unstar this property answer text <p>The following information about decisions on the new security contract arrangements was published in March 2014:</p><p>“In March 2015, the current contract with the Metropolitan Police Service (MPS) to provide armed protection, policing and security officer functions will expire. Over the last year, the Security Arrangements Renewal Programme (SARP) Board has been working to analyse options and make a recommendation on new contract arrangements to be introduced next year. That recommendation was endorsed by the Lords House Committee and the Commons Commission.</p><p>The agreed recommendation is that the two Houses should renegotiate with the MPS to continue to provide security officer functions, armed protection and policing, whilst moving the provision of the search and screening function for the three main public entrances (Black Rod's Garden, Cromwell Green and Portcullis House) to a specialist commercial provider. The Clerk of the House and the Clerk of the Parliaments have now written to the Metropolitan Police Commissioner requesting new arrangements from 2015, and a commercial procurement for search and screening will start soon.</p><p>This is a major contract for Parliament, both in terms of its financial value and its central role in ensuring the security of parliamentarians, employees and visitors to the Parliamentary Estate. As well as continuing to benefit from the expertise and experience of the Metropolitan Police officers and staff, new search and screening arrangements at the busiest public entrances will be better able to provide the greater flexibility and scalability needed to meet Parliament's changing requirements for public access”.</p><p>Discussions with the Metropolitan Police Service on future arrangements are continuing. Security matters are not discussed on the floor of the House and the House Committee has agreed to the initial approach taken by the Security Arrangements Renewal Programme Board. That Committee will be further consulted during the process. I have no plans to initiate a debate on the floor of the House.</p>

unstar this property answer text <p> </p><p>There are no circumstances where if a worker is entitled to the National Minimum Wage that an employer can pay less than the National Minimum Wage. However, under the legislation certain types of workers are not entitled to the minimum wage. These are:</p><p> </p><ul><li><a href="https://www.gov.uk/employment-status/selfemployed" target="_blank">self-employed people</a> running their own business</li><li><a href="https://www.gov.uk/employment-status/director" target="_blank">company directors</a></li><li><a href="https://www.gov.uk/volunteering/pay-and-expenses" target="_blank">volunteers</a> or voluntary workers</li><li>workers on a government employment programme, eg the Work Programme</li><li>family members of the employer living in the employer's home</li><li>non-family members living in the employer's home who share in the work and leisure activities, are treated as one of the family and aren't charged for meals or accommodation (eg au pairs)</li><li>workers younger than school leaving age (usually 16)</li><li>higher and further education students on a work placement up to 1 year</li><li>workers on government pre-apprenticeships schemes</li><li>people on the following European Union programmes: Leonardo da Vinci, Youth in Action, Erasmus, Comenius</li><li>people working on a Jobcentre Plus Work trial for 6 weeks</li><li>members of the armed forces</li><li>share fishermen</li><li>prisoners</li><li>people living and working in a religious community</li></ul><p> </p><p>Additionally, people carrying out work experience and internships will not get the minimum wage if they are:</p><p> </p><ul><li>a student doing work experience as part of a higher or further education course</li><li>of <a href="https://www.gov.uk/know-when-you-can-leave-school" target="_blank">compulsory school age</a></li><li>a <a href="https://www.gov.uk/volunteering/pay-and-expenses" target="_blank">volunteer</a> or doing voluntary work</li><li>on a government or European programme</li><li>work shadowing</li></ul><p> </p><p> </p><p> </p><p>Employers and workers with queries about the application of the National Minimum Wage can access free and confidential advice through the Pay and Work Rights Helpline on 0800 917 2368.</p><p> </p><p> </p><p> </p><p> </p><p> </p>

unstar this property answer text <p>As highlighted in the International Education Strategy, there is no cap on the number of genuine overseas students who can come to the UK, nor do we have plans to introduce one. This has been reaffirmed by my Rt. Hon. Friend the Prime Minister.</p><p /> <p>Government and the sector are taking every opportunity to promote the warm welcome the UK extends to international students, notably using the ‘Britain is GREAT' campaign. For example, the High Commission in Delhi began work last year (with the Foreign and Commonwealth Office, UK Trade and Investment and the British Council) to promote positive messages on UK education at outreach events, exhibitions and road shows in some of India's biggest cities.</p><p /> <p>Early indicators for 2014 show there was an increase in the year to March 2014 in the number of visa applicants for higher education institutions (+7%). UCAS figures, to May 2014, for undergraduate applications suggest a 7% increase from non-EU countries.</p><p> </p> more like this
