofgem as the independent regulator, and decisions on its Targeted Charging Review are for it to make. However, Government is working to understand the policy implications of Ofgem’s review proposals across a broad range of interests, including renewable energy. Ofgem’s published analysis shows there is a risk that the proposals could affect the investment decisions of some renewable energy projects, and this view is reflected in stakeholder feedback.</p> more like this

star this property answer text <p>The Contracts for Difference (CfD) scheme has been successful in bringing forward renewable generation whilst also reducing the costs of technology and since its inception has become established as a route to bring forward investment at scale. As set out in my Rt. Hon. Friend the Prime Ministers’ Ten Point Plan for a Green Industrial Revolution, we have committed to holding regular CfD allocation rounds approximately every two years, and the next round will open in December 2021. The Department continues to keep the scheme under review to ensure it maintains a focus on investment certainty and stability to enable renewable deployment at scale. We recently concluded a Call for Evidence on this topic, seeking views to inform the future design and evolution of the CfD and will publish a response shortly.</p> more like this

star this property answer text <p>The Contracts for Difference (CfD) scheme is designed to encourage low carbon generation and is open to a wide range of eligible renewable technologies. Under current eligibility criteria, renewable projects are not eligible to receive CfD support if they have already commenced generating. In a Government Response to a consultation published in November 2020 the government clarified the eligibility of part-built projects, i.e. those which have begun construction but have not commenced generating, stating that these projects are eligible to compete in the 2021 allocation round. We consider this achieves the right balance between accelerating deployment of renewables, whilst providing value for money for consumers by ensuring scheme costs are limited to what is necessary to legitimately stimulate deployment.
