unstar this property answer text <p>Wherever possible the Attorney General’s Office and the Law Officers Departments (the Crown Prosecution Service, the Serious Fraud Office, The Government Legal Department and HM Crown Prosecution Service Inspectorate) let contracts over £10,000 using call-off contracts from frameworks procured by the Crown Commercial Service (CCS). These frameworks include provision for payments to sub-contractors within 30 days of receipt of undisputed invoice.</p><p>Central records are not held for procurements partially, or fully, managed outside the procurement service. To confirm that these contracts include provisions for prompt payment of sub-contractor invoices would require a manual check of all procurement records, which would incur a disproportionate cost.</p> more like this

unstar this property answer text <p>The Government recognises the legitimate desire in Parliament, from Members on all sides and in both Houses, to understand the legal implications of the final Withdrawal Agreement. The Government will therefore make available to all members of Parliament a full, reasoned position statement, setting out the Government’s agreed legal position on the Agreement, including the Irish backstop proposals. The Attorney will also make a statement to the House of Commons and take questions. This will help to ensure Parliament has all appropriate information ahead of the vote on the final deal.</p><p> </p><p>We expect the Attorney General’s statement to be repeated in the Lords, with questions.</p> more like this

unstar this property answer text <p>Our Clean Growth Strategy set out the Government’s ambition for a diverse electricity system that supplies our homes and businesses with secure, affordable and clean power.[1]</p><p>We have already committed to phasing out generating power from coal by 2025[2] and recognise that reducing emissions in the power sector means developing low carbon sources of electricity that are both cheap and clean.</p><p> </p><p>There is a number of decarbonisation pathways that balance the role of clean power sources with the use of fossil fuel generation such as from gas. unstar this property answer text <p>The most recent official data on average length of family-related leave taken by parents is from the Maternity and Paternity Rights Survey in 2009, which collected data from parents of children born in 2008 across Great Britain.</p><p>This shows that in 2008,</p><ul><li>mothers took an average of 39 weeks of maternity leave, up from 32 weeks in 2006.</li><li>amongst fathers who took some paternity leave, 16% took more than two weeks, 50% took two weeks and 34% took less than two weeks of leave.</li></ul><p>This does not contain information on average weeks of unpaid Parental Leave, nor of Shared Parental Leave which was introduced in 2015.</p><p>Information on the amount of leave taken at the regional or local level is not available.</p><p>The full Maternity and Paternity Rights Survey 2009/10 Research Report can be found here:</p><p>https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/214367/rrep777.pdf</p><p>We are currently evaluating the Shared Parental Leave and Pay schemes. unstar this property answer text <p>The Financial Reporting Council (FRC)’s Practice Notes contain auditing rather than accounting guidance, so are not directly applicable to the preparation of the FRC’s accounts.</p><p> </p><p>Practice Notes contain best practice guidance to help auditors apply auditing standards in the context of particular kinds of engagement (including public sector bodies, charities and banks). They do not contain additional requirements to those in auditing standards (ISAs (UK)), Practice Note 10 provides relevant context and application guidance for any audit engagement for a public sector body, including the FRC.</p><p> </p><p>The audit of the FRC is carried out in accordance with auditing and ethical standards used by all auditors in the UK.</p><p> </p><p>Practice Note 10 provides guidance on regularity. Regularity is the concept that transactions recorded in the financial statements of an audited business must be in accordance with the relevant framework. These frameworks are specific to the audited business and set out the requirements their transactions must comply with.</p><p> </p><p>The FRC auditor is not required to give a separate opinion on regularity because the FRC is required to prepare its accounts in accordance with Companies Act requirements and uses FRS 102.</p>

