unstar this property answer text <p>In England and Wales, the Code of Practice for Victims of Crime (Victims’ Code) outlines the services victims are entitled to receive, including updates on the progress of their case during an investigation or prosecution. Bereaved families in homicide cases and victims of the most serious offences will receive information within 1 working day of key developments, such as when a suspect is arrested or released without charge. Victims will also be informed how often they will receive updates on the status of the case following discussion with the police.</p><p> </p><p>In the first cross-government Victims Strategy, published in September 2018, the Government committed to amend the Victims’ Code and we intend to consult on the changes shortly. We also committed in the strategy to hold agencies to account for compliance with the Victims’ Code through improved reporting, monitoring and transparency on whether victims are receiving entitlements.</p> more like this

unstar this property answer text <p>The government is committed to ensuring that all children get the help and support they need to live happy and fulfilled lives. The individual circumstances and needs of every child with a parent in custody can be very different, as will the necessary support.</p><p>Where a parent is in prison, we are committed to strengthening family ties, which can have benefits both for reducing re-offending and, where contact is appropriate, for the welfare of children. To ensure that children can visit parents in prison, the Assisted Prison Visits Unit can provide financial assistance to families in Wales and England in receipt of certain benefits or on a low income. Additionally, the Ministry of Justice has a range of measures to help strengthen and maintain communication and engagement between prisoners and their families. These include facilitating family days alongside programmes to promote family engagement and parenting to aid an individual’s rehabilitation.</p><p>The Ministry of Justice, in partnership with Barnado’s, operates the National Information Centre on Children of Offenders website, which provides information for all professionals who come into contact with the children and families of offenders.</p><p>The needs of children with parents in prison are likely to be seen in the school environment. In England, the statutory guidance ‘Keeping Children Safe in Education’ is clear that school staff should consider the additional needs of children with parents in prison. The guidance highlights the fact that these children are at risk of poor outcomes including poverty, stigma, isolation and poor health. Education in Wales is a matter for the Welsh Government.</p><p>Many children of offenders will be disadvantaged and need support. Children’s services in Wales are a matter for the Welsh Government. In England, local authorities are best placed to identify, assess and respond to these needs: a child who has a parent in prison could receive early help from a range of agencies, or support from children’s social care if there are safeguarding or welfare concerns such that the local authority assesses that this is needed. The duties and procedures that individuals and agencies should follow are set out in the statutory guidance ‘Working Together to Safeguard Children’.</p>

unstar this property answer text <table><tbody><tr><td><p>On 4 February 2019 the Government published its review of the Parole Board Rules and the response to the public consultation on the reconsideration of parole decisions. These publications confirmed our intention to introduce a new reconsideration mechanism that will enable parole decisions to be challenged without the need to resort to costly and time-consuming judicial review proceedings. Victims will be able to ask officials in Her Majesty’s Prison &amp; Probation Service to consider challenging a decision on their behalf. Before it can be implemented, provision must be made in the Parole Board Rules by secondary legislation to establish the legal power needed for decisions to be reconsidered. It will also be necessary to put in place the resources needed to operate the new mechanism and the associated guidance, training, documentation and electronic systems. We expect to be able to lay the new Rules before parliament and implement the new scheme by the summer.</p></td></tr></tbody></table>

unstar this property answer text <p>The misuse of drugs in prison drives violence, vulnerability and crime and so tackling this is one of our top priorities. Consequently, we are improving our security to restrict the availability of drugs. We use body, property, cell and area searches, metal-detecting scanners and drug and phone detection dogs across the estate. unstar this property answer text <p>Sexual offences perpetrated against children are horrific crimes and the impact of these can have a lasting impact on victims and their families.</p><p> </p><p>Sentencing decisions are taken by our independent courts. They will take such decisions based on the full circumstances of the offence and offender, and consider the relevant sentencing guidelines. The independent Sentencing Council has produced definitive guidelines on sexual offences.</p><p> </p><p>There are a range of offences someone can be convicted of if they abuse a child. Life imprisonment is available for the most serious offences, such as the rape of a child under the age of 13. For certain child sexual abuse offences, extended determinate sentences can be imposed for the purposes of public protection. There are no plans to increase maximum penalties available for child sexual abuse offences.</p><p> </p><p>Average custodial sentences for sexual offences overall are increasing, and have gone up from 43 months in 2007 to just under 60 months in 2017. The number of prisoners serving a custodial sentence for a sexual offence has nearly trebled, from 4,795 (in June 1998) to 13,580 (in 2018).</p>

unstar this property answer text <p>Information on charges is not held by the Ministry of Justice, responsibility for charges brought by the police lies with the Home Office.</p><p> </p><p>There were 8,901 defendants proceeded against for child sexual abuse offences in 2017.</p><p> </p><p>There were 7,099 people convicted and 6,861 sentenced for child sexual abuse offences in 2017.</p><p> </p><p>The Ministry of Justice has published data on court outcomes relating to child sexual abuse in England and Wales up to December 2017, data up to December 2018 will be published on 16 May 2019.</p> more like this
