unstar this property answer text <p>I have asked IPSA to reply.</p><p>IPSA currently has 69 members of staff. It included in its office requirements space for up to 76 staff in order to provide flexibility for periods where there is a higher volume of work and therefore a need for additional temporary staff, such as General Election periods.</p><p>To disclose the size of the office or rate paid per square metre would be prejudicial to commercial interests. IPSA’s annual accounts are laid in Parliament and published each year, and will provide information about operational costs.</p><p>Before choosing its offices at 85 Strand, IPSA considered potential premises in Croydon and Milton Keynes, as well as Stratford and Canary Wharf in London, but determined that the selected location provided the prospect of better support to MPs and better value for money for the taxpayer.</p> more like this

unstar this property answer text <p>The economic effect on churches and vicarages of the ban on the use of house coal has been negligible.</p><p> </p><p>Bishops’ see houses and vicarages have not used house coal for many years and the Church Commissioners are not aware of any churches that still use coal as a form of heating.</p><p>The Church of England supports the aim of the Government to improve air quality and public health; the Church has launched several initiatives to support this policy, which include planting more trees on its properties and encouraging churches to increase the biodiversity of their churchyards and green spaces.</p><p> </p> more like this

CPS committed, as part of the cross-Government Victims Strategy, to launch new guidance on pre-trial therapy to reduce the perception amongst victims, therapists and criminal justice professionals that it will damage the prosecution case. This is due to be published this summer. The Crown Prosecution Service is committed to working with all involved in the Review, including stakeholders, to identify and address any issues that are identified.</p><p>Complainants are entitled to protection from unnecessary and unjustified invasion of their private lives. CPS guidance is clear that where it is a reasonable line of enquiry in the investigation, the police should obtain complainants’ informed consent to gain access to medical records and counselling notes. Prosecutors will robustly apply the relevant statutory provisions when deciding whether such material should be disclosed to the defence.</p> more like this

unstar this property answer text <p>The Government is committed to clean growth and is taking action to reduce our reliance on coal. We have set out our aim to end electricity generation from unabated coal by 2025 and we are also taking action to reduce coal use in industry and heating.</p><p>Our world leading plans to end electricity generation from unabated coal by 2025 are expected to further this trend, and I am delighted that 30 countries, 22 states and cities, and 28 businesses have signed up to our Powering Past Coal Alliance.</p><p>The National Planning Policy Framework makes clear that planning permission should not be granted for the extraction of coal unless the proposal is environmentally acceptable or the national, local or community benefits outweigh its likely impacts. The Framework is a material consideration in the determination of all applications for coal extraction in England. Given my quasi-judicial role in the planning system, it would not be appropriate to comment on the merits of current or future planning applications for coal extraction.</p>

unstar this property answer text <p>The Ministry for Housing, Communities and Local Government receives information relating to the vacancy rates in the UK from the Local Data Company. As of June 2019 the vacancy rate for Coventry was 15.2 per cent and in Great Britain was 11.7 per cent according to the Local Data Company. This information is not currently reported centrally and is not publicly available. For this reason, in Autumn Budget 2018, as part of Our Plan for the High Street, we committed to piloting a publicly available register of empty commercial properties in selected local authorities, to help improve transparency and make it easier to bring vacant properties back into use. We are currently working on the detail of the pilot and will make a further announcement in due course.</p> more like this