The information requested can only be provided at disproportionate cost. </del></p><p><ins class="ministerial"><strong><em> </em></strong></ins></p><p><ins class="ministerial">National Security Strategy and Implementation Groups (NSSIGs) were established after the 2017 National Security Capability Review to support the delivery of national security priority programmes, including by better utilising the full range of national security capabilities. Each NSSIG is chaired by a Senior Responsible Official (SRO), who is accountable to the National Security Council.</ins></p><p><ins class="ministerial">The Gulf Delivery Board has not met since the establishment of the Gulf &amp; Iran NSSIG, which subsumed its primary roles and responsibilities in April 2018. Cabinet Office officials are members of the Gulf &amp; Iran NSSIG and attend all meetings. The Cabinet Office also provides some secretariat support to the NSSIG, alongside that provided by the Foreign and Commonwealth Office.</ins></p><p> </p>

The future civil service will be more efficient, more highly skilled and agile.</p><p> </p><p>We are working with departments to deliver our commitments within the Government Estates Strategy and to ensure that we make the best use of our Government Estate assets, including the office estates. unstar this property answer text <p>There are a number of similarities in what Wales are currently doing in relation to the Future Generations Act, and what the Department for Environment, Food and Rural Affairs (DEFRA) proposes to do within the Environment (Principles and Governance) Bill, which they will publish before Christmas. This includes setting out environmental principles in primary legislation and monitoring the application of the principles. However, the main focus of the Environment (Principles and Governance) Bill is to be broadly equivalent to the governance provided by Europe relating to the environment and this is wider than just considering principles.</p><p> </p><p>We have learnt a great deal from the good work that Wales has done on the Well-Being of Future Generations Act and will continue to do so as we develop our policy statement on the principles as well as wider considerations on environmental governance. This includes reflecting on how the legislative framework is set out and the outcomes that they seek to achieve.</p><p> </p>

unstar this property answer text <p>Monitoring of compliance with the Equality Act 2010 is a matter for individual departments.</p><p> </p><p>The Office for Disability Issues (ODI) is working with external stakeholders to review and bring up to date guidance on accessible communications. The guidance will cover language, communications channels and accessible formats for publications, meetings and consultations. The guidance is aimed at supporting government communicators to help all parts of government improve their communications with disabled people. This updated guidance will be available by Spring 2019.</p><p> </p><p>The Government Digital Service (GDS) helps departments to ensure their online content and services are accessible. GDS sets standards, provides assurance around these (through spend control and service assessment processes), publishes guidance on how to meet the standard (e.g. service manual), develops tools to do this well and quickly (e.g. Government as a Platform components, toolkits and patterns), and supports the departments in using them, collating and curating lessons learned.</p><p> </p><p>New Regulations will enhance this activity through the introduction of a central monitoring system and increased guidance and support for public sector bodies. Cabinet Office introduced The Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018. These regulations build on existing equalities legislation by making it easier for users to report issues about the accessibility of public sector websites, backed up by proportionate monitoring and enforcement. GDS supports departmental compliance with the regulations and produces guidance and training, including on how to make documents accessible.</p><p> </p><p>Within the Department of Work and Pensions (DWP), the Minister for Disabled People also convenes a cross sector group on accessible communications.</p>

However, the Bank provides safe custody for the UK's gold reserves and for other customers. It has only started recently publishing the weight of all the gold in its custody on its website, which includes data back to 2011. On 30 June 2018, it held 166,516,000 fine troy ounces of gold. There is no equivalent data available for 1998 and 2008.</p> more like this

The General Data Protection Regulation and Data Protection Act came into effect in the UK in 2018 and enshrines key principles of purpose limitation and data minimisation in the processing of personal data. Officials are working with the Devolved Administrations, Overseas Territories, Crown Dependencies and Local Resilience Forums. unstar this property answer text <p>The RAF is a key contributor to the UK's prosperity agenda by facilitating the GREAT campaign's targeted commercial and wealth generating activities within designated countries which for the 2019 tour will be the US and Canada. The £2.5 billion is an estimate based on previous tours. It is too early to provide the names of companies we expect to provide foreign direct investment as agreements have still to be reached.</p> more like this

