unstar this property answer text <p>The Conflict, Stability and Security Fund (CSSF) takes its responsibility to do no harm very seriously. All CSSF programmes comply with the UK’s domestic and international human rights obligations and have robust measures in place to protect the human rights of beneficiaries.</p><p> </p><p>In order for programme teams to be able to assess the risks of UK activity that could affect human rights, all security and justice assistance is subject to Overseas Security and Justice Assistance (OSJAs). The OSJA is a risk management system used across Government to assess risk and consider what mitigation might be appropriate. The OSJA Guidance specifies at what point Ministerial approval is required.</p><p> </p><p>In order to determine the effectiveness of project activity, all CSSF programmes are subject to Annual Reviews, which score how effectively programmes have delivered their outputs and outcomes. In making an assessment the Annual Review considers how programme teams manage commercial partnerships, risk and budgets, adapt to changing contexts, , as well as assessing value for money. The Joint Funds Unit (JFU) plans to publish the Rule of Law 2017/18 Annual Review summary before the end of this Parliamentary session.</p><p> </p><p>Minister Field, the FCO Minister responsible for South Asia, receives regular updates on the risks associated with the Rule of Law programme’s activities. In addition, I reviewed all the relevant programme documentation, ahead of it being shared with the Joint Committee on National Security Strategy, who have taken an interest in this programme and requested further, sensitive documents on it.</p><p> </p><p>The OSJA covering the Counter-Terrorism Associated Prosecutorial Reforms Initiative was fully reviewed in December 2018. Completed OSJA checklists are sensitive internal documents providing an assessment of the human rights situation in a country at a given time and are regularly updated. These are not published. The Information Commissioner has previously reviewed and agreed with a Government decision not to disclose an OSJA on Pakistan.</p><p> </p><p>Last year the JFU commissioned an independent OSJA audit, in order to get a better understanding of how they are used across the CSSF. The audit itself contains a number of sensitive in-depth samples of OSJAs and therefore there are no plans to publish the audit.</p>

unstar this property answer text <p>Nottingham City Council has been awarded £6m under the Government’s Go Ultra Low Cities Scheme to deliver a range of initiatives in Nottingham and Derby to increase the uptake of ultra-low emission vehicles, including deploying 35 rapid and 195 fast charging units at key locations across the cities. The Council has also been awarded £700k under the Ultra-low Emission Taxi Infrastructure Scheme, to deliver 20 rapid chargepoints and 12 fast chargepoints dedicated to taxis and private hire vehicles.</p><p> </p><p>The Government has various UK-wide support schemes in place to assist with the cost of installing chargepoints in motorists’ homes, on residential streets, in workplaces, car parks and the wider public estate. The workplace scheme has provided funding for 59 chargepoints in the wider Nottingham area.</p> more like this

In DFID we support a range of programmes including: improving the quality of English language teaching in Rwanda, a skills hub supporting the biggest African economies (including Kenya, South Africa and Nigeria) to scale up English language learning and providing opportunities for UK teachers to volunteer in schools overseas. unstar this property answer text <p>​The British Government is firmly committed to standing up for human rights around the world, including for freedom of religion or belief. These views are well known in Malaysia, and our longstanding relationship allows us to raise concerns at the highest level with the Malaysian government.</p><p>The Foreign Secretary discussed human rights in his meetings with Malaysian ministers during his visit in January 2019, as did I during my visit in October 2018. Our High Commission in Kuala Lumpur has raised the issue of freedom of religion or belief with the Malaysian Foreign Minister and Religious Affairs Minister.</p><p>We continue to support the Malaysian Government's ambitions to ratify UN instruments on human rights, reform security legislation and abolish the death penalty. We reiterated these points at Malaysia's Universal Periodic Review at UN Human Rights Council in November 2018.</p> more like this

unstar this property answer text <p>The Republic of Kiribati remains a valued partner for the UK. We work closely, bilaterally and in multilateral fora.</p><p>I last met the President of Kiribati at the Commonwealth Heads of Government Meeting in London, 2018. We covered issues of mutual importance, particularly climate change and oceans. As my honourable friend will be aware, Kiribati is under significant pressure from the threat of rising sea levels. The UK’s Commonwealth Marine Economies Programme is funding a project to map Kiribati’s seabed to support new maritime infrastructure.</p><p>I have also worked with Kiribati at the United Nations General Assembly, the Pacific Island Forum and our recent UK and New Zealand Wilton Park Conference on Pacific resilience. As we continue to expand our diplomatic presence in the Pacific we expect our engagement to further increase.</p> more like this

unstar this property answer text <p>Last year, Government launched a Call for Evidence on Cash and Digital Payments in the New Economy. One part of the wide range of evidence collected detailed the changing levels of cash usage. Responses showed that, although the proportion of cash transactions is expected to fall over the next 10 years, cash remains important in the lives of many people and businesses across the UK. That’s why the Government is committed to supporting digital payments, whilst safeguarding access to cash for those who need it. The Government is engaging, and will continue to engage, with the regulators and industry on this important topic.</p><p> </p><p>The Government has not made an assessment of the effect on poor households of free-to-use ATMs becoming pay-to-use. However, the Government-established Payment Systems Regulator (PSR) is closely monitoring developments in ATM provision, including those that are free-to-use. The PSR regulates LINK, the scheme which runs the UK’s ATM network, and has used its powers to hold LINK to account over LINK’s commitments to preserve the broad geographic spread of the ATM network.</p><p> </p><p>The PSR has set out requirements of LINK, including that any cuts to interchange fees (the fees which fund free-to-use ATMs) must be incremental, with action taken by LINK where the impact is not as expected. Having implemented two of the four planned incremental reductions to the interchange fee, LINK has cancelled the third reduction and put on hold the fourth. The PSR welcomed these adjustments, having stated that LINK must carefully review its decisions on interchange fees to reflect changing market conditions. These adjustments gave the PSR further assurances that LINK is committed to making sure communities do not lose their free-to-use ATMs.</p><p> </p><p>LINK has put in place specific arrangements to protect free-to-use ATMs more than 1 kilometre away from the next nearest free-to-use ATM. LINK has also enhanced its Financial Inclusion Programme by tripling the funding available to ATMs in the most deprived areas of the UK and undertaken new financial support for ATMs in remote and deprived areas.</p>