unstar this property answer text <p>Following the Independent Review of Building Regulations and Fire Safety, our implementation plan set out a far-reaching work programme to deliver a reformed building safety system. In addition to the findings of the Review, we have considered a wide range of evidence, views and concerns expressed since the Grenfell Tower fire including representations to the Grenfell Tower Inquiry; over 200 responses to the Review’s Final Report, gathered in a listening exercise over the summer; and a report from the House of Commons Housing, Communities and Local Government Select Committee. The consultation published on 6 June, <em>Building a safer future: proposals for reform of the building safety regulatory system</em>, invites views from the public and all interested stakeholders on how we propose to take forward meaningful legislative reform.</p><p>The Competence Steering Group and its sub-working groups were established by the construction and fire safety sectors in response to the Independent Review of Building Regulations and Fire Safety. Their remit is to develop proposals for a robust and coherent overarching system for overseeing competence requirements, and to raise competence within relevant disciplines involved in the design, construction, inspection, maintenance and management of buildings in scope of the Review. The Group expects to publish its full report covering recommendations from all working groups in June 2019 for an industry-led consultation. unstar this property answer text <p>The Government is committed to increasing the supply of social housing and has made £9 billion available through the Affordable Homes Programme to March 2022 to deliver 250,000 new affordable homes of a wide range of tenures, including social rent.</p><p>In 2017-18 47,355 affordable homes were completed, an increase of 12 per cent on the previous year, of these over 7,100 (15 per cent) were in London.</p><p>Details for homes delivered in 2018 -19 will be published in the Departments annual Affordable Housing Supply statistics.</p><p>Breakdowns of delivery by borough are available in live table 1011 can be found at: <a href="https://www.gov.uk/government/statistical-data-sets/live-tables-on-affordable-housing-supply" target="_blank">https://www.gov.uk/government/statistical-data-sets/live-tables-on-affordable-housing-supply</a>.</p> more like this

unstar this property answer text <p>Our veterans play a vital role in keeping our country safe and many have dedicated their lives to the services. For those who fall on hard times it is only right that we give them all the support they need to put a roof over their head.</p><p>We recognise that there are limited statistics on homelessness; that is the why the MOD and MHCLG are working together to gather more comprehensive data on this issue. The Combined Homelessness and Information Network (CHAIN) statistics suggest that 3 per cent of the rough sleeping population in London have served in the Armed Forces and other independent research shows that the rough sleeping figures for veterans are around 3-4 per cent across the UK. The same research shows that an individual is less likely to be homeless if they have served in the Armed Forces.</p><p>There are, however, a number of existing support services available to veterans who are, or at risk of homelessness. This includes, the Veterans Gateway, an online web and telephone resource for veterans, within which is a housing specialist who has up-to-date information of any vacancies with the 4,000+ homes in the country specifically ringfenced for Veterans.</p><p>This is in addition to the £1.2 billion my Department has now committed to tackling all forms of homelessness and rough sleeping. This includes £1 million of specific funding targeted at ensuring veterans receive the right support and guidance required to ensure more veterans are prevented from becoming homeless.</p><p>In April 2018, we also introduced the Homelessness Reduction Act, its Duty to Refer requires public bodies to refer members of the armed forces, who maybe homeless or threatened with homelessness in England, to a local housing authority within 56 days, having gained the individual’s consent. A person who is vulnerable as a result of having been a member of Her Majesty’s regular armed forces (a veteran) has priority need for accommodation and will be housed by a local authority if they become homeless.</p><p> </p><p> </p>

unstar this property answer text <p>The Protection of Freedoms Act 2012 grants keeper liability for vehicles, allowing landowners and parking operators to pursue the registered keeper of a vehicle for breaches of contract related to parking. Private parking companies must be a member of a trade association if they wish to access DVLA data in order to issue parking charges to vehicle owners. The two parking trade associations, the British Parking Association (BPA) and the International Parking Community (IPC), have their own codes of practice and appeal procedures to which they expect their members to adhere. If a private parking company does not follow these codes responsibly, they risk being banned from accessing DVLA data and will be unable to issue parking charges.</p> more like this

unstar this property answer text <p>Ensuring tenants in the private rented sector are protected from poor housing conditions is vital, so we have commissioned a review of the Housing Health and Safety Rating System (HHSRS) to assess how well it works in practice and make sure that it is fit for purpose. The first phase of the review is now complete, setting out recommendations which will inform the appropriate direction of the second phase - from a full root-and-branch revision of the HHSRS down to a simple refresh of the standard and its accompanying guidance.</p><p>In addition, we have brought in strong enforcement powers for local authorities to tackle those non-compliant landlord. These include the introduction of civil penalties of up to £30,000 as an alternative to prosecution; banning orders for rogue landlords and agents, in tandem with a database of rogue landlords and property agents to prevent serious offenders from letting properties; and extending rent repayment orders which require a landlord to repay a specified amount of rent to a local authority or a tenant, to cover, for example, illegal eviction or failure to comply with a statutory notice. This year we have awarded over £2.3 million in grant funding to local authorities to boost their enforcement work, fostering innovative approaches and sharing best practice to tackle the minority of landlords who deliberately flout the law.</p>