unstar this property answer text <p>This Government wants to continue to support veterans and to do more, which is why on 14 November 2018 we published the Strategy for our Veterans (Cm 9726) and supporting UK Government Consultation Paper (Cm 9727) that outlines what we aim to do and consults on how we will achieve it. The full documents can be found at the following link:</p><p><strong>https://www.gov.uk/government/publications/strategy-for-our-veterans. </strong></p><p> </p><p>By 2028 we will be doing more to ensure that each veteran is valued, contributing and supported. One of our aims is that all veterans enjoy a state of positive physical and mental health and wellbeing, enabling them to contribute to wider aspects of society. In order to achieve this outcome, we will focus our efforts on enabling consistency of medical outcomes for veterans, through a smooth transition of provision from in-Service to post-Service and sharing effective practices amongst clinical and healthcare communities; providing bespoke treatment for those veterans who have bespoke needs because of their service, and targeting any identified health and wellbeing needs of veterans in comparison to the general population.</p><p> </p><p> </p><p> </p><p>Veterans’ health is broadly aligned with that of the rest of the general population and most veterans’ health requirements are sufficiently met by existing NHS provision. However, several tailored initiatives are already in place to cater for specific veteran needs, including priority access to NHS secondary care in England, Scotland and Wales for Service related conditions, subject to the clinical need of all patients. Further work is also ongoing to increase awareness of the Armed Forces Covenant within the NHS, such as the Royal College of General Practitioners Accreditation programme (over 90 GP practices in the pilot area of the West Midlands) and Veterans Covenant Hospital Alliance, improved e-learning packages and the inclusion of the Covenant as part of the curriculum for all GPs nationally.</p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p>

unstar this property answer text <p>The Block Grant Transparency publication (https://www.gov.uk/government/publications/block-grant-transparency-december-2017-publication) sets out details of all additions to the Devolved Administrations’ budgets since the 2015 Spending Review. The Barnett Formula will have been applied to all changes to the DCMS budget at both Spending Reviews and at Fiscal Events in the normal way as set out in the Statement of Funding Policy.</p><p> </p><p>Companies from across the country have been directly engaged in legacy infrastructure and projects - for example, South Wales based Pro Steel were awarded contracts as part of the transformation of the Olympic Stadium roof post-2012 Games, they secured a £1m loan to enable them to compete for the work from Finance Wales. Pro Steel were also awarded a subcontract by BAM Nuttal for transformation work in Queen Elizabeth Olympic Park post games consisting of re-purposing and construction of a bridge in the north of the Park near the Velodrome. They were also awarded the contract to make modifications and strengthening works to another bridge, and supply and installation of a third bridge.</p><p> </p><p>Last week I met with my counterparts in Wales and Scotland to discuss the many opportunities the Birmingham 2022 Commonwealth Games presents to the whole of the UK. The department and I look forward to continuing to work closely with the devolved nations to ensure the many opportunities the Games presents - from hosting the Queen's Baton Relay to providing a base for athletes to train - are seized across the country.</p>

This includes training for government commercial staff and will help unlock more opportunities for voluntary, community and social enterprise (VCSE) organisations. This work is part of government's long term ambition to grow social value commissioning and strengthen the Social Value Act as set out in the Civil Society Strategy.</p><p>Officials are working with Claire Dove, VCSE Crown Representative to ensure that VCSE’s have a powerful voice in both commissioner and supplier communities.</p> more like this

unstar this property answer text <p>Public libraries play an important role in giving everyone opportunities to improve their life chances and achieve their full potential. They support individuals, communities and society by providing access to books and information, bringing people together and providing them with support and guidance at every stage of their lives.</p><p> </p><p>The Libraries Taskforce, jointly established by the Department for Digital, Culture, Media and Sport (DCMS) and the Local Government Association, published Libraries Deliver: Ambition for Public Libraries in England 2016-2021 in December 2016. This strategy sets out seven strategic outcomes that libraries support, along with information and evidence about the impact they have in relation to:</p><ul><li>cultural and creative enrichment</li><li>increased reading and literacy</li><li>improved digital access and literacy</li><li>helping everyone achieve their full potential</li><li>healthier and happier lives</li><li>greater prosperity</li><li>stronger, more resilient communities</li></ul><p> </p><p>The Taskforce reviews progress against the Ambition aspirations and action plan annually. DCMS continues to work with the Libraries Taskforce and its member organisations to support the libraries sector. This includes developing and strengthening the evidence base on the impact of public library services on the outcomes, and to encourage good practice and innovation in achieving these aims. DCMS also advocates the value and contribution of public libraries across central and local government.</p>

