unstar this property answer text <p>The Government recognises the legitimate desire in Parliament, from Members on all sides and in both Houses, to understand the legal implications of the final Withdrawal Agreement. The Government will therefore make available to all members of Parliament a full, reasoned position statement, setting out the Government’s agreed legal position on the Agreement, including the Irish backstop proposals. The Attorney will also make a statement to the House of Commons and take questions. This will help to ensure Parliament has all appropriate information ahead of the vote on the final deal.</p><p> </p><p>We expect the Attorney General’s statement to be repeated in the Lords, with questions.</p> more like this

unstar this property answer text <p>Wherever possible the Attorney General’s Office and the Law Officers Departments (the Crown Prosecution Service, the Serious Fraud Office, The Government Legal Department and HM Crown Prosecution Service Inspectorate) let contracts over £10,000 using call-off contracts from frameworks procured by the Crown Commercial Service (CCS). These frameworks include provision for payments to sub-contractors within 30 days of receipt of undisputed invoice.</p><p>Central records are not held for procurements partially, or fully, managed outside the procurement service. To confirm that these contracts include provisions for prompt payment of sub-contractor invoices would require a manual check of all procurement records, which would incur a disproportionate cost.</p> more like this

unstar this property answer text <p>The Financial Reporting Council (FRC)’s Practice Notes contain auditing rather than accounting guidance, so are not directly applicable to the preparation of the FRC’s accounts.</p><p> </p><p>Practice Notes contain best practice guidance to help auditors apply auditing standards in the context of particular kinds of engagement (including public sector bodies, charities and banks). They do not contain additional requirements to those in auditing standards (ISAs (UK)), Practice Note 10 provides relevant context and application guidance for any audit engagement for a public sector body, including the FRC.</p><p> </p><p>The audit of the FRC is carried out in accordance with auditing and ethical standards used by all auditors in the UK.</p><p> </p><p>Practice Note 10 provides guidance on regularity. Regularity is the concept that transactions recorded in the financial statements of an audited business must be in accordance with the relevant framework. These frameworks are specific to the audited business and set out the requirements their transactions must comply with.</p><p> </p><p>The FRC auditor is not required to give a separate opinion on regularity because the FRC is required to prepare its accounts in accordance with Companies Act requirements and uses FRS 102.</p>

unstar this property answer text <p>There are a number of similarities in what Wales are currently doing in relation to the Future Generations Act, and what the Department for Environment, Food and Rural Affairs (DEFRA) proposes to do within the Environment (Principles and Governance) Bill, which they will publish before Christmas. This includes setting out environmental principles in primary legislation and monitoring the application of the principles. However, the main focus of the Environment (Principles and Governance) Bill is to be broadly equivalent to the governance provided by Europe relating to the environment and this is wider than just considering principles.</p><p> </p><p>We have learnt a great deal from the good work that Wales has done on the Well-Being of Future Generations Act and will continue to do so as we develop our policy statement on the principles as well as wider considerations on environmental governance. This includes reflecting on how the legislative framework is set out and the outcomes that they seek to achieve.</p><p> </p>

unstar this property answer text <p>Monitoring of compliance with the Equality Act 2010 is a matter for individual departments.</p><p> </p><p>The Office for Disability Issues (ODI) is working with external stakeholders to review and bring up to date guidance on accessible communications. The guidance will cover language, communications channels and accessible formats for publications, meetings and consultations. The guidance is aimed at supporting government communicators to help all parts of government improve their communications with disabled people. This updated guidance will be available by Spring 2019.</p><p> </p><p>The Government Digital Service (GDS) helps departments to ensure their online content and services are accessible. GDS sets standards, provides assurance around these (through spend control and service assessment processes), publishes guidance on how to meet the standard (e.g. service manual), develops tools to do this well and quickly (e.g. Government as a Platform components, toolkits and patterns), and supports the departments in using them, collating and curating lessons learned.</p><p> </p><p>New Regulations will enhance this activity through the introduction of a central monitoring system and increased guidance and support for public sector bodies. Cabinet Office introduced The Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018. These regulations build on existing equalities legislation by making it easier for users to report issues about the accessibility of public sector websites, backed up by proportionate monitoring and enforcement. unstar this property answer text <p>Following consultation with the Government Property Agency who now manage the Cabinet Office estate, I can confirm that none of the locations referred to in the above question are owned or managed by Cabinet Office.</p><p> </p><p>The civil service is going through a fundamental transformation in the way that we work and deliver services, not least through advances in technology. The future civil service will be more efficient, more highly skilled and agile.</p><p> </p><p>We are working with departments to deliver our commitments within the Government Estates Strategy and to ensure that we make the best use of our Government Estate assets, including the office estates. We have a particular commitment to consider locations outside of London as identified through our Places for Growth programme.</p><p> </p> more like this