We are committed to reducing excessive central reporting burdens on local government. It is for local authorities and local communities to decide how best to manage their local parks and green spaces and how to utilise available funding to best effect.</p><p>The Government recognises the health benefits of parks and urban green spaces. We have invested over £15 million in 2018-19 to support a robust package of new Government initiatives to support the sustainability of green spaces – including £3.75 million on the expansion of the Pocket Parks Plus programme and £9.7 million to ensure local authorities can continue to maintain and develop good quality, accessible parks and green spaces.</p><p>The 25 Year Environment Plan (25YEP) sets out that spending time in the natural environment can improve our mental health and feelings of well-being. Government has committed to actions that seek to help people improve their health and well-being by using green spaces. These commitments include:</p><ul><li>Considering how NHS mental health providers in England could work with environmental voluntary sector organisations to offer mental health therapies</li><li>Establish a cross-government programme that helps health professionals and local authorities to connect more people with nature to support their health and wellbeing.</li></ul><p>Defra, NHS England, Public Health England and Natural England are working together to launch these actions and establish a programme which will deliver the 25YEP mental health commitments.</p><p> </p>

To improve our understanding of the management of asbestos in schools, the Department launched the Asbestos Management Assurance Process (AMAP) in March 2018. This will enable the Department to develop an even better understanding of how asbestos is being managed in schools, strengthen the Department’s published guidance and support the Department’s work with the Health and Safety Executive to follow up with any schools of concern.</p><p>The Department intends to publish the report on the findings of the AMAP this month. Across the key health outcomes for children and young people, children living in households in the lowest socio-economic groups have worse outcomes than other children. There are clear benefits to early investment and support through pregnancy and the early years<strong>. </strong>Children’s centres can play an important role in supporting families, but it is right local councils decide how to organise and provide services for families in their areas to meet local needs – whether this is through children’s centre buildings or delivering services in different ways.</p><p> </p><p>Local authorities have a duty under the Childcare Act (2006) to ensure sufficient children’s centres to meet the needs of local families. Funding for children’s services (including children’s centres) is made available through the local government finance settlement. In addition, other government funding, including that for public health, adult skills training and troubled families may also be used locally to support services delivered wholly, or in part, through children’s centres. Children services funding for 2020-2021 and beyond will be determined in the Spending Review.</p>

unstar this property answer text <p>The department is investing up to £26 million in a breakfast club programme, using funds from the Soft Drinks Industry Levy revenues. This money will kick-start or improve breakfast clubs in over 1,700 schools. The focus of these clubs has been to target the most disadvantaged areas of the country – including the Department for Education’s Opportunity Areas – to help make sure every child gets the best start in life.</p><p>A contract was awarded to Family Action in March 2018 and will run until March 2020. Family Action, in partnership with Magic Breakfast, have both been named as the leading charities responsible for running the Breakfast Club programme. Family Action are distributing the appropriate funding to participating schools who meet the eligibility criteria.</p><p>We monitor management information from the programme on an ongoing basis and will also review the effectiveness of the programme fully once the programme concludes including the number of children attending.</p><p>In March 2019, Family Action indicated that by the start of the summer term over 250,000 children would be benefiting from the programme. The contract for the National Schools Breakfast Programme required the contractor Family Action to provide breakfast provision to at least 1,500 schools across England. This has now been surpassed by Family Action and Magic Breakfast by who have recruited more than 1,700 schools.</p><p>Decisions about any funding beyond March 2020 will be taken as part of the upcoming Spending Review.</p><p> </p>