unstar this property answer text <p>The Black Cultural Archives (BCA) makes an important contribution to preserving and celebrating the diverse cultural heritage of Britain, as well as supporting the local community in Lambeth.</p><p> </p><p>BCA has received significant support, including over £4 million from the Heritage Lottery Fund to restore and develop Raleigh Hall in Brixton as a permanent home and heritage centre for BCA’s archives and collections.</p><p> </p><p>DCMS is working with BCA, alongside The National Archives and other DCMS public bodies, to help it to become financially sustainable and to seek to develop its ambitions to become a national resource.</p> more like this

unstar this property answer text <p>We published the Review of Gambling Machines and Social Responsibility Measures in May. This set out measures to strengthen protections around gaming machines, including cutting the maximum stake on B2 machine from £100 to £2, online gambling, and gambling advertising. It also set out action on treatment and support for those who experience harm, including initiatives to improve the evidence on treatment needs and effectiveness, expand access to existing services and strengthen the voluntary system for funding support. Government has also encouraged industry to increase its funding for third sector initiatives to support people with a gambling addiction.</p><p> </p><p>GambleAware, an independent charity, commissions treatment services, including the National Gambling Helpline and counselling services, specialist treatment delivered by the NHS National Problem Gambling Clinic and the Gordon Moody Association. GambleAware aims to triple access to its treatment services across the country and recently announced the establishment of a further specialist NHS clinic and Problem Gambling Support team in Leeds.</p><p>As demonstrated by the report Gambling Behaviour in Great Britain 2016, which is based on the combined Health Surveys, there is an association between mental health and problem or risky gambling behaviour. Some problem gamblers will therefore access support through services for other addictions and mental health conditions. The National Institute for Care and Health Excellence (NICE) has been commissioned to explore developing a guideline on non-chemical addictions, including gambling, which would give support to clinicians seeking to support problem gamblers.</p><p> </p>

According to DCMS economic estimates design and designer fashion exports in 2016 were £380m, a 9.6% increase from 2015.</p><p> </p><p>The Design Council produced a report into the Design Economy in 2018 which estimates that in 2015 the total value of exports where design had made a key contribution was £48.4 billion. The report also found that gross value added generated by the design economy increased by 52% between 2009 and 2016, with over 1.69 million people employed in the design economy and over 78,000 design intensive firms operating in the UK in 2017.</p> more like this

unstar this property answer text <p>On 9 April 2018, the Home Office published a new ‘Serious Violence Strategy’, available in the Libraries of both Houses, including 61 recommendations spanning cross government departments to take action to address serious violence, and in particular, the recent increases in knife crime, gun crime and homicide. The strategy puts a stronger emphasis on steering young people away from violence, helping them to change their behaviour and actions before they reach the stage where they are at risk of entering the criminal justice system.</p><p>The Department for Education is making relationships education compulsory in all primary schools, relationships and sex education compulsory in all secondary schools and health education compulsory in all state-funded schools. Under the new reforms, the draft guidance, attached, sets out that pupils should develop positive, respectful relationships, including with their peers; and that violence is never acceptable. The draft guidance also covers awareness of violence and exploitation by gangs, as well as criminal exploitation, for example through gang involvement or ‘county lines’ drugs operations.</p><p> </p><p>Citizenship education also helps to provide pupils with knowledge, skills and understanding to prepare them to play a full and active part in society – including an understanding of the role of law and the justice system in our society and how laws are shaped and enforced.</p><p> </p><p>In addition, the ‘Keeping Children Safe in Education’ statutory guidance, attached, sets out the legal duties that all schools must have regard to when carrying out their duties to safeguard and promote the welfare of children.</p>

