unstar this property answer text <p>The following information about decisions on the new security contract arrangements was published in March 2014:</p><p>“In March 2015, the current contract with the Metropolitan Police Service (MPS) to provide armed protection, policing and security officer functions will expire. Over the last year, the Security Arrangements Renewal Programme (SARP) Board has been working to analyse options and make a recommendation on new contract arrangements to be introduced next year. That recommendation was endorsed by the Lords House Committee and the Commons Commission.</p><p>The agreed recommendation is that the two Houses should renegotiate with the MPS to continue to provide security officer functions, armed protection and policing, whilst moving the provision of the search and screening function for the three main public entrances (Black Rod's Garden, Cromwell Green and Portcullis House) to a specialist commercial provider. The Clerk of the House and the Clerk of the Parliaments have now written to the Metropolitan Police Commissioner requesting new arrangements from 2015, and a commercial procurement for search and screening will start soon.</p><p>This is a major contract for Parliament, both in terms of its financial value and its central role in ensuring the security of parliamentarians, employees and visitors to the Parliamentary Estate. As well as continuing to benefit from the expertise and experience of the Metropolitan Police officers and staff, new search and screening arrangements at the busiest public entrances will be better able to provide the greater flexibility and scalability needed to meet Parliament's changing requirements for public access”.</p><p>Discussions with the Metropolitan Police Service on future arrangements are continuing. Security matters are not discussed on the floor of the House and the House Committee has agreed to the initial approach taken by the Security Arrangements Renewal Programme Board. That Committee will be further consulted during the process. I have no plans to initiate a debate on the floor of the House.</p>

unstar this property answer text <p> </p><p>Sex and relationship education (SRE) is compulsory in maintained secondary schools, and academies are expected to provide SRE as part of a broad and balanced curriculum. When teaching SRE, all schools must have regard to the Secretary of State's statutory guidance.</p><p> </p><p> </p><p> </p><p>Schools are encouraged to develop their SRE practice with the support of specialist organisations and expert professionals who are best placed to provide schools with up-to-date materials and advice on changing technologies that fit within the framework of our sex and relationship education guidance. ‘Sex and relationships education (SRE) for the 21st century', recently published by the PSHE Association, the Sex Education Forum, and Brook addresses changes in technology and legislation since 2000.</p><p> </p><p> </p><p> </p><p>We believe that headteachers and their staff are best-placed to decide what resources, including help from outside organisations, are needed to support excellent teaching of SRE. We have recently extended the grant funding to the PSHE Association until 2015 and we have commissioned them to develop a set of exemplar case studies of high quality teaching on key issues in PSHE and SRE.</p><p> </p>

unstar this property answer text <p> </p><p>The national curriculum is just one element in the education of every child that provides pupils with an introduction to the essential knowledge that they need to be educated citizens. It provides an outline of core knowledge around which teachers can develop exciting and stimulating lessons to promote the development of pupils' knowledge, understanding and skills as part of the wider school curriculum.</p><p> </p><p>Programmes of study for citizenship, which is statutory at key stages 3 and 4, include a clear focus on democracy, government and how laws are upheld and made. For the first time, they include a requirement for pupils to be taught to manage their money well and make sound financial decisions. Citizenship education helps to prepare pupils to play a full and active part in society. In addition, personal, social, health and economic (PSHE) education is a non-statutory subject that equips pupils with the knowledge and skills to make safe and informed decisions and to prepare for adult life.</p><p> </p>

unstar this property answer text <p> </p><p>Independent schools, academies and free schools are already required to encourage pupils to respect British values of democracy, the rule of law, individual liberty and mutual respect, and tolerance of those with different faiths and beliefs.</p><p> </p><p> </p><p> </p><p>We plan to strengthen the requirement placed on these types of school, to one of actively promoting British values. unstar this property answer text <p>We have discussed the changes to the AS qualification with UCAS and other higher education organisations, including the A level Content Advisory Board (ALCAB), the Russell Group and Universities UK. It is, of course, for individual universities to determine their own admission arrangements. AS grades only form one part of a range of information available to universities about prospective applicants. They also look at prior attainment at key stage 4, teachers' assessments and personal statements.</p><p>In May 2013 the Department for Education published research which considered how GCSE results compared to AS Level results at estimating the probability of a student attaining at least a 2:1 at university. The research[1] found that using GCSE results are a better predictor of university outcomes than AS results. star this property question text To ask Her Majesty's Government whether the proposal to introduce contracts for difference auctioning has been reassessed following the European Commission's adoption of the final state aid guidelines for environmental protection and energy for 2014–2020; if so whether they specifically considered (1) the risk of the proposal failing to conform with the Commission's guidance that competitive bidding should be non-discriminatory due to the distinction the proposal makes between "established" and "less established" technologies, (2) the risk of the proposal failing to conform to the guidelines on the grounds of providing "asymmetric information" to the United Kingdom energy market, and (3) the risk of the proposal failing to conform with the Commission's guidance within General Conditions which stipulates that "the selection process should lead to the selection of beneficiaries that can address the environmental or energy objectives using the least amount of aid or in the most cost-effective way"; in each case, what conclusion they reached; and, in each case, what was the rationale forthe conclusion.

unstar this property answer text <p>The move to competitive allocation of CfDs has been a long-standing feature of Electricity Market Reform. In early 2014, the Government consulted on proposals to move straight to competitive allocation for some technologies. EU ‘Guidelines on State aid for environmental protection and energy 2014-2020' were adopted in principle on 9 April 2014. Prior to that adoption, the European Commission worked with member states on the development of the guidelines, including through draft versions and receiving comments.</p><p>Implementation of key EMR policies is subject to State Aid approval, and the Government has been in discussion with the European Commission for some time to ensure our policies comply. These conversations remain constructive and we are making the strongest possible case for our policies which we believe are consistent with the new guidelines. To maintain effective working relationships with the Commission, we do not comment publicly on the specifics of cases.</p><p> </p>
