unstar this property answer text <p>I have asked IPSA to reply.</p><p>IPSA currently has 69 members of staff. It included in its office requirements space for up to 76 staff in order to provide flexibility for periods where there is a higher volume of work and therefore a need for additional temporary staff, such as General Election periods.</p><p>To disclose the size of the office or rate paid per square metre would be prejudicial to commercial interests. IPSA’s annual accounts are laid in Parliament and published each year, and will provide information about operational costs.</p><p>Before choosing its offices at 85 Strand, IPSA considered potential premises in Croydon and Milton Keynes, as well as Stratford and Canary Wharf in London, but determined that the selected location provided the prospect of better support to MPs and better value for money for the taxpayer.</p> more like this

unstar this property answer text <p>The economic effect on churches and vicarages of the ban on the use of house coal has been negligible.</p><p> </p><p>Bishops’ see houses and vicarages have not used house coal for many years and the Church Commissioners are not aware of any churches that still use coal as a form of heating.</p><p>The Church of England supports the aim of the Government to improve air quality and public health; the Church has launched several initiatives to support this policy, which include planting more trees on its properties and encouraging churches to increase the biodiversity of their churchyards and green spaces.</p><p> </p> more like this

unstar this property answer text <p>The Crown Prosecution Service is working with the police, government departments and third sector stakeholders on the Government’s review into how the criminal justice system responds to rape and serious sexual offences. The Crown Prosecution Service is committed to working with all involved in the Review, including stakeholders, to identify and address any issues that are identified.</p><p>Complainants are entitled to protection from unnecessary and unjustified invasion of their private lives. CPS guidance is clear that where it is a reasonable line of enquiry in the investigation, the police should obtain complainants’ informed consent to gain access to medical records and counselling notes. Prosecutors will robustly apply the relevant statutory provisions when deciding whether such material should be disclosed to the defence.</p> more like this

CPS committed, as part of the cross-Government Victims Strategy, to launch new guidance on pre-trial therapy to reduce the perception amongst victims, therapists and criminal justice professionals that it will damage the prosecution case. This is due to be published this summer. Additionally, a new toolkit for prosecutors on the support that an individual suffering from a mental health condition will require was launched in August 2018.</p> more like this

unstar this property answer text <p>Our £9 billion Affordable Homes Programme is on track to deliver 250,000 homes by March 2022. This includes the 23,000 affordable homes, of which at least 12,500 will be social rent homes in areas of high affordability pressure, announced in June 2018.</p><p>Since the announcement, we have abolished the Housing Revenue Account (HRA) borrowing cap, freeing up councils to double delivery to around 10,000 new homes a year by 2021/22, and have confirmed a longer-term rent deal for 5 years from 2020 that will provide councils with a stable investment environment to deliver new homes.</p><p> </p> more like this

unstar this property answer text <p>The fund will cover reasonable costs associated with the removal and replacement of unsafe Aluminium Composite Material (ACM) cladding systems. This replicates the scope of the social sector fund that has been operational since last year. Non ACM cladding systems or other structural works not directly related to the remediation of ACM cladding systems will not be part of the fund. Government intervention to provide funding for the removal of unsafe ACM cladding is wholly exceptional. It is based on the unparalleled fire risk ACM poses and very real public safety concerns.</p> more like this

unstar this property answer text <p>The Protection of Freedoms Act 2012 grants keeper liability for vehicles, allowing landowners and parking operators to pursue the registered keeper of a vehicle for breaches of contract related to parking. Private parking companies must be a member of a trade association if they wish to access DVLA data in order to issue parking charges to vehicle owners. The two parking trade associations, the British Parking Association (BPA) and the International Parking Community (IPC), have their own codes of practice and appeal procedures to which they expect their members to adhere. If a private parking company does not follow these codes responsibly, they risk being banned from accessing DVLA data and will be unable to issue parking charges.</p> more like this

unstar this property answer text <p>Ensuring tenants in the private rented sector are protected from poor housing conditions is vital, so we have commissioned a review of the Housing Health and Safety Rating System (HHSRS) to assess how well it works in practice and make sure that it is fit for purpose. The first phase of the review is now complete, setting out recommendations which will inform the appropriate direction of the second phase - from a full root-and-branch revision of the HHSRS down to a simple refresh of the standard and its accompanying guidance.</p><p>In addition, we have brought in strong enforcement powers for local authorities to tackle those non-compliant landlord. These include the introduction of civil penalties of up to £30,000 as an alternative to prosecution; banning orders for rogue landlords and agents, in tandem with a database of rogue landlords and property agents to prevent serious offenders from letting properties; and extending rent repayment orders which require a landlord to repay a specified amount of rent to a local authority or a tenant, to cover, for example, illegal eviction or failure to comply with a statutory notice. This year we have awarded over £2.3 million in grant funding to local authorities to boost their enforcement work, fostering innovative approaches and sharing best practice to tackle the minority of landlords who deliberately flout the law.</p>