Within the table, the ‘Other’ column includes the leading practitioners[3] and unqualified teachers[4] pay ranges and the ‘Unknown’ column relates to invalid codes entered by schools during the collection process that were not amended by the schools after being identified as invalid.</p><p> </p><p>[1] Excludes centrally employed staff.</p><p>[2] Figures 3 or less have been suppressed.</p><p>[3] Leading practitioners are qualified teachers who are employed in posts that the relevant body has determined have the primary purpose of modelling and leading improvement of teaching skills.</p><p>[4] Unqualified teachers are teachers who are not a qualified teacher and who is prescribed by Order under section 122(5) of the Act as a school teacher for the purposes of that section.</p><p>[5] Includes leading practitioner and unqualified pay ranges.</p>

unstar this property answer text <p>The government takes seriously its role in promoting inclusion and equality in education settings and the Equality Act 2010 (together with Part 3 of the Children and Families Act 2014) is a foundation stone on which our special educational needs (SEN) and disability system sits. The Equality Act requires all schools (whether maintained or academy) to produce an accessibility plan. These plans are about ensuring that all aspects of school life are accessible to disabled pupils. The Act also requires local authorities to produce accessibility strategies with the same aims as the school-level plan, but with different coverage.</p><p>We have funded the Schools Development Support Agency, working with pdnet to deliver a contract to improve knowledge, skills and capability of the school workforce. Pdnet standards have been developed for the early years, schools and post 16 settings, along with level 1 training for schools raising awareness of physical disabilities. unstar this property answer text <p>Ofsted has a duty to consider pupils’ behaviour and safety as part of its section 5 school inspections. While it is not Ofsted’s role to investigate individual cases, inspectors always look at exclusions on school inspections and ask head teachers about trends and reasons for exclusions. The issue of exclusion is also covered as part of the joint Ofsted/Care Quality Commission inspections of local authorities’ effectiveness in identifying and meeting the needs of children and young people who have special educational needs or disabilities. Inspectors will report on overall levels of exclusions, and may comment when there is a specific or recurring trend.</p> more like this

unstar this property answer text <p>The Department has worked with organisations such as the James Dyson Foundation and the Royal Academy of Engineering to reform the design and technology (D&amp;T) A level, GCSE and curriculum. The content emphasises the iterative design processes at the heart of modern industry practice. There is also more mathematical and science content that students must use and relate closely to D&amp;T, and a much greater use of design equipment such as 3D printers and robotics. Under the new national curriculum, reformed in 2014, D&amp;T remains a compulsory subject in all maintained schools from Key Stage 1 to 3. Maintained schools are also required to offer it as a subject at Key Stage 4. Academies can use the national curriculum as a benchmark for what they teach. The D&amp;T GCSE counts towards the Progress 8 secondary accountability measure.</p><p>The new qualification will prepare students for further study and careers in design. To ensure the subject is taught well, the Department supports recruitment of D&amp;T teachers through bursaries of up to £12,000 for eligible candidates.</p><p>For post-16 students, the Government is introducing T Levels, based on learning from the best international examples. Once fully introduced, many of the new T Level programmes will focus on core science, technology, engineering and mathematics (STEM) occupations, including in the engineering and manufacturing sectors. Designed by employers, T Levels will give students access to high quality technical study programmes, which will prepare them for employment and higher level study in STEM occupations.</p>

This funding is in addition to the £1.4 billion of condition allocations already provided this year to those responsible for maintaining school buildings.</p><p> </p><p>The Department will publish a calculation tool by December that will enable schools to estimate their own allocation. Final allocations for all schools in England will be published in January. The Department expects an average size primary school to receive £10,000 and an average size secondary school to receive £50,000 from the £400 million investment.</p><p> </p><p>The additional funding will be allocated to: maintained nurseries, primary and secondary schools, academies and free schools, special schools, pupil referral units, non-maintained special schools, sixth-form colleges, and special post-16 institutions that have eligible state-funded pupils.</p><p> </p> more like this

unstar this property answer text <p>The School Resource Management Strategy, published in August, sets out the support to help schools reduce their costs.</p><p> </p><p>The strategy includes direct routes to help schools make savings on the £10 billion non-staffing spend across England last year and ensure that money goes where it is needed.