unstar this property answer text <p>I am determined that all children and young people, including those who are deaf or have a hearing impairment, receive the support they need to achieve the success they deserve.</p><p> </p><p>Local authorities are best placed to judge local priorities and to make local funding decisions. It is therefore for local authorities, in consultation with local people and having regard to the range of statutory responsibilities placed on them, to determine the exact nature of provision in their areas, including services for supporting children and young people with hearing impairment.</p><p> </p><p>The Whole School Special Educational Needs and Disabilities (SEND) Consortium is being funded by the department to embed SEND into school improvement in order to equip the workforce to deliver high quality teaching across all types of SEND, including children and young people with hearing impairment.</p><p> </p><p>I have met with the National Deaf Children’s Society and asked my officials to consider their proposal for a central bursary scheme for teachers of the deaf. They will report to me once they have collected all the relevant information.</p>

unstar this property answer text <p>Students are at the heart of the new education administration regime: its primary objective is to avoid or minimise disruption to the studies of existing students.</p><p> </p><p>During the education administration, Hadlow College will continue to operate as usual and communications with students and staff have been a priority. The administrators have led communications with staff, including briefing sessions, a letter to all staff and a meeting with the University and College Union.</p><p> </p><p>We understand from administrators that there are no student representatives other than the student governors. Therefore, in discussion with college management, the administrators have decided to communicate to students mostly through teachers as it was felt that this approach was least disruptive. College staff have been actively encouraged to update and answer questions from their students. The college also wrote to existing students, parents and guardians and prospective students to assure them that classes, exams and enrolments are continuing as normal. Students have been encouraged to submit queries either directly to the college communications team or via their teachers.</p><p> </p><p>Earlier this year, we established a panel of insolvency practitioners to work on further education (FE) insolvencies, following a procurement process which, among other things, looked at FE sector experience. The firm appointed for Hadlow College’s insolvency is BDO, which has experience of the FE sector. Additionally, the administrators can draw on a wide range of other education expertise, including governors and staff at the college, the FE Commissioner’s team and the wider sector.</p>

unstar this property answer text <p>Dame Shirley Pearce is currently conducting an independent review of the operation of the Teaching Excellence and Student Outcomes Framework (TEF), as required by section 26 of the Higher Education and Research Act 2017. She has spent several months collecting evidence through a “call for views” and an extensive series of listening sessions and we expect her to report in the summer. Alongside the review, the Office for Students (OfS) has been carrying out the second year of a pilot of subject-level TEF. This will conclude shortly and the OfS will publish its findings. We will await Dame Shirley’s recommendations, and take account of the evidence from the subject-level TEF pilot, before making a decision on the next phase of the TEF.</p> more like this

unstar this property answer text <p>Widening access and participation in higher education (HE) is a priority for this government. This means that everyone with the capability to succeed in HE should have the opportunity, regardless of their background, ethnicity, gender, or where they grew up.</p><p> </p><p>The Office for Students (as the regulator for higher education in England) has a duty to promote equality of opportunity in relation to access and participation in HE and we expect to see further progress, particularly amongst the most selective institutions.</p><p> </p><p>Overall numbers of students studying science, technology, engineering and mathematics (STEM) are rising. The share of students studying science subjects at English HE providers has increased from 41% in 2010/11 to 45% in 2016/17.</p><p> </p><p>Despite rising STEM student numbers, we are far from complacent. The Department for Education is committed to tackling the gender imbalance in STEM subjects, and has invested in programmes to address female participation, particularly in subjects like computing and physics. This includes the Stimulating Physics Network which has a specific strand focusing on increasing the number of girls studying physics A level. A Gender Balance in Computing Pilot Programme will be launched this year to identify practical interventions that schools can implement to improve girls’ participation in computing.</p><p> </p><p>They are also funding a new £84 million programme to improve computing teaching and participation, and the Advanced Maths Premium which aims to support schools and colleges in tackling some of the financial barriers to increase participation in post-16 maths.</p><p> </p><p>The department is improving careers advice in schools so that young people are aware of the high quality options available for both technical and academic routes into STEM and that they have access to information about the variety of careers that STEM pathways have to offer. STEM activities, including employer talks and work visits, are built into school career programmes and the Careers &amp; Enterprise Company funds opportunities for young people to meet a wide range of STEM employers.</p><p> </p>

