	answer	answer answer text <p>On 13 May the House agreed a new set of rules to govern the content of written answers, in response to the introduction of a new electronic system for submitting them. While the digital copy of answers will be the definitive record copy, all written answers will continue to be published, and a signed copy will continue to be sent to the Peer asking the question.</p><p>These rules make clear that all answers should be complete and comprehensible, and not rely on references to external documents or webpages. They also make clear that supporting documents should be included as attachments, not hyperlinks, and referred to in the answer itself. Any attachments that are included will be available in the Library to be printed out on demand.</p><p>All of these rules will help to accommodate those without internet access. 	answer	answer answer text <p> </p><p>The Government plays no direct role in the provision of student residential accommodation, nor does it specifically fund universities to provide such accommodation. As such, this is not an area where the Government can intervene.</p><p> </p><p> </p><p> </p><p>However, Higher Education Institutions (HEIs) and private providers of ‘halls of residence’ type accommodation are required to belong to one of two Codes of Practice. These are the Student Accommodation Code <a href="http://www.thesac.org.uk/" target="_blank">http://www.thesac.org.uk/</a></p><p> </p><p>and the Accreditation Network UK <a href="http://www.anuk.org.uk/aboutus/aboutus.asp" target="_blank">http://www.anuk.org.uk/aboutus/aboutus.asp</a>.</p><p> </p><p>These Codes of Practice protect students’ rights to safe, good quality accommodation, wherever they are studying. They outline what students can expect from their accommodation as well as their responsibilities as tenants.</p><p> </p><p> </p><p> </p><p>Some other private providers offer student accommodation, off campus, on the basis of an Assured Shorthold Tenancy (AST). For students in these properties, rents would be set by the landlord at the market rent achievable for that type of accommodation. Under Section 22 of the Housing Act 1988, if an AST tenant considers the rent to be excessive, he or she could apply to the first tier tribunal for a determination of the rent. Given these protections, Government has no plans to act in this area.</p><p> </p><p> </p><p> </p><p>In addition, since 2012, the Key Information Set includes information on the average cost of accommodation for each HEI. UK Trade &amp; Investment (UKTI) has lead UK responsibility for the provision of support and assistance to new and existing exporters of goods and services both at home and overseas. The Welsh Government is responsible for devising and implementing additional programmes to meet the particular needs of companies in Wales.</p><p> </p><p>UKTI works closely with the Welsh Government's trade and Investment team who deliver services on the ground in Wales. Companies in Wales therefore have access to the support provided both by Welsh Government and UKTI.</p><p> </p><p>UKTI uses its Performance and Impact Monitoring Surveys (PIMS) to measure the performance and impact of its support across the UK. The PIMS evidence is periodically complemented by independent impact evaluations. 	answer	answer answer text <p> </p><p>Ofcom as the regulator for postal services has the primary statutory duty of protecting the universal service and the regulatory powers to intervene if the universal service is ever at risk.b</p><p> </p><p> </p><p> </p><p>Ofcom has set out the circumstances under which it would intervene to protect the universal service from any serious threat from competition in their publication: “Final Guidance on Ofcom’s approach to assessing the impact on the universal service”.</p><p> </p><p> </p><p> </p><p>Ofcom’s assessment would consider the financial sustainability of the universal postal service and the need for the universal service provider to be able to earn a reasonable commercial rate of return in connection with the provision of the universal service.</p><p> </p><p> </p><p> </p><p>The percentage of addresses covered by end-to-end competitors to Royal Mail would clearly be a factor that Ofcom would consider, but as a part of a wider range of factors. Ofcom has therefore not set a threshold of end-to-end delivery coverage by alternative postal operators to determine a threat to the Universal Service.