unstar this property answer text <p>The Government passports all recipients of Universal Credit through the criminal legal aid means test as well as the income test applied under the civil legal aid scheme, and will continue to do so whilst the review of legal aid means testing is ongoing. The review, announced in the Government’s Legal Support Action Plan on 7 February 2019, is studying the thresholds for legal aid entitlement and will assess the effectiveness with which the means testing arrangements appropriately protect access to justice. The review will particularly focus on those who are vulnerable.</p><p> </p><p>The Legal Aid Agency regularly monitors access to legal aid-funded services by undertaking capacity reviews. unstar this property answer text <p>As I said in my previous response to PQ 257583, the National Probation Service (NPS) is currently recruiting more staff into the organisation. We have seen an increase in both the volume and diversity of probation officer applicants following a change in the recruitment process and eligibility criteria. A national campaign to recruit probation officers took place recently and successful candidates will start in July 2019.</p><p> </p><p>NPS London have prioritised the recruitment of Probation Officers to fill all current and projected vacancies and have had 211 new staff joining over the past year. As of March 2019, approximately 1,325 full time equivalent staff are employed; a net increase of 57 from March 2018. They have also introduced new victim-specific training for staff.</p><p> </p><p>NPS London are closely monitoring the caseload capacity for staff and would take proportionate and appropriate action to manage workloads across the division.</p> more like this

unstar this property answer text <table><tbody><tr><td><p>HMPPS is committed to ensuring, where practicable, that prisoners are accommodated as close as possible to their resettlement communities and families. Whilst this is a priority, it is not always possible due to a variety of factors including wider population pressures, or where individuals have specific sentence planning needs which can only be met at certain establishments. Closeness to home is particularly important for those on short sentences or nearing release, where they need to build family ties, secure housing and health services and look for work. These prisoners are prioritised for being held in prisons local to home. As at 31st March 2019, the number of sentenced prisoners who commenced their custodial sentence in 2018 and are located more than 30 miles from their origin location was 8,911. Around 97% of prisoners have an origin location, which is an address that is recorded in our central IT system. If no address is given, an offender’s committal court address, next-of-kin or discharge address is used as a proxy for the area in which they are resident. Those with no recorded origin are typically foreign nationals or those recently received into custody. No address has been recorded and no court information is available for around 3% of all offenders. These figures are excluded from the answer provided. For the purposes of this answer we have identified all prisoners that had commenced their custodial sentence in 2018. Prisoners held on remand, non-criminal prisoners and those that commenced their custodial sentence prior to 2018 (or since in 2019), have been excluded. Recalled prisoners that commenced their original sentence in 2018, and were released and subsequently recalled, and were held in custody on 31 March 2019 have been included. All data are based on the straight line travelling distance between each prisoners current location and their recorded origin location.</p></td></tr></tbody></table>

Information from previous financial years has been archived in line with the Criminal Injuries Compensation Authority’s (CICA) data retention policy.</p><p> </p><p>Terrorism is not defined for the purposes of the Criminal Injuries Compensation Scheme. Victims are compensated for the injuries they have sustained rather than the nature of the incident (with the exception of sexual assault or abuse).</p><p> </p><p>To support consistent decision-making, CICA does record the nature of the incident where it identifies the potential for multiple applications in relation to the same circumstances. unstar this property answer text <p>The Government took all the legal steps necessary to prepare for the European Parliamentary<br>elections and put in place all the legislative and funding elements to enable Returning Officers to<br>make their preparations required for the polls on 23 May</p><p>Electoral Registration Officers are responsible for administering elections at the local level. They<br>are also under a statutory duty to ensure people who are eligible to vote in elections have the<br>opportunity to do so and are supported by the Electoral Commission in delivering these functions</p><p>The Electoral Commission encouraged EROs to take additional steps to raise awareness of this<br>requirement locally, through social media channels and other means.</p><p>The Electoral Commission supported EROs in the discharge of this function. It issued guidance on<br>the 4th April which recommended that EROs should identify EU citizens who are on the local<br>government register and send them a declaration form and supporting information explaining how<br>they can declare their intent to vote in these elections in the UK should they wish to.</p><p>In line with their statutory duty, the Electoral Commission will be publishing a report into the<br>administration of the polls later this year</p><p>Figures on the number of individuals completing forms or details relating to the processing of those<br>forms are not held centrally by the Government.</p>
